EMA Grants Conditional Approval of 1.75 GW of Electricity Imports from Australia Summary: The Energy Market Authority (EMA) has granted conditional approval to Sun Cable (Singapore) Assets Pte Ltd to import 1.75 GW of low-carbon electricity from Australia, marking a key step in Singapore's long-term strategy to decarbonize its energy supply. This project will source solar power from Australia’s Northern Territory and transmit it over a 4,300 km subsea cable to Singapore. This move aligns with Singapore's broader goal of importing around 6 GW of low-carbon electricity by 2035 to reduce the power sector’s carbon emissions, which currently account for 40% of the nation's total. The conditional approval recognizes that Sun Cable's proposal is both technically and commercially feasible at this stage, allowing the company to further develop the project towards a commercial operation date expected post-2035. To proceed, Sun Cable must fulfill conditions set by EMA, including technical compliance, securing relevant approvals from jurisdictions through which the subsea cables will pass, and demonstrating commercially viable pricing. This project is part of a broader decarbonization strategy, complementing other conditional licenses and approvals granted by EMA. Singapore has already approved projects from Indonesia, Cambodia, and Vietnam that could provide up to 5.6 GW of electricity, sourced from a diverse mix of solar, hydropower, and wind. These initiatives also support the development of the ASEAN Power Grid, enhancing regional energy security and sustainability. Southeast Asia’s role in the global energy system is set to grow strongly over next decade Summary: Southeast Asia is poised to become a major player in global energy demand, accounting for 25% of the world's energy demand growth by 2035, second only to India. The region's rapid economic and population expansion, along with increased manufacturing, is driving a surge in energy consumption, particularly in the electricity sector. This rising demand is heavily influenced by growing air conditioning needs as heatwaves become more frequent. However, despite the growth in clean energy technologies like solar, wind, modern bioenergy, and geothermal, these sources are expected to meet only one-third of the region's energy demand growth by 2035, insufficient to curb rising CO₂ emissions, which are set to increase by 35% by mid-century. The latest IEA report emphasizes that for Southeast Asia to meet its climate goals, set by eight ASEAN member countries targeting net zero emissions, there needs to be a significant push in clean energy investments. Currently, the region attracts only 2% of global clean energy investments despite accounting for 6% of global GDP and 9% of the world’s population. The report calls for a fivefold increase in clean energy investment to $190 billion by 2035, accompanied by strategies to reduce emissions from the region’s young fleet of coal-fired power plants. Additionally, expanding and modernizing the region's power grids is essential to support more renewable energy, with an annual investment of nearly $30 billion required by 2035. The report highlights Southeast Asia's potential in clean energy technology manufacturing, such as Indonesia’s role in lithium-ion battery production, and the region's leadership in solar PV manufacturing, with countries like Vietnam, Thailand, and Malaysia playing key roles. Malaysia Unveils New Corporate Renewable Energy Supply Scheme (CRESS) Guidelines Summary: Malaysia has introduced the Corporate Renewable Energy Supply Scheme (CRESS), a new framework aimed at helping companies procure renewable energy as part of the country’s climate strategy to achieve a 70% renewable energy target by 2050. CRESS allows businesses to buy green electricity directly from renewable energy developers (REDs) via open access to the national electricity grid, managed by the Electricity Utility Company (EUC). The scheme encourages participation from companies with environmental, social, and governance (ESG) commitments, allowing them to align their operations with sustainability goals. Under CRESS, companies, referred to as Green Consumers, can form physical power purchase agreements with REDs, ensuring direct involvement in renewable energy procurement. The Emission Factors Registry was launched yesterday. It is aimed for businesses to use the appropriate emissions factors to convert operational data from business activities into corresponding greenhouse gas emissions. This registry contains localised emissions factors and this will help to empower Singapore based businesses to make informed decisions on how to reduce their carbon footrprint. The emission factors will be developed in phases. An initial baseload with data collected and consolidated from government agencies will be ready by the end of this year. These include emission factors related to transportation, water, general waste, and energy. Emission factors for new categories and activities will be developed and released based on industry consultations and demand. As someone is who doing corporate sustainability, I believe that this is a good move in the right direction. I remember using the old Quantis ( no longer available) tool for emissions factors that seemed very outdated. Volt Singapore, part of Keppel, will build Southeast Asia's largest electric vehicle (EV) fast-charging hub. The facility, serving both commercial and passenger cars, will host up to 80 charging points, making it a significant step in the city-state's EV infrastructure. Awarded a 15-year contract by ComfortDelGro, Singapore’s largest taxi operator, the first phase of the hub will be operational by mid-2026. The hub will feature charging points with 