The Russian Direct Investment Fund and the Indian diversified group of companies Enso Group have agreed on a partnership for joint investments in projects to develop infrastructure for shipbuilding in Russia and India with a total investment volume of up to 20 billion rubles. The corresponding announcement took place on the eve of the official visit of the Prime Minister of the Republic of India Narendra Modi to the Russian Federation. “Shipbuilding is one of the most high-tech industries, the development of which is one of the key government priorities in both Russia and India. Expanding our own shipbuilding base and competencies, modernizing infrastructure, digitalizing production, strengthening the human resources potential of the two countries require significant investments,” — said RDIF General Director Kirill Dmitriev. The large-scale privatization has started on online auctions! The first lots include the Hotel “Ukraine” in Kyiv city centre and the United Mining and Chemical Company. This is the first time when State Property Fund has announced auctions in the electronic system Prozorro.Sale with asset values exceeding 250 million UAH. Large-scale privatization is one of the key steps towards building economic self-sufficiency of Ukraine and attracting investments. Finding effective owners who will invest in the assets, make them competitive, create new jobs, and pay taxes is crucial now. The first lots in the large-scale privatization are: 📌The 4-star Hotel "Ukraine" in the center of Kyiv, listed with a starting price of over 1 billion UAH. 📌The United Mining and Chemical Company, with a starting price of nearly 4 billion UAH. These two objects will have a chance for a new life. We not only hope for this, but also see such a trend in the example of small privatizations. Take the case of the "Dunaivtsi Grain Processing Plant" in the Khmelnytskyi region. Before privatization, it was a semi-ruined building without electricity and water, unused for over 10 years. It was privatized for 227 million UAH. The new owners modernized the plant and invested in the construction of a truck reception area, dryers, and a grain loading facility. Or the Vyshniaky "Ukrspyrt" plant in the Poltava region. The plant was not operational, lacked production permits, and its equipment needed repair and modernization. The company was sold for over 100 million UAH. Subsequently, 10 million UAH was invested in the facility, creating a hundred new jobs. 🟢If there are doubts about whether anyone will invest in loss-making state assets during wartime, we have a good argument for that. "Kozatsky" shatters this stereotype. The starting price of the hotel in the heart of Kyiv increased 2.5 times at the auction. From 155 million UAH, it rose to 400 million UAH. The hotel has a debt of over 9 million UAH to the budget, which the new owner is obligated to pay off as a condition of the sale. Thus, privatization not only filled the budget with additional funds but also relieved the state of the issue of unprofitability and accumulating debts. The asset passes into the hands of an investor, gaining a push for development, the budget receives much-needed revenues, and people get jobs and the ability to support their families. Over the past two years, we have transferred more than 1,200 enterprises to the State Property Fund. This systematic work continues. The VAR (Ukrainian Agri Council) has started the complex study of compliance of the ukrainian farmers to EU legislatives. The 1st stage will provide the polls of the farmers and their contractors (service providers, constraction firm, labs, e.c.) about current situation. On the 2nd stage we have to establish the difference between the EU requirements and the current values of farms in Ukraine. On the 3rd stage we should calculate the farmers' specific costs for compliance (per unit of production for each branch of agribusiness). Researches focused on medium, small and micro farmers. This research would be similar to project of @EU Comission with CRPA - Centro Ricerche Produzioni Animali (Italy), Thünen Institute of Farm Economics (Germany), IFCN Dairy Research Network - "Assessing of Farmers’ Costs of Compliance with EU legislation in the fields of environment, animal welfare and food safety (2014)". What is special about our project? Ukrainian farmers are working under russian terrorists fire, with neccessety to reborn relocated farms, with export limits, lack of labor. Any legislatives changes in process of EU adaptation are felt acutely. Changes very often do not take into account the limited supply of service functions and financial support that will allow farmers to go through the path of improvement. Even this study will be financed by ukrainian farmers. We invite the foreighn organisation to join us.

