UI SC302 Interpretation of SOLAS Regulation II-2/11.4.1 Pertaining to Crowns of Machinery Spaces of Category A – New May 2024. The International Association of Classification Societies (IACS) has issued a new Unified Interpretation (UI) of SOLAS Regulation II-2/11.4.1 on 1 May 2024, which pertains to the crowns of machinery spaces of category A. According to the unified interpretation (UI), these “crowns and casings” must be constructed of steel and insulated as specified in Table 9.5 and Table 9.7 of SOLAS Regulation II-2/9.2.3.3 and Regulation II-2/9.2.4.2 respectively, applicable for: -Reg. II-2/ 9.2.3 Cargo ships except tankers Table 9.5 Fire Integrity of Bulkheads Separating Adjacent Spaces. -Reg.II-2/ 9.2.4 Tankers Table 9.7 Fire Integrity of Bulkheads Separating Adjacent Spaces   The interpretation clarifies that the ‘crown’ of a machinery space of category A should be understood to mean the underside of the deck and the uppermost horizontal part of the main space of the machinery space. If the upper side bulkheads are sloping, the sloping parts of the bulkheads should be included in the crown. UI SC302 will come into force for ships contracted for construction on or after 1 July 2025.

Draft Guidelines on fair treatment of seafarers detained on suspicion of committing crimes. For discussion at the Third meeting of the Joint ILO–IMO Tripartite Working Group to identify and address seafarers’ issues and the human element (Geneva, 26–28 November 2024). Seafarers are recognized as a special category of worker and, given the global nature of the shipping industry and the different jurisdictions that they may be brought into contact with, need special protection, especially in relation to contacts with public authorities. Over the years, this collaboration has only grown stronger, bringing forth milestones like the research vessel "Noruega" in 1978 and the research vessel "Mário Ruivo" in 2015.   The IPMA fleet, a cornerstone of this partnership, has become a crucial asset for the entire national and international scientific community. Guyana early warning and flood preparedness project ⛈ Guyana's coastal drainage system comprises a unique, network of canals, sluices, pumps and a Water Conservancy. Over time, its operational capacities have declined. The current Coastal Adaptation and #Resilience Project builds on efforts to enhance flood risk management. The project will repair or replace drainage infrastructure assets. Investments enhance drainage functionality for efficient rainfall runoff discharge, improve flood protection, and strengthen irrigation services. 📢 Hired by the Government of #Guyana, PPI is currently engaged to develop an #Emergency Preparedness and #ResponsePlan. The plan will define responsibility for dam operational decision-making, for related emergency communications, define early flood warning systems and establish procedures for evacuation and for mobilizing emergency forces and equipment. 🚦 For #CommunityPreparedness in the context of Guyana PPI identified the following actions as part of early warning: 🏢 Take shelter. Staying before, during and after a flood in an environment where the effect of the flood can be or will de limited - like higher ground - and where one can stay for a few days (friends and family). 🏚 Shelter in home. The preferred course of action for most people is taking shelter in their own home. By building up a stock of food and taking other items to a dry floor to provide for the basic necessities of life including hygiene, medicine, mosquito nets, blankets, candles and means of communication one can stay in most cases safely at home for multiple days. 🏫 Public shelter. People and any pets who do not have a dry floor in their house and buildings that are expected to be in strong water flows can use public shelters specially set up by the government. 🏗 Improvised shelter entails finding a location in the impact area during serious flooding where one can escape the water, such, high buildings and higher ground. Improvised shelter is not prepared and should be avoided as much as possible. 🚧 Stay away from the area. The action perspective of staying away from the area is aimed at people who potentially reside in the flood-prone area. As many people as possible who do not necessarily have to be in the area should stay away from it. This includes canceling events and closing schools, offices and catering facilities to limit the influx to the area. 🚑 Evacuate. Evacuation is the process of moving people and their pets from the flood-prone area or the area threatened by chain effects to a safe area. Evacuation can take place before, during and after flooding. PPI believes that understanding of #hydrological dynamics of low laying #coastalzones combined with inspection capacities and #earlywarning systems with behavioral instructions will #safelives and limit impact on societies around the globe.

