🇺🇳19 December 2024, UNHQ, New York – The United Nations Security Council convened, under the agenda item “Maintenance of international peace and security”, for a high-level briefing on #ArtificialIntelligence (AI), under the chairmanship of H.E. Antony Blinken, US Secretary of State, as part of the United States’ December Presidency. 🔹The meeting addressed the responsible development and governance of #AI, particularly its implications for international peace and security. Building on prior #UNSC discussions, the adoption of the #UNPactoftheFuture and its annex, the #GlobalDigitalCompact, as well as global debates, the briefing explored ways to mitigate risks, narrow digital divides, and establish safeguards, particularly in the military domain. 📌The Parliamentary Assembly of the Mediterranean (PAM), holding the IGO Permanent Observer Status at the United Nations General Assembly since 2009, contributed to the meeting by sharing with all the Members of the Security Council its recently published report entitled “The Malicious Use of AI and Emerging Technologies by Terrorist and Criminal Groups: Impact on Security, Legislation, and Governance”, developed by the PAM Centre for Global Studies (CGS), in collaboration with the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) and the United Nations Office of Counter-Terrorism (UNOCT). 🔹15 – 19 December 2024, Riyadh, Kingdom of Saudi Arabia - The Parliamentary Assembly of the Mediterranean (PAM) and it Ceentre for Global Studies (CGS) attended and contributed to the 19th Annual Meeting of the UN IGF, hosted by the Kingdom of Saudi Arabia, in Riyadh, under the theme: “Building our Multistakeholder Digital Future”. 🔹PAM was represented by a high-level delegation led by Hon. Pedro Roque, PAM Vice-President, which included H.E. Dr. Jehad Alfadhel (Bahrain), Second Deputy Chairman of the Consultative Assembly; Hon. Joana Lima (Portugal), President of the PAM Women Parliamentary Forum (WPF); Hon. 16 December 2024 – The UN Secretary-General António Guterres addressed the Opening Ceremony of the 19th UN Internet Governance Forum hosted by the Kingdom of #SaudiArabia in Riyadh, from 15 to 19 December 2024. 🔹He recalled that UN Member States adopted the #GlobalDigitalCompact, at the #UNSummitoftheFuture, in September 2024, which constitutes a key framework to guide the future development and regulation of digital technologies, stressing the pressing need of bridging the digital divide, countering online harms, and establishing robust global governance for AI. 🔹In line with its commitments to implement the outcomes of the UN Summit of the Future, the Parliamentary Assembly of the Mediterranean (PAM) is present at the #IGF with a high-level delegation, and will contribute to several meetings with the assistance of its Centre for Global Studies (CGS). 📌The IGF is a critical opportunity for PAM-CGS to further disclose the findings and conclusions of the newly published report on “The Malicious Use of AI and Emerging Technologies by Terrorist and Criminal Groups: Impact on Security, Legislation, and Governance”, produced in partnership with the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) and the United Nations Office of Counter Terrorism (UNOCT). 🔹Among PAM Delegates, today, Hon. As reported by the Centre for International Governance Innovaction, Advanced artificial intelligence (AI) is poised to transform the world profoundly, presenting unique challenges for the Global South countries. With risks ranging from economic displacement and amplified authoritarianism to cultural subordination and conflict escalation, advanced AI could exacerbate existing vulnerabilities in these regions. Governments in the Global South must urgently engage in developing focused policies, addressing the potential impacts of advanced AI on their societies. Civil society and researchers can play a pivotal role by influencing both local and global stakeholders to ensure the development of AI aligns with equitable and inclusive global values. The Parliamentary Assembly of the Mediterranean (PAM), in collaboration with its Centre for Global Studies (CGS), is actively engaged in monitoring advancements in artificial intelligence (AI) technologies. A key example of this commitment is the newly released repor entitled "The Malicious Use of AI and Emerging Technologies by Terrorist and Criminal Groups: Impact on Security, Legislation, and Governance", produced by PAM-CGS in partnership with the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) and the United Nations Office of Counter-Terrorism (UNOCT). 