Innovation is key to meeting growing healthcare demands - but how do we make it happen systematically across the NHS? We welcome the Innovation Ecosystem Programme (IEP) report which provides a comprehensive set of recommendations: Setting clear national priorities Standardising innovation processes Building workforce capabilities Sharing best practices Over the course of the year, we’ve been updating our partners on the work of the IEP which has been led by the NHS England National Director for Life Sciences, Roland Sinker CBE, and, together with colleagues from across the national Health Innovation Network, we’ve also had the opportunity to contribute directly to the work of the programme. The report is extremely positive for Health Innovation Networks with the importance of our role as delivery partners specifically highlighted. However, the real significance is in the clarity and direction it provides to local health systems and to the wider NHS, for unlocking the potential for innovation to improve health and health services and to drive economic growth, both of which are the heart of the shared mission which has been the focus of our local partnerships for the last 11 years. The Additional Roles Reimbursement Scheme (ARRS) was associated with a small improvement in patient satisfaction and perceptions of access, according to our study just published in BJGP Open. However, the scheme didn't improve outcomes in the Quality Outcomes Framework (QOF). Co-author Peter Edwards, GP and researcher based at Centre for Academic Primary Care, said: “Contrary to initial concerns, overall, we did not find evidence that these staff were being used to replace GPs. In fact, they were more likely to be employed in PCNs with more GPs per patient population. “We also found that the scheme was being used more by practices large enough to form their own PCN. The scheme may be advantageous to bigger practices, where employing an ARRS staff member may be similar to hiring any other staff member. In contrast, smaller practices may face additional logistical challenges engaging with the scheme, such as needing to share a single ARRS staff member between multiple practices. “Whilst our study did not show any impacts on practice Quality and Outcomes Framework achievement, we are undertaking more research to evaluate the impact of these roles on quality of care.” This project has been funded as part of the NHS Insights Prioritisation Programme.
