Uncertainty has shaped the planning system in recent years. Nick Diment, Director at Boyer, addresses some of the key unanswered questions as we move into 2025. From the impact of the revised NPPF to resource shortages, Nick highlights the need for a clearer strategy to meet housing needs and for planning policy to foster growth. 👉 Read the full comment: https://lnkd.in/dUa7w9M4 #Planning2025 #Planning #TownPlanning #HousingTargets #NPPF #PlanningPolicy #Planners #DevelopmentTrends #FutureOfPlanning #PlanningReform #HousingDemand

Earlier today, the government published its English devolution white paper, Power and partnership: Foundations for growth. Here, Lawrence Turner, Director of Boyer addresses how this is likely to impact on planning for new homes: As local communities continue to grapple with the impacts of the housing crisis, the government’s devolution proposals present an opportunity to restructure local government to better plan for the homes and infrastructure and significantly boost housing development. We support the empowerment of elected mayors to deliver strategic planning for their areas, helped by mayors gaining control over grant funding for regeneration and housing initiatives. It is interesting to note that the government will legislate by means of a ministerial directive to bring forward plans for this organisation into strategic authorities where existing local authorities do not make progress themselves. One of the most promising aspects of these proposals is the requirement for spatial development strategies (SDS) universally across England. This strategic framework will enable authorities to assess and prioritise their housing needs collaboratively – something which had previously been too difficult politically for many district councils to achieve. The inclusion of the combined housing needs of authorities in the SDS will help guide the allocation of new homes to areas where they are needed most – and at a sub-regional scale will enable a more objective consideration of where and how new housing and infrastructure should be delivered. The devolution proposals also introduce increased planning powers, granting mayors the authority to intervene on strategic planning applications. This means that developments crucial to wider communities can be delivered when they are needed, reducing the potential for delays – thereby helping to increase investor confidence in our towns and cities and building homes sooner. #Devolution #HousingCrisis #Infrastructure #LocalGovernment #Mayors #NewHomes #Planning #SpatialDevelopmentStrategies #StrategicPlanning
