ELECTRICITY LAWYER (EL): 2023 YEAR END REPORT Dear EL Community Member, Over the past year, Electricity Lawyer (EL) has fulfilled its mandate of promoting energy access through knowledge access; the highlights of which include, development of toolkits and policy briefs to provide sector practitioners and policy decision makers access to authoritative and credible data and information on topical and informative areas in the energy sector, serving as knowledge tools, with the aim of enlightening stakeholders on current trends, topical areas and opportunities in the electricity sector(s) across Sub-Saharan Africa and providing evidence-based policy advice and legal/regulatory industry recommendations to help stakeholders make informed decisions. EL also launched other products and tools including Legal and Regulatory Series, ELectrify Insights Lens, Africa Energy Transition Watch, SSA Electricity Sector Monitor, Legal, Regulatory and Policy Data Intelligence and Newsletters, Business Impact Reports, Doing Business Guides, etc. Our publications have been referenced by notable institutions and we have actively participated in conferences/events. As we concluded another remarkable year at Electricity Lawyer, it brings us immense pleasure to present our annual end-of-year report, highlighting the accomplishments and strides we have made in 2023. *ELECTRICITY LAWYER (EL): SOUTH AFRICA’S ELECTRICITY REGULATION AMENDMENT ACT 2024* Electricity Lawyer is pleased to share insights from the recent Electricity Regulation Amendment Act 2024 in South Africa.  This legislation marks a transformative moment in the country’s electricity sector, aimed at advancing energy security, promoting competition, and reducing dependency on state-owned utility, Eskom. At the core of the reform is the establishment of an independent Transmission System Operator, which will manage the national grid, create a more competitive landscape, and open the market to independent power producers. The introduction of a trading platform for electricity further invites competition, allowing for diversified energy sources to thrive. Expanded powers for the National Energy Regulator of South Africa (NERSA) enhances its regulatory reach, with an empowered role in overseeing tariffs, ensuring compliance, and facilitating fair competition. In addition, streamlined licensing for smaller producers lowers barriers to entry, encouraging innovation and new participants in the energy market. The Act also provides the Minister with intervention powers during emergencies, ensuring a stable electricity supply during critical times. ENVIRONMENTAL SOCIAL AND GOVERNANCE (ESG) METRICS FOR ENERGY (POWER) PROJECTS The value chain dynamics of power projects, and the industry's social license to operate, is shifting as a result of the energy transition.
