Grapini and the AI Act In my previous post, I looked at MEPs who, in the past 5 years, tabled the highest number of Amendments. Many rightly commented that such data in itself doesn’t tell us a lot: “Yes it’s data, but it’s not useful information yet - it doesn’t take into account the ‘quality’ of the amendments.” But that number can serve as a springboard to look into a rabbit hole in more detail. For example: which dossiers did Grapini table (the most) AMs in? ⇒ The bar chart below shows that Grapini tabled by far the most AMs for the AI Act. So let’s look at that dossier a bit more. How can we assess the ‘quality’ of her AMs? It depends on WHEN you assess quality. If the procedure has been completed, you can look back: Did her AMs pass -in any semantic way- the Committee vote, the plenary vote, appear in the EP Mandate, get into the 4th column during Trilogue, and ultimately make it all the way into the final AI Act in the OJ? If someone has a way of proving this in an easy way, then I’d like to hear! Absent that, we can look at other things readers had raised: * Ignore AMs that change a mere word or correct COM proposal errors * Did she table AMs alone or with other (‘influential’) MEPs, shadows, etc.? * Did she table AMs with other Groups? * Did she table AMs that are identical to AMs tabled by others? Let’s look at Grapini’s identical AMs in the AI Act. Here’s a list of all the identical AMs tabled in LIBE/IMCO during its committee stage: https://lnkd.in/ecBHdWfU Grapini has been involved in 63 identical amendments: * Co-Signing in Group: Grapini always co-signed these amendments with others from her party, S&D, ranging from 5-13 co-signers. * Cross-Party Support: Of those identical AMs, 30 were also tabled by GUE-NGL, 29 by RENEW, and 21 by EPP. * Shadow Rapporteurs Involvement: 11 out of the 12 Shadow Rapporteurs have been involved. * Strong Rapporteur Collaboration: She co-signed 51 AMs with the rapporteur Benifei. * Focus on significant changes: 38 of the AMs proposed deleting articles, 22 proposed alterations to the COM proposal text, and 3 proposed creating new articles. The pattern of her amendments show her intent to safeguard privacy by preventing the use of real-time biometric identification and stringent oversight of AI systems. Based on this data, one could say Grapini was an active participant in the AI Act to significantly shape the legislation. Many of her AMs were often identical to other influential MEPs and groups - sounds strategic for broad support. This analysis points to the fact she is trying to improve the quality of amendments by increasing the chances of passing. Do you agree? 🌐 AI to predict MEP Voting in next EU Parliament As the Parliament elections are coming up, we have an exciting project in mind! There are many files going through the EP. With the election-time deadline looming, many of those will not reach the finish line. For these files we plan creating a model that predicts voting in the new EP mandate. Our approach involves leveraging existing amendment analysis and voting data to predict the behaviour of newcomer MEPs and voting outcomes. By combining diverse datasets, we aim to create a predictive model capable of forecasting MEP voting tendencies on upcoming legislative matters such as Digital Euro, Retail Investor Protection and Financial Data Access etc. → The potential implications of such a tool are multifaceted. For public affairs professionals, it could offer invaluable insights into the evolving landscape of EU politics, enabling more informed strategies and targeted advocacy efforts. Also, stakeholders and lobbyists may find utility in understanding the potential outcomes of parliamentary decisions on their dossier - and crafting their approaches accordingly.
