Today the Council has approved the conclusions on the Commission’s White Paper "How to master Europe's digital infrastructure needs?", a step forward in addressing the challenges and opportunities of the rapidly evolving electronic communications sector. The conclusions reflect months of collaborative work and dialogue within the TELECOM Working Party, resulting in consensus on key priorities: ➡️ Fostering Innovation: Creating an environment that stimulates cutting-edge technological development and entrepreneurship. ➡️ Ensuring Security & Resilience: Strengthening digital infrastructures to safeguard European sovereignty and reliability. ➡️ Promoting Fair Competition: Supporting a competitive marketplace that drives excellence and consumer choice. ➡️ Driving Investments: Unlocking the full potential of digital infrastructures to secure Europe’s competitiveness in a global digital economy. The conclusions also address pivotal topics such as: 📌 Cloud and Telecom Convergence: Stressing the importance of impact assessments to ensure effective integration in the digital ecosystem. 📌 Market Consolidation: Balancing the need for competitive markets with the realities of evolving industry structures. 📌 Regulatory Frameworks: Highlighting the role of ex-ante controls on access markets and ensuring Member States’ specific needs are met during transitions like copper-to-fiber migration. Notably, the approach to spectrum management emphasizes respecting and preserving Member States' competencies in this critical area. Through extensive dialogue, we refined the text to ensure that national priorities and specificities are acknowledged while aligning with broader EU objectives. This carefully crafted compromise reflects the importance of enabling Member States to manage their spectrum resources effectively, ensuring flexibility and responsiveness to national needs while contributing to Europe’s digital advancement. As we look ahead, these conclusions could contribute to advancing the EU's digital transformation, fostering resilience, and enabling growth. A couple of issues regarding the Mario Draghi report "The future of European competitiveness - Part B | In-depth analysis and recommendations", in relation to mobile virtual network operators (#MVNO). In the report under: 3.1 High-speed/capacity broadband networks, the authors use a made up word to describe MVNOs = "non-investment-based virtual operators (MVNOs)". There is no such thing as "non-investment-based MVNOs". It is a made up negative emotion-laden word to make it look like MVNOs are not investing and have less value. Every MVNO are investing into either human resource, distribution, marketing, innovation, etc., while Medium and Full MVNOs, MVNA and MVNEs, are also investing into core network elements and equipment. Furthermore MVNOs bring revenue to the MNOs and this revenue is almost pure profit, as the MVNO now has the associated OPEX/CAPEX costs e.g.: Marketing costs, Customer acquisition costs, Handset subsidies, Value-added services costs and ongoing customer maintenance costs, etc. The MNO can decide to use this profit generated from its MVNO partners, to either increase their bottom-line, invest in more network or expansion. The report states that: "EU has a total of 34 mobile network operators (MNOs) and 351 non-investment-based virtual operators (MVNOs), compared with three MNOs in the US (plus 70 MVNOs) and four MNOs in China (plus 16 MVNOs)." What happened to the remaining 661 MVNOs in Europe? At the end of 2022 there were a total of 1.012 active MVNOs in Europe, and in the US there were 130, according to GSMA Intelligence. As sources to the above, the report is using WIK Consult and EY, as well as a report from Portugal’s telecom regulator ANACOM from year 2021 – But clearly the author haven’t read the documentation from the sources, because WIK and EY mentions that they have no information about such. They also mention that the report from ANACOM does not meet the criterion for such.  Page 31 in WIK/EY’s report: “There is currently no valid information available on the number of service providers / MVNOs in an international comparison. This would require an international survey using the same definitions from the respective national regulatory authorities. From our point of view, it is particularly not apparent that the ANACOM (2021) survey, which is frequently cited in this context, meets this criterion. Yet, all this is under the “Starting point” in the #DraghiReport, which serves as a fact box for the recommendations later in the report. 