360 kW and 120 kW ratings, enabling rapid 10-minute charging times for EVs. As Singapore aims to phase out internal combustion engine vehicles by 2040, EV registrations have surged, with one in three new cars from January to May being electric. Despite this increase, only 3.8% of companies have bought carbon credits, suggesting that the current tax rate may not be sufficient to drive significant demand for carbon credits. A very small percentage (6%) believe the tax is very effective, pointing to a need for further refinement to enhance its impact. Challenges in Decarbonization: Respondents highlighted several regulatory hurdles in Singapore's decarbonization journey, including dependence on natural gas (68%), barriers in cross-border interconnection agreements (57.2%), and regulatory uncertainties in tightened energy markets (40.2%). Key challenges also include limited space for renewable energy infrastructure (85.6%) and high costs associated with transitioning (63%). Demand for Carbon Trading: A significant majority (67.9%) believe that a carbon trading system could be effective in accelerating decarbonization. However, skepticism remains, with 32% expressing doubts due to recent scandals affecting the integrity of carbon credits. Establishing reliable carbon accounting systems (69%) and transparent regulatory frameworks (67.9%) are seen as critical for Singapore to become a key carbon trading hub. Drivers for Decarbonization: Government policies (89.2%) and economic incentives (59.8%) are seen as the primary drivers for decarbonization. Corporate sustainability initiatives are also recognized, but they are viewed as secondary compared to the influence of government-led actions. Technologies such as PEM electrolysis and ammonia synthesis for hydrogen storage and transport are evolving rapidly, helping drive down production costs. One of the major advantages of hydrogen is its ability to decarbonize industries. As an energy carrier, hydrogen can replace coal and oil in industrial processes like steelmaking and ammonia production, helping countries meet their climate targets. For example, Japan and South Korea, both major industrial powers, have integrated hydrogen into their national decarbonization strategies. Japan’s Basic Hydrogen Strategy and South Korea’s Hydrogen Economy Roadmap both emphasize the development of hydrogen infrastructure, from production and storage to transport and refueling stations. Cost reductions are key to scaling up hydrogen production in the region. Currently, hydrogen production via electrolysis is still relatively expensive, ranging from $4 to $6 per kilogram. However, by 2030, ERIA forecasts that hydrogen production costs could fall to $2.50/kg, especially as RE prices decrease and electrolysis technologies improve. Innovations in SOEC (Solid Oxide Electrolysis Cells) and advances in large-scale ammonia synthesis also contribute to reducing overall costs and improving the efficiency of hydrogen production and transport. ASEAN’s role in the global hydrogen economy will largely depend on its ability to establish regional supply chains and the necessary infrastructure to transport hydrogen to hydrogen-importing nations like Japan and South Korea. Countries such as Malaysia are positioning themselves as future hydrogen hubs, with policies like the Hydrogen Roadmap 2025 focusing on export capabilities and developing a robust domestic hydrogen industry. Government policies play a critical role in driving hydrogen development in the region. Indonesia’s PDP 2021-2030 (National Energy Plan) includes hydrogen in its strategy for renewable energy deployment, focusing on reducing fossil fuel reliance through the integration of hydrogen. Malaysia’s Hydrogen Roadmap 2025 and Thailand’s energy plans similarly target hydrogen as a future pillar of their energy systems. To complement these efforts, carbon pricing mechanisms and regulatory frameworks will further incentivize hydrogen production and consumption, as seen in Japan’s Hydrogen Strategy and South Korea’s Hydrogen Act. Singapore passes law to ration power during emergencies, set up energy fund MPs asked if Singapore’s decarbonisation plans would lead to an increase in electricity prices, with costs passed on to businesses and mass consumers. Summary: On September 9, 2024, Singapore passed a new law enabling the Energy Market Authority (EMA) to implement power rationing during emergencies as a last resort, with critical services like medical and telecommunication given priority. The law also establishes the Future Energy Fund, which will invest S$5 billion initially in clean energy projects, supporting the country's transition to a low-carbon energy system while addressing significant risks. The bill introduced measures aimed at improving infrastructure planning, market development, and energy security. These include centralizing gas procurement under a new government-owned entity, Gasco, and allowing EMA to recover costs associated with its energy security initiatives. Additionally, the law grants EMA access to critical energy infrastructure if needed to ensure supply stability. Concerns were raised by MPs about potential increases in electricity prices due to decarbonization efforts and the costs passed on to businesses and consumers. Minister Tan See Leng acknowledged that while decarbonization is essential, the trajectory of prices will depend on global fuel markets and technological developments. The government will continue to monitor electricity prices and provide support to mitigate impacts on households and businesses. The Future Energy Fund will undergo strict oversight, with a competitive selection process to ensure value for money and that milestones for clean energy projects are met.
