Inevitable Policy Response reposted this
The FT has published a couple of interesting articles on EVs recently: “Europe’s centre right pushes to reverse 2035 ban on petrol cars” “Nissan to warn jobs at risk as UK EV targets push car industry to ‘crisis point’” The European People’s Party (the EU’s largest political party) wants to push back the planned 2035 date for the ban of ICE vehicle sales and loosen fines on car makers for not selling enough EVs. UK car marker Nissan has warned that jobs would be at risk unless the UK government softened its EV sales targets. The UK mandates 22% of new car sales to be EVs, rising to 28% next year. Manufacturers which fail to meet the target are fined £15,000 per vehicle. Current UK EV sales are just 18%. A couple of thoughts: 1️⃣ The potential weakening of climate policy (pushing back the ban on ICE vehicle sales in the EU) is a worrying sign that climate policy does not always get ever-stronger. In the past year more climate policies have been weakened rather than strengthened. 2️⃣ Any plan to fine companies for not selling enough of an expensive product is doomed to fail. I suspect the UK government will end up loosening their targets. In the absence of unaffordable subsidies, a better way to make EVs more attractive is to ensure ICE vehicles reflect their true cost to society – add a carbon price. This should lower the relative cost of EVs, changing consumer behaviour. Unfortunately, I think it likely that governments will be forced to continue diluting their ambitious climate goals as the technology is not delivering. Only once the costs of pollution and the damage to the environment are fully internalised in consumer decisions will we see the trajectory change.