𝗦𝘂𝗿𝗳 𝗧𝗲𝗹𝗲𝗰𝗼𝗺: 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿 𝗮𝗽𝗽𝗲𝗮𝗹𝘀 𝗰𝗼𝘂𝗿𝘁 𝗱𝗲𝗰𝗶𝘀𝗶𝗼𝗻 - 𝘁𝗵𝗲 𝘀𝗮𝗴𝗮 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗲𝘀 - 𝗻𝗼𝘄 𝗶𝗻 𝗶𝘁𝘀 𝟳𝘁𝗵 𝘆𝗲𝗮𝗿 The case between the mobile virtual network enabler (#MVNE) Plintron and the Brazilian aggregator (#MVNA) and enabler (MVNE), Surf Telecom goes into yet another round. Following an injunction last week from the Federal Court, ordering Brazil's telecom regulator Anatel to grant consent for the minority shareholder Plintron to take control of Surf Telecom, Anatel has decided to file an appeal. Anatel's reason for denying Plintron to take control of Surf are risks to business continuity and that ultimately the consumer will be harmed. Firstly, it recalls that Plintron shut down the platform in 2020, affecting Surf's #MVNO partners and subscribers, including the Post office MVNO. “For eleven days, an institution of the greatest importance for Brazil, the Post Office, had restrictions on the services provided. In addition thousands of consumers were harmed at the height of the Covid-19 pandemic," writes the prosecutor in the appeal. The agency justifies its refusal to agree to change control of Surf with the argument that this would put Brazilian consumers at risk. The second argument is that the Federal Regional Court can't force it to grant consent, and that this would represent an invasion of jurisdiction. “It is up to the Judiciary to control administrative acts in terms of legality (…) In the case at hand, however, an invasion of the powers of the Regulatory Agency is claimed, as the Judiciary would be directly interfering in regulation which is the responsibility of Anatel, under the terms of the Federal Constitution”. It is worth noticing that the case between Plintron Holdings, based in Singapore, and the Brazilian company Maresias Participações (controlling company of Surf) has been in litigation for seven years, with decisions going left and right. It now seems that the next step could be the Supreme Federal Court. Court overturns injunction obtained by Plintron against the MVNA/MVNE Surf - to prevent "irreparable damage" until a definitive decision is made The Sao Paulo Court of Justice has suspended the effects of the arbitration award that allowed the Singaporean company Plintron to take control of the Brazilian mobile virtual network aggregator (#MVNA) and enabler (#MVNE) Surf Telecom, after an appeal by SURF Telecom. To justify the decision, the judge cited "the risk of irreparable damage resulting from the losses that would be caused, especially given the reported risk of transfer of corporate control of the appellant Surf, with an impact on consumers and the national telecommunications system". The judgment, however, is not definitive. It seeks to avoid damages until the case has its merits analyzed by the Court. The suspension of the arbitration award is valid until the admissibility examination of the claim or until its judgment, in case the appeal is admitted. Plintron is also required to present counter arguments to the special appeal filed by Surf. In addition, Surf Telecom is seeking the reversal of the arbitration decision that gave Plintron rights over the company. The operator argues that the result of the arbitration went beyond the limits of what could be decided there, in particular, by increasing the number of shares in the company and diluting one of the third-party shareholders. The measure would not be authorized by the Investment Agreement and diluted the shareholding of Surf Group Holdings Limited (SGHL). It’s great to see an old time friend and colleague, Sandro Tavares, leading yesterday’s session in LinkedIn about how #AI is impacting development of telecom networks. Dell Technologies and NVIDIA representatives discussed, among other topics, about AI sovereignty, and how operators will improve their cost base and customer experience, and deploy new services quicker. #telecom #AI #CustomerExperience

If Europe wants to regain its economic competitiveness, it must master AI, cloud and networks – and become a better home for innovation more generally through incentivizing R&D investment, deepening the #EU Single Market and creating a more favorable business environment. For instance, we should revisit the EU’s standard essential patents (SEPs) regulatory proposals to ensure Europe remains a global leader in the development of technological standards, for example #5G and #6G standards. Another critical area is the need to improve European R&D funding mechanisms and processes. The EU should be targeting and incentivizing R&D investment in areas that will help Europe become a global leader in industrial digitalization so it can capitalize on the huge amount of European industrial data and processing power that #AI provides. An interesting statistic again; I couldn't help but share it with you. The story is about user awareness of eSIM. Naturally, many users don’t feel like changing their habits or are afraid of new things to adopt, but they can hardly ignore the advantages of eSIM technology. However, lots of users have already used this service regularly.   eSIM technology is being introduced gradually, and people already know how it can significantly simplify the use of a smartphone. In 2020, only 20% of the world's population knew about eSIM's existence, but it seems that overall awareness was superficial. The latest GSMA report made a stunning forecast. According to it, by 2025, the number of smartphones connected to eSIM will be almost 1 billion. If you look by region, North America is in the lead, followed by Europe.   GSMA also presented an analysis by age category and determined that awareness of eSIM varies depending on the age of the client group: 48% of those aged 18–34 know about eSIM technology, 41% of 35–54 year olds, and 25% of people over 55.   What about your experience with eSIM technology—when did you use it for the first time?