In its second development phase (2019–2021), the SAMOA service has been extended to 31 ports (practically, the whole Spanish Port System). Besides, the next generation of the SAMOA service is being developed. Research is being focused on (1) updating atmospheric forcing (by combining the AEMET HARMONIE 2.5 Km forecasts and the IFS-ECMWF ones), (2) upgrading the circulation model (ROMS), and (3) testing new methodologies to nest SAMOA systems in the Copernicus IBI-MFC regional solution (with emphasis on its 3D hourly dataset). Evaluation of specific model upgrades is here presented. Model sensitivity tests have been assessed using the available in-situ and remoted sensed (i.e., RadarHF) observations. The results show that SAMOA outperforms IBI-MFC in sea level forecasting at meso- and macro-tidal environments. Improvements by the herein proposed upgrades are incremental: some of these set-ups were used in the last SAMOA operational releases (i.e., the SAM_INI and the SAM_ADV ones; the later currently in operations), whereas the latest test (SAM_H3D) ensures more nesting consistency with the IBI-MFC and improves significantly surface currents and sea-surface temperature simulations.

Marine stock assessments and biodiversity monitoring are undergoing a significant transformation, moving from extractive techniques to non-extractive approaches. One such approach involves using environmental DNA (eDNA) and high-definition underwater cameras to assess species abundance and diversity. In a recent study in the Bay of Biscay, researchers used a remotely operated vehicle to collect both eDNA samples and underwater images. The results were compelling: 88 taxa were identified from eDNA samples and 121 taxa from images. Chordata was the best-characterized phylum in both methods, with 29 Actinopterygii species detected using imagery and 27 with eDNA. However, some phyla like Bryozoa and Cnidaria were only detected via imagery, while Annelida were mostly identified by eDNA. These findings highlight the complementary nature of eDNA and imagery in capturing marine biodiversity. By using both methods in tandem, researchers can gain a more comprehensive understanding of bentho-demersal marine communities. A press release from the #Maldivian 🇲🇻 Ministry of Fisheries on August 15th has caused considerable unrest within the ocean conservation community and beyond. The diving paradise, once hailed as a model for sustainable fishing and #shark protection, is planning to issue new licenses for longline fishing. 🦈 Similar plans emerged in 2021, but were not as concrete as the current ones. #Longlinefishing is one of the most destructive fishing methods and is heavily criticized for being a non-selective fishing method in which bycatch - including sharks - is unavoidable. 🐟🐠 Although the current plan states that the targeted capture of sharks will remain prohibited, dead sharks found on longlines may be removed and landed. This could potentially be used as a loophole for shark fishing, which is deeply concerning to us as a shark conservation organization. In addition, these longlines also pose a deadly threat to other marine life, like dolphins, turtles, birds, and many more.🐬🐢🐦 Many organizations are also warning that this development could negatively impact the local population and fisheries. Therefore, criticism is not only coming from NGOs and scientists, but also from the local community and fishermen. We, at SHARKPROJECT, view this development with great concern and are therefore in close communication with other NGOs and our partners on the ground to fully understand the situation. This is the first issue of a series tailored to participants of the Global System of Trade Preferences among developing countries (GSTP), for which UNCTAD is the Secretariat. Marine fisheries and aquaculture represent a key source of income, food security, nutrition, and employment in many developing countries, particularly for Least Developing countries and Small Island Developing States. All South-South trade in the fisheries and aquaculture sectors has experienced large growth over the past decade, reaching double or even triple digits. In 2022, South-South trade across various fisheries sectors amounted to $39 billion. Developing countries’ exports of fisheries and aquaculture processed products now account for 53 per cent of the global share. These activities, however, are currently threatened by overfishing, harmful subsidies, climate change, and pollution. Additionally, within the current international trade context, developing countries have limited incentives to move up global value chains for ocean-based products due to current tariffs and moderate tariff escalation, and a high prevalence and incidence of non-tariff measures. The GSTP is the only South-South inter-regional trade agreement. It provides an agile and flexible platform of South-South trade cooperation. The Agreement can be leveraged to reduce or phase out tariffs and non-tariff measures, harmonizing export and import requirements, establishing supply contracts, sharing technology and knowledge among participants, and establishing sectoral agreements. A sectoral arrangement focused on fisheries and other marine resources could serve to increase value addition, strengthen trade facilitation, and foster sustainable ecosystem-based stock management, in a manner consistent with the United Nations Convention of the Law of the Sea, and multilateral and regional fisheries agreements. The UNCTAD-FAO partnership on ocean economy can be further leveraged in this regard.
