The Renewco Power UK team have had a busy festive season with the grant of planning consent for our Milton Storage Project (49.9MW) in Dumfries and Galloway and submission of the planning application for our Harehill Solar Project (45MW Solar (peak) and 10MW BESS) in County Durham.     This is our second planning consent in 2024 and the fourth planning application we have submitted in the UK. The team would like to thank all the consultants, communities, stakeholders and development partners we have worked with this year to achieve these fantastic successes. We are looking forward to doing it all again next year! Today we published a practical guide to Effective Community Engagement in Local Development Planning and the supporting Impact Assessments, which have been finalised following public consultation in 2023.   The guidance was prepared under the Town and Country Planning (Scotland) Act 1997 Section 16C and supports meaningful and inclusive engagement in the Local Development Planning context. This useful guide is designed for professionals and communities to help people be more involved in decisions about their places that affect them. It is easy to understand and supports best practice. It provides diagrams and a quick reference guide as a structure to help planning authorities decide how and when to engage with communities, people and communities to understand when their effort will have most impact or influence on making Local Development Plans. 🚨National Planning Policy Framework 🚨 Today the UK Government (MHCLG) confirmed that onshore wind projects above 100MW in England will be reclassified as NSIP. Today two sets of regulations which will enable Scotland’s planning system to respond flexibly to newly emerging matters and allow authorities to amend Development Plans come into force.     The regulations can be found at:  - https://lnkd.in/dDUnAVPh - https://lnkd.in/d6ERpb_k   With the move to National Planning Framework (NPF) and Local Development Plans (LDPs) having a review period of 10 years, the 2019 Act introduced the provision for them to be amended between full review cycles. These regulations enable the planning system to respond where newly emerging matters arise providing greater confidence and flexibility to our planning system, ensuring we can take an enabling approach to promoting development. 

Today the legal provisions allowing planning authorities to prepare Masterplan Consent Areas (MCAs) came into force: - The Town and Country Planning (Masterplan Consent Areas) (Scotland) Regulations 2024   - The Masterplan Consent Area Scheme (Environmental Impact Assessment) (Scotland) Regulations 2024 and   - the Planning (Scotland) Act 2019’s provisions on MCAs    This will allow planning authorities to take a place leadership role, by proactively consenting the type and quality of development they wish to see in their areas. MCAs offer potential for a coordinated, streamlined approach to consenting, being able grant planning permission, plus roads construction, listed building and conservation area consent.    The new regulations cover the process for preparing an MCA ‘Scheme’ - the document which grants the consent(s), and ensure that EIA requirements are part of the process where applicable. Once the MCA scheme is ‘made’ (adopted) development can be brought forward without the need for a full application providing it is in line with the scheme. MCAs can support placemaking, and accelerate delivery of development plans, offer certainty by frontloading scrutiny, removing risk and streamlining consents – to provide greater confidence to investors and facilitate investment in places.       Guidance on MCAs will be published shortly. Our work to support early adopters will get fully underway in January 2025.