The implementation of eSIM technology is well on the way. This is especially true for the travel community. The telecom industry has experienced a real transformation. Corporations that produce mobile devices are already switching to eSIM. I am sure that over the next 3–5 years, considerable progress is expected. The regular user experience is being shaken by the emergence of new players focused on eSIM services. Telecommunications companies are using existing infrastructure to open up more beneficial cellular services to gadget users. The integration of this technology is a piece of cake, and it has lots of advantages compared to traditional SIM cards. eSIM technology, as an innovative solution in the telecom sector, offers a higher level of security and privacy. This expands the target market. For example, it is now used in law enforcement agencies or government agencies with strict security measures. Also, this technology is relevant for the reliability of a mobile number, especially regarding financial transactions. I should also add that eSIM technology is cloud-based, so it offers greater flexibility and accessibility. It’s now evident that the future belongs to eSIM: easy switching between networks in one click and much more.

Exciting times ahead for OpenRAN and the future of mobile networks! The collaboration among industry giants like Meta, Deutsche Telekom, Vodafone, and others on the Evenstar project (https://lnkd.in/gr8Qm3dq) is truly commendable. The move towards an open-source disaggregated RAN solution has the potential to revolutionize the telecommunications landscape, making connectivity more accessible and affordable for all. I couldn't agree more that initiatives like Evenstar are essential for bridging the digital divide and ensuring that everyone, especially in developing and emerging economies, has access to high-quality connectivity and services. While it might challenge traditional vendors initially, embracing open hardware platforms is crucial for driving innovation, reducing costs, and maximizing supply chain efficiency. It's heartening to see operators rallying behind this initiative, recognizing the long-term benefits it holds for the industry and society as a whole. The future of telecommunications should be inclusive and accessible to all, and projects like Evenstar pave the way for that vision to become a reality.

The 3GPP Stage 1 Workshop on IMT-2030 Use Cases, held in May 2024, aimed to bring together stakeholders to define potential applications and requirements for the next generation of mobile communication technology, #6G. The GSMA, a global trade body for mobile network operators, likely presented a proposal outlining their perspective on 6G research and development (R&D). The GSMA proposal focused on outlining their vision for 6G R&D. This include: 🟥 Key R&D areas: Identifying critical areas for technological advancements in 6G. Examples include network performance enhancements like higher bandwidth, lower latency, and improved network slicing capabilities. 🟥 Collaboration framework: The GSMA have proposed a framework for collaboration between various stakeholders involved in 6G R&D, including network operators, equipment vendors, research institutions, and regulatory bodies. This would ensure coordinated efforts and avoid duplication. 🟥 Industry needs: The proposal have emphasized the importance of considering industry needs in 6G development. This involve collaborating with different industries to identify specific use cases and ensure the technology addresses their challenges and opportunities. I like Slide 12 - #5G has a long way to go!
