📢 New Complaint Registered with AfDB’s Independent Recourse Mechanism The IRM has officially registered a complaint regarding the Lower Mangoky Irrigated Area Rehabilitation and Extension Project Phase II in Madagascar. Key Issues (Alleged Only): 🌾 Land Restitution: Promised lands have not been returned to local communities. 🗂️ Contested Allocations: Many rightful landowners and disadvantaged individuals were excluded. ⚖️ Reprisals and Threats: Some complainants have faced arrests and threats. Actions Requested: - ✅ Revise the initial list of Project Affected Persons (PAPs). - 📜 Enforce AfDB’s safeguards on resettlement and compensation. - 🔄 Full land restitution to rightful owners. - 👵 Restructure the Land Allocation Committee (CAT). - 🛑 Release wrongfully detained individuals. Complaint registered on June 13, 2024 (Reference No. RQ2024/04). Bank Management should respond by July 12, 2024. Social protection expenditure, rightly, attracts a lot of attention. A complementary perspective on social protection concerns its adequacy: how well do benefits cover needs. Expressing minimum social security and social assistance allowances as a percentage of the poverty threshold offers a view on the adequacy of the social protection floor. This week our annual update of the evolution of the minima in terms of the poverty threshold was published. The results show a significant improvement over the last years for all minima , be it with some differences between the allowances. Simulation results show this had a clear impact on the poverty risks for beneficiaries and on the poverty gap. Notwithstanding the improvements most minima remain below the threshold, with social assistance for the active population, allowances for persons with a disability and unemployment benefits remaining the furthest below the threshold.
