While these projects undeniably elevate the market's image, they also pose a challenge: the risk of sidelining the middle class, which forms the backbone of our country. As developers, urban planners, and investors, it’s crucial to explore untapped opportunities both within the city center and in the outskirts. The right balance between revitalizing urban cores and investing in areas like Tercena—a charming and lesser-known location—can provide much-needed alternatives for families. Unlike the bustling center, Tercena doesn’t attract foreign investors; instead, it serves as a haven for Portuguese families seeking an affordable alternative to the increasingly inaccessible city core. The real challenge lies in creating sustainable and inclusive communities, where Portuguese families can reclaim their place and build futures. This balance is not just about aesthetics or modern conveniences; it’s about ensuring affordability aligns with the real buying power of middle-class Portuguese families, not just the inflated values dictated by the laws of supply and demand. So, what is the ideal price for a middle-class home? One that allows young families to live comfortably, without falling into financial precarity. The answer might not be easy, but it’s a question we, as stakeholders, need to address thoughtfully and urgently. Let’s rethink urban development—not by sidelining premium projects, but by giving equal importance to the middle-class segments that define Portugal's resilience and diversity. This means balancing new projects in city centers with well-planned, sustainable developments in the outskirts. Restrictions imposed by municipalities to safeguard historical buildings, the growing importance of incorporating flexibility into real estate design, and the unrealistic aim of achieving optimal energy efficiency in old refurbished buildings were among the arguments turning real estate players away from rehabilitation projects in Portugal. 🔹 The latest GRI report reveals exclusive insights and experiences shared by the country’s most senior real estate market players as they gathered in Lisbon to debate rehabilitation versus greenfield development in tackling Portugal’s housing crisis. Portugal’s construction industry, or lack thereof, has been named as a contributor towards the housing crisis. There is a shortage of labour, and contractors are reaching capacity and reluctant to expand their workforce due to the small size of Portugal’s construction market. Discussion participants suggested that large scale greenfield development will offer steady opportunities for contractors, draw in more workforce, and strengthen the nation's construction industry, thereby helping to address the housing crisis. Challenges do not stop at the construction industry, however. Foreign investment represents 100% of transactions in the Cascais and Estoril regions By André Manuel Mendes 22 Oct 2024 Foreign real estate investment represents around 60% of the total in Lisbon and Oeiras, while in Cascais and Estoril, this figure reaches 100%. The average price per square meter in Lisbon increased to 4,629 euros, while in Oeiras it stood at 3,721 euros. In the Cascais and Estoril region, prices rose to 8,400 euros per square meter. These figures were released by Engel & Völkers in its Market Report Portugal, prepared in partnership with the Marketing Research Institute, which analyses real estate transactions brokered by the German multinational in various regions of Portugal. The report covers the markets of Braga and Guimarães, Porto, Lisbon and Oeiras, Cascais and Estoril, Comporta and Melides, Lagos, Portimão, Albufeira and Carvoeiro, Vilamoura, as well as Faro and Tavira, during the period 2023 to 2024. The parishes that increased the most in value in Lisbon were Avenidas Novas, Lumiar, Benfica and Belém. Regarding the rental market, Lisbon continues to show dynamic growth, driven by the demand for temporary and long-term rentals by digital nomads and students. In Oeiras, however, there was a drop of 5.8%, reflecting a stabilization in the market. On the other hand, the Cascais and Estoril area has seen a steady increase in rental prices since 2020, with a significant growth of 13% between 2022 and 2023, reaching €14.2/m². This increase is driven by inflation and the adjustment of rents at a national level. “The real estate markets in Lisbon, Oeiras, Cascais and Estoril stand out for their dynamism and attraction of foreign investment, with Cascais and Estoril reaching 100% foreign investment. The consistent appreciation of the price per square meter demonstrates the robustness of the market, which, combined with the continuous growth in rentals, especially in the digital nomad and student markets, shows that these regions continue to be a focus of interest for those seeking a combination of lifestyle and solid investment”, says Daniela Rebouta, Sales Director of Engel & Völkers Lisbon and Oeiras.
