There is a discrepancy in how the legend is displayed in the Graph vs the Pie chart. The Graph widget always uses the defined "Number of rows" in legend, but the Pie chart uses it as the "max" number of rows instead.
Expected:
The new Pie chart behaviour seems more logical and user friendly, also does not produce unnecessary whitespace. For consistency the Graph widget should have it's legend changed to match the behaviour of the Pie chart. Additionally the "Number of rows" field should be renamed to "Max number of rows" for both widgets. This change would also allow setting the default number of rows to a bigger value than 1, but this needs to be decided.
