Think Tanks
Advocating and lobbying for an inclusive and conducive business environment for the Startup ecosystem in Tanzania.
About us
TSA is an umbrella membership-based organization, which brings together stakeholders of the startup ecosystem, including early-stage businesses, small and medium businesses, innovation hubs, social enterprises, venture capital, and private equity funds in Tanzania. Unfortunately, the ecosystem is inadequately served by the existing policies and legal framework, which was designed for traditional businesses. This is the gap that TSA is aiming to address in Tanzania.

The Board and Management of the Tanzania Startup Association (TSA) deeply mourn the passing of Mr. Lawrence Mafuru. His legacy of integrity, leadership, and dedication will continue to inspire us. In his former capacity as Deputy Permanent Secretary at the Ministry of Finance, Mr. Mafuru joined us on May 26th, 2023, as Guest of Honour, representing the Minister of Finance at our Public-Private Dialogue on Alternative and Innovative Financing. His presence marked a significant step toward institutionalising efforts to establish the National Venture Capital (VC) Fund. Mr. Mafuru championed our agenda, committing to rallying his colleagues across the government. This has not only laid a strong foundation for addressing the pressing challenge of access to finance for SMEs and startups, but is also poised to make Tanzania one of the few African nations with a government-backed VC fund, marking a lasting impact on the ecosystem. As we reflect on his contributions, the TSA remains steadfast in building upon the groundwork he established, striving to achieve the vision he championed his dedication and commitment. We extend our condolences to the nation, his family, friends, and colleagues during this difficult time. May his soul rest in eternal peace.

From October 13th to 18th, I had the privilege of representing the Tanzania Startup Association at Expand North Star and GITEX GLOBAL Largest Tech & Startup Show in the World in Dubai. These premier events brought together thousands of startups, investors, and tech leaders from over 180 countries, creating an exceptional platform for global engagement and collaboration. During my engagements, I highlighted Tanzania's ongoing reforms aimed at fostering a supportive environment for startups and investments, including: 1. The National Venture Capital Fund, aimed at supporting early and mid-stage startups to derisk and bridge them for private and follow-on investment. 2. Introducing Venture Capital (VC) and Private Equity (PE) regulations will make it easier for VC and PE to incorporate and operate in Tanzania. 3. Ongoing efforts to establish the National Startup Policy and Act to create a more enabling ecosystem across the board. 4. The National Framework for Regulatory Sandboxes leading to sector-specific regulatory sandboxes in Fintech, HealthTech, Telecom, Insurtech, Capital Markets, Edutech, etc., reducing the time and resources required to enter the market. 5. Efforts to develop a sustainable investment pipeline for startups and the creation of a focused Deal Room to serve as a critical platform for connecting startups with investors and accelerating deal making. 6. The Tanzania Digital Economy Framework 2024–2034 and the ongoing National Investment Strategy 2025–2035 both prioritise startups as a strategic agenda, and a key drivers of digital transformation and investment growth. Further, I engaged in productive conversations with private investors, DFIs, and public institutions sharing insights into Tanzania's potential and inviting them to the upcoming Tanzania Startup Investment Forum 2024. Also, I had important discussions with the Dubai World Trade Centre, the organisers of GITEX GLOBAL Largest Tech & Startup Show in the World and Expand North Star, with plans to host their teams in Tanzania later this year and lead a Tanzanian delegation to Dubai for targeted investor and technology partner meetings. Thank you to Neelam Dhami and the team, as well as all the stakeholders, partners, and investors I met who showed genuine interest in Tanzania’s growth story. Cc: Claudia Mortimer
