Thrilled to see NHS Property Services receive approval on 13th November from the London Borough of Tower Hamlets to create a new life sciences cluster in Whitechapel, next to the Royal London Hospital at the Strategic Development Committee last night. This visionary project will transform five underused plots into high-quality, flexible spaces for life sciences, supporting inclusive research that will help to address health inequalities. In collaboration with Queen Mary University of London, Barts NHS Health Trust, the London Borough of Tower Hamlets, and other stakeholders, this development marks the next step in realizing a shared vision to make Whitechapel a hub for life sciences, driven by its unique location and diverse community. This paper, published by the Government on 22nd September, forms part of a series of working papers on planning reform, designed to inform further policy development in collaboration with the development sector. It proposes options for a form of brownfield passport, which would be more specific about the development that should be regarded as acceptable, with the default answer to suitable proposals being a straightforward “yes”. Yesterday we held our 10th annual Independent Healthcare Breakfast, hosted by Baroness Virginia Bottomley and featuring an enlightening talk by guest speaker, Professor Mark Britnell. Mark's remarkable 35-year career in global healthcare has taken him to 81 countries, working on over 425 projects. He has been a trailblazer in the field, from his early days in the NHS Graduate Management Training Scheme to his leadership roles at University Hospitals Birmingham and NHS South Central, and later his influential positions at the Department of Health and KPMG. Now, he continues to shape the future of healthcare through his enterprise and various global positions. During his talk, Mark highlighted several critical points: "Firstly, it’s doubtful any new government will re-organise. After the painful experience of past reforms, time will be lost tinkering, and better spent, delivering. This means ICBs will need to commission, and performance manage in equal measure. For population health, the best socialised integrated system I have seen is Clalit in Israel. It’s intelligent and data driven. Second, the need for productivity and innovation will increase as fiscal rules are applied by the next government. The NHS is under-capitalised so a new solution to capital will be needed. Could the new National Wealth Fund help? Germany provides some good examples of capital investment targeted on productivity. Third, waiting times. ICBs and providers will need to enable choice, pool waiting lists and change models of care to separate elective and emergency flows at scale. The independent sector will need to adjust its business model too. There are plenty of examples of specialist and standalone elective centres at scale from South Korea to Australia across to North America. New public and private partnerships will form. Fourthly, a new healing process will take place between government and the health service, including the Department of Health and NHS England. Expect a new 10 year NHS plan to emerge which will seek to heal, improve trust and look to the future. This process will take time, partly because the government will hope the economy picks up so public spending improves towards the latter part of the next parliamentary term. The Singapore ten year plan for health is the most intelligent I have seen. Finally, it’s obvious health inequalities, worklessness and sickness have worsened so expect new, modern, joined-up public health action across all government departments. We could learn from Scandinavia who mesh local and central government with citizen responsibility and employer activism." As Mark emphasised, “we can expect more vigour and professionalism in managing health services as waiting lists cannot continue like for this another five years.
