The Agency's main objective is to provide technical and scientific assistance to the European Commission and Member States in the proper development and implementation of EU legislation on maritime safety, pollution by ships and security on board ships. To do this, one of EMSA's most important supporting tasks is to improve cooperation with, and between, Member States in all key areas. In addition, the Agency has operational tasks in oil pollution preparedness, detection and response. As a body of the European Union, the Agency sits at the heart of the EU maritime safety network and collaborates with many industry stakeholders and public bodies, in close cooperation with the European Commission.

From 1 January 2025, the FuelEU Maritime Regulation will apply in full. EMSA has been supporting the implementation of FuelEU Maritime for many months now with technical expertise and the development and enhancement of the reporting platform, THETIS-MRV. Articles 8 and 9 of the Regulation, which laid out the requirements related to the submission of monitoring plans, have been in force from 31 August 2024. By that point, THETIS-MRV had already been adapted and updated with new developments to enable shipping companies to comply with their reporting obligations. Further THETIS-MRV deployments are scheduled in line with the requirements of the Regulation, including the submission of partial FuelEU emission reports in case of transfers of companies. Together with the Directorate-General for Mobility and Transport (DG MOVE) at the European Commission, EMSA has also developed a wide range of resources to assist maritime stakeholders with the changes under the Regulation. A dedicated helpdesk has also been made available through the email address fitfor55(at)emsa.europa.eu and maritimesupportservices(at)emsa.europa.eu. Our new TRAINALTER study aimed at identifying the specific competences and training areas for seafarers as the maritime industry moves towards greater sustainability has been released and is available to download on our website. The first part of the TRAINALTER study aims to identify and describe specific competences and training areas in terms of knowledge, understanding and proficiency for seafarers to ensure safe operations of ships using alternative fuels and energy systems. The second part of the study aims to identify and justify methods for demonstrating competence and descriptions of training programmes and syllabus for seafarers and instructors. The 16th CISE Stakeholders Group meeting held earlier this month at EMSA provided a perfect opportunity to brainstorm and exchange operational needs concerning maritime information sharing via CISE network. The stakeholders pointed to the importance of organising regular exercises and establishing common operational procedures helping different Maritime Operations Centres across borders and sectors to work together. This week we were delighted to host a delegation from the Maritime and Port Authority of Singapore (MPA) in our Lisbon headquarters. It was a great opportunity to exchange views and experiences on a wide range of topics, including sustainability and digitalisation issues. The delegation visited our Maritime Support Services centre to see our work in action, and were briefed on many of our main activities and projects.

The Copernicus Maritime Surveillance service implemented by EMSA supports Member States and EU bodies to get a better understanding, and improved monitoring, of activities at sea. The service fuses data from Earth Observation Satellites with a wide range of other data, including from EMSA’s own systems. This way, we assist national authorities all across the EU in their daily work, including supporting German enforcement authorities in an investigation into illegal ship breaking. Underway at EMSA is the last phase of our Core skills for Maritime Search and Rescue Coordinators 2024 course. Participants from all over Europe are meeting in person here in our Lisbon headquarters, after completing the online component of the course. This in-situ learning phase complements the online phase offered through the MaKCs e-learning platform of the EMSA Academy. Through the training, EMSA experts, as well as SAR specialists from France, Ireland and Italy, are guiding participants through engaging real-life cases and exercises…increasing harmonisation and sharing of best practices!
