🇺🇾 🗳Have you heard much about the upcoming Uruguayan elections this Sunday? You might not have, but the stakes are higher than they seem. While Uruguay’s political stability means we’re not expecting major shifts in the business environment—even if leftist candidate Yamandú Orsi wins—the real story is the plebiscite on social security reform 👀. ⚠️ If passed, this reform could drastically reshape Uruguay’s current system, imposing significant fiscal constraints ⛔️ on the new administration and posing serious reputational risks to the country ⛔️. Uruguay, often regarded as a "safe haven" for investors in Latin America, might even see its investment grade at risk. According to J.P. “Many years later, as he faced the firing squad, Colonel Aureliano Buendía was to remember that distant afternoon when his father took him to discover ice.” (One Hundred Years of Solitude by Gabriel Garcia Márquez) So why the Latin American literary quote? Well, I like reading. And I was on a panel discussing Latin America and energy security. A few data points to set the energy context: 👉33 countries in the region with 16 having set net zero ambitions 👉About 60% of the region’s power generation is from renewables 👉Latin America hosts about 60% of global lithium reserves and represents about 40% of global copper production. 👉Fossil fuels play an important role in Latin America’s energy system. Oil accounts for 60% of fossil fuel demand, gas 34% and the remainder secured by coal 👉Petrobras, Brazil’s national oil company (NOC), will allocate some US$100bn in capex to offshore oil and gas production over the medium term. Brazil is looking to produce some 5m bbls/d of oil by the end of the decade (current output is tracking at 3.5m bbls/d). Pemex, its Mexican counterpart, is indebted to the tune of US$100bn. 👉And finally, Colombia, joined the fossil fuel non-proliferation treaty. It is looking to replace fossil fuels exports with revenue from tourism and clean energy. Key themes from panel: 1️⃣ Decarbonising an economy while striving to ensure energy security is a difficult balancing act. 2️⃣ Regulatory policy needs to be consistent and long term to attract investment. Investors don’t like uncertainty. Regional geopolitics makes policy consistency challenging. 3️⃣ Energy security has domestic and international implications. Regarding the former, think of Mexico: 65% of the gas it consumes is sourced from the US (Europe sourced about 40% of its gas from Russia prior to the Ukraine conflict). 4️⃣ As for international security of demand, think of how concentrated clean energy supply chains are now and the dominant role of China (sourcing and processing critical minerals). Latin America could become a major player in this supply chain, building on current copper exports and lithium exports. 5️⃣ Latin America is not a homogenous block of nation states. Each country should play to its core strengths and focus on one or two core plays in the energy transition. This ranges for example from becoming the provider of last resort in oil (lowest cost and smallest emissions footprint) to a major developer of wind and solar power or exporter of critical transition minerals and green hydrogen.
