In a major move to advance its digital transformation, the Vietnamese government has issued Decision No. 1236/QD-TTg. This decision outlines the National Strategy for Blockchain Application and Development to 2025, with a vision extending to 2030. Recognizing blockchain as a core technology, this strategy is pivotal to Vietnam’s digital transformation agenda. The goal is clear: to position Vietnam as a regional leader in blockchain technology, supporting the nation's aspiration to become a stable, prosperous, and digitally advanced nation by 2030. Key goals for 2025 include: - Developing blockchain infrastructure and ensuring compliance with cybersecurity and data protection laws. - Advancing blockchain research through three national innovation centers. - Establishing and upgrading 10 blockchain research and workforce training facilities. - Expanding blockchain education by integrating it into university programs. Thailand’s Anti-Corruption Cooperation Committee (ACCC) has strengthened the country’s anticorruption standards in public procurement with the issuance of a new notification titled “Notification of the Anti-Corruption Cooperation Committee on the Procurement Budget and Minimum Standards of the Policy and Directions for Anticorruption in Relation to Procurement." This notification introduces new definitions, lowers budget thresholds for compliance, and reinforces business obligations. It aligns with Thailand's Public Procurement and Supplies Administration Act B.E. 2560 (2017), further emphasizing the government’s commitment to combating corruption and enhancing transparency in public procurement. Noncompliance with these updated standards can lead to serious financial and reputational consequences, including the potential disqualification from future government procurement opportunities, especially for projects with budgets exceeding THB 300 million. Thailand released a draft amendment to the Electronic Transactions Act (ETA), aiming to modernize the law to align with current electronic transactions practice. This significant update addresses the enforcement limitations of the original 2001 Act, ensuring it meets the demands of today's digital landscape. Key highlights of the draft amendment include enhanced legal recognition of electronic signatures and records, improved security measures for electronic transactions and new regulatory frameworks for service providers.