On June 11, 2024, at the Recovery Conference in Berlin, Ukraine presented a $27 billion investment guide, and the EU launched the Investment Program for Ukraine. The guide contains a detailed overview of key industries - energy, transport and logistics, agro-industrial complex, green metallurgy, pharmaceutical industry and medicine, critical materials and IT. In the transport sector, 20 industry projects were presented, which is the largest number compared to other sectors. Thanks to URC 2024, the government expects to attract $5.3 billion from them. To restore the industry, at least four times more is needed - $19.4 billion. Among the successful operating projects are three in the Lviv region - logistics terminals M10, Mostyska Dry Port, Most Terminal and Nibulona grain terminal in the port of Izmail and the two-way berth of Risoil in the port of Chornomorsk. New planned projects: -Ruslan Shostak's Terwin Group wants to build logistics hubs in four regions for $703 million by 2030. - Rinat Akhmetova's Lemtrans expects to attract $120 million of the required $150 million for the purchase of 2,000 new semi-trailers. - The agrarian company Tehahro of the Zlochevsky sisters needs $105 million for the construction of a port terminal in Odesa. The main public investments in the road sector include: - the western region - $2 billion for the Zhytomyr ring road and the expansion of the Rivne-Lviv highway. Why did they forget about the concession project Lviv - Krakow (border with Poland)? - the southern region - $700 million for the expansion of highways to the ports of Pivdenny and Chornomorsk; - a bridge across the Dnipro River in Kremenchug – $325 million, the tender for the construction of which was won by the Turkish company Dogush in 2021; - a bridge across the Dniester river Yampil (Ukraine) and Koseut (Moldova) - 190 million dollars, the tender for the construction of which in 2021 was won by the Ukrainian company Avtostrada. Where has the project of a large ring road around Kyiv disappeared, which the American company Bechtel was supposed to start in 2022 before a full-scale invasion? In the port sector, the concession of ferry and container terminals in the port of Chornomorsk is planned, the amount of investment will be determined in the feasibility study. In the railway sector, the EBRD and the World Bank have already announced a tender of 330 million dollars for the supply of electric locomotives, and the construction of 81 km of 1435 mm eurogauge from Mostysk II to Sknylov (Lviv) is being prepared for a 225 million dollar USAID grant. Another step forward in reforming the State Material Reserve. Today, Cabinet of Ministers of Ukraine adopted a series of changes. Firstly, we are launching a completely new structure - the State Agency for Reserve Management. It will be responsible for the formation and management of material reserves, including raw materials, industrial and food products, medicines, fuel and energy resources, and other materials intended for use in both peacetime and emergency periods. The agency will also determine the specific items to be stored and the quantities needed. This is not just the creation of a new institution; it is the establishment of a new system built on the principles of accountability, transparency, and efficiency. The selection of institution's head will also be conducted through a transparent, public procedures. Thirdly, we have approved a procedure for creating and updating the inventory of goods held in state reserves. This will allow the agency to systematically maintain a list of items that align with our current requirements. 🟦 The approved changes are a continuation of our joint efforts with the Parliament. A year ago, Verkhovna Rada of Ukraine passed a law that allowed reforming the system of state reserves. The law give a green light for several key changes: 🔹 Requirement that all state material reserve purchases be made through transparent electronic auctions; 🔹 The establishment of a reserve institution; 🔹 The establishment of mechanisms to ensure the timely replenishment of material reserves. In response to current challenges, we have established five strategic categories for our material reserves: food, medical supplies, equipment, raw materials, and energy. This comprehensive approach will enhance our preparedness for various scenarios. All of these changes will be carried out with maximum transparency. We will develop a secure, automated database to track the status of our reserves at every stage. This will allow us to know exactly what we have, where it is stored, its condition, expiration dates, and statutory replacement timelines in real-time. The reform of the state reserves is a strategically important decision for our country. We are moving away from outdated Soviet-era approaches and building a new system that meets the challenges and needs of today.

Slovakia is dependent on energy resources from the Russian Federation, the country's Foreign Ministry once again states. Bratislava once again emphasizes the dependence of the Slovak economy on Russian energy resources; the country has not yet been able to diversify its energy sources. Slovakia remains dependent on energy supplies from the Russian Federation, said the head of the country's Foreign Ministry, Juraj Blanar. He emphasized that this concerns not only the import of hydrocarbons, but also nuclear fuel for nuclear power plants. According to TASS, the topic of purchasing Russian energy resources was raised during a meeting of the heads of the Foreign Ministries of Slovakia and Germany. Bratislava "reported" on this matter to Berlin. At the same time, Blanar specified that Ukraine is informed about the situation around Slovakia and understands its problems. In particular, it was recently possible to resolve the problem of oil supplies through the Druzhba pipeline to Slovakia via Ukrainian territory. Migration Policy and Demographic Crisis: How and Why Russia is Losing Its Appeal to Migrants? Recently, I commented for Haqqin.az on a complex issue: by legally restricting the rights of migrants, including labour migrants, Russian authorities claim they pose threats to national security. This raises many questions. I'll note that there are a few minor inaccuracies in the transcript of the interview. In Russia, the most illogical decisions are often justified on the grounds of security. Remember the 2000s when the cancellation of gubernatorial elections was presented as a measure to protect citizens. Similarly, now the socio-economic problems caused by the war in Ukraine, rising prices, and internal crises have been used as a pretext for shifting the blame onto migrants. Russia already has a fairly high level of xenophobia, which is now being fuelled by the authorities through propaganda and information campaigns. By increasing xenophobic sentiment, the government seeks to divert public attention from its own failures. However, such a policy exacerbates Russia's labour shortages, which are driven by many factors, the primary one being demographics. Russia's population is ageing rapidly, and as a result, the number of people of working age is decreasing. The labour market is currently seeing the entry of a smaller generation born in the 1990s and 2000s, while the larger generation from the late 1960s and early 1970s is retiring. Due to these demographic waves, the workforce has aged even further, leaving Russia in urgent need of labour resources, including migrants. It is also important to note that part of this scarce younger population has been recruited or mobilised into the military, and many are working in the defence industry. Not to mention the hundreds of thousands of young people who have fled Russia for other countries. And now the government is destroying Russia's image as an attractive destination for migrants. 👥 Civic budget is a well-known concept in modern Polish life. According to the definition of the Central Statistical Office, these are funds set aside from the municipal budget for projects selected through open submission of ideas, public debate, and voting conducted through public consultation. While the initiative has already become popular in cities, it still arouses interest at universities and is an innovative solution. Politechnika Łódzka has once again organized the IDEA BOX competition, using the principles of civic budget, only that in this case, the vote was given to students! 👩‍🎓 In the first stage, 52 ideas were submitted for participation in the competition. These were reviewed for feasibility in 2024, positive evaluation in terms of compliance with current regulations, technical feasibility, and verification from the perspective of actual costs. Due to the above requirements, 11 ideas were qualified for the next stage, the voting stage.