5-6 December 2024, Rome – PAM, with its Centre for Global Studies (CGS), contributed to two key events, co-organized by the UNOCT, OSCE PA, the Shura Council of Qatar, and hosted by the Italian Parliament in Rome. The first event, held on 5 December, entitled Fourth Parliamentary Policy Dialogue On Countering The Use Of Artificial Intelligence And New Technologies For Terrorist Purposes, was a significant opportunity to present the findings of the PAM recently published report on the Malicious Use of AI and Emerging Technologies by Terrorist and Criminal Groups, produced by CGS , in partnership with the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) and the UNOCT. The session was marked by the detailed contributions of Hon. Yagoubi and of Dr. Marco Emanuele, who presented the Global Permanent Parliamentary Observatory on the Misuse of AI and Emerging Technologies, serviced by the PAM-CGS’ office in San Marino, as well as the publication of a daily and weekly Digest, providing updates and developments related to AI and Emerging Technologies. On the following day, 6 December, PAM further contributed to the Sixth Meeting Of The Coordination Mechanism For Parliamentary Assemblies On Counter-Terrorism, at the end of which PAM was elected, by acclamation, at the Presidency of the Coordination Mechanism, the "Policy Dialogue " of which will be led by Hon. Superman. PAM, assisted by CGS, will continue to foster research and initiatives to counter terrorism, particularly addressing the misuse of AI and Emerging Technologies. Looking ahead, as announced by Ambassador Dr. Abdulsalam AlMadani, PAM’s Roving Ambassador for the GCC and Chairman of CGS, PAM-CGS is exploring the possibility of organizing a high-level session on the “Trust Path & Reputation Summit” in 2025, in the framework of the MED Dialogues, to evaluate the progress by UN Member States in implementing the UN Pact for the Future.

28 November 2024, San Marino – Today, the Parliamentary Assembly of the Mediterranean (PAM) published a comprehensive live-report entitled “The malicious use of AI and emerging technologies by terrorist and criminal groups: impact on security, legislation, and governance”, drafted by the PAM Centre for Global Studies (CGS), and prepared in partnership with the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) and the United Nations Office of Counter-Terrorism (UNOCT). The report is conceived as a “living document” to provide stakeholders with a guide that can keep pace with the fast-changing technological landscape, and offer a detailed analysis of how new and emerging technologies are being weaponized for the malicious purposes of terrorist and criminal groups. Conclusions of the report outline several key initiatives, promoted by PAM, and aimed at fostering a coordinated response to these risks. These include, inter alia, the establishment of a Global Permanent Parliamentary Observatory on the Misuse of AI and Emerging Technologies, at CGS in San Marino, a central hub for monitoring and assessing the impact of these technologies on global security; and the regular publication of a daily and weekly Digest, which will serve to disseminate updates, insights, and developments related to AI. The preliminary findings of the report were presented earlier this week at the 9th annual meeting of the UN Internet Governance Forum (IGF) – South Eastern European Dialogue on Internet Governance (SEEDIG) in Belgrade; and will be further discussed during two side-events, co-promoted by PAM, in collaboration with UNSC CTED and UNOCT, on the occasion of the 19th Annual Session of the IGF in Riyadh, next December. 26 November 2024, Belgrade, Serbia – The Parliamentary Assembly of the Mediterranean (PAM) hosted a session during the 9th annual meeting of the UN Internet Governance Forum (IGF) - South Eastern European Dialogue on Internet Governance (SEEDIG). The PAM-led session dealt with “AI & Emerging Tech: Preventing Misuse and Advancing Regulation”. The PAM delegation included Hon. Tijana Davidovac (Serbia) and Hon. Abdelouahab Yagoubi (Algeria), PAM Rapporteur on Artificial Intelligence. Discussions addressed the pressing need for stronger regulatory frameworks for AI and emerging technologies, both at national and international levels, especially with the growing risk that these technologies are being exploited by criminal and terrorist groups. During the session, PAM delegates presented the findings of the PAM-CGS report on "The Malicious Use of AI and Emerging Technologies by Terrorist and Criminal Groups: Impact on Security, Legislation, and Governance", which was prepared in partnership with UNSC Counter-Terrorism Executive Directorate (CTED), and which represents an extensive reference for parliamentarians on the topic.
