*SUMMARY *
A position within the Communications and Marketing Department responsible for the coordination and execution of a variety of communication, public engagement, and organizational activities related to C-TRAN.
Work includes coordinating C-TRAN’s involvement in dozens of community events throughout the year, including requests by outside organizations, as well as maintaining C-TRAN’s relationships with community groups, neighborhood associations, and other public-facing contacts.
Work also includes tracking and communicating impacts to C-TRAN service, both internally and externally, on a variety of communication channels.
Additional duties include assisting the Communications and Marketing Department with general outreach, larger initiatives, and event staffing.
Work may be performed outside of regular business hours, including some nights and weekends.
*SCOPE OF RESPONSIBILITY* The incumbent will perform a wide variety of work related to both internal and external partnerships to support C-TRAN’s role in the community.
That includes event coordination and scheduling, ensuring all necessary internal staff are aware and involved, and maintaining relationships to build C-TRAN’s presence in the community.
Incumbent will also help ensure that service impacts and engagement opportunities are effectively communicated through various public-facing channels.
Incumbent will be expected to exercise sound judgment in the decision-making process regarding various external communications and outreach efforts.
Work performed will directly support the objectives of C-TRAN’s Strategic Priorities, focusing on the continual delivery of world-class customer experience.

Work is performed independently under minimal supervision and considerable judgment is expected to be exercised in the execution of duties.

Coordinate and schedule C-TRAN’s involvement in community events throughout the year, including parades, festivals, shuttles, and others that require C-TRAN staff or resources.
Process and coordinate event requests from the public as needed.
Coordinate internally to ensure that all known route detours and service impacts are communicated as service alerts via the C-TRAN website, Transit app, GovDelivery and other platforms as needed.
Assist the Communications Coordinator with service alerts on social media as needed.
Establish and maintain C-TRAN’s relationships with various community groups, including but not limited to neighborhood associations, business associations and community advisory boards where applicable, ensuring information is communicated both ways.
Occasionally attend community meetings on behalf of C-TRAN.
Provide support of C-TRAN’s Citizen Advisory Committee (CCAC); work with other staff in the development of agenda items and directly with CCAC members, including the Chair and Vice Chair.
Participate in project-specific, door-to-door public outreach with the rest of the Communications and Marketing team; assist in presentation preparation; coordinate mailings and other mass distribution methods; and deliver marketing materials for promotions and events.
Evaluate community involvement needs, public comments, ideas, and concerns; develop and administer strategies for targeting public engagement activities and messages accordingly.
Make presentations and represent C-TRAN’s interests to various public, private, and community groups as necessary, especially in regard to C-TRAN programs.
Work proactively with other public agencies, community groups, and private-sector groups to ensure that their publications reflect accurate information regarding C-TRAN.
Help respond as needed to citizen, technical, and transit industry requests for information regarding C-TRAN.
*OTHER FUNCTIONS* Obtain meeting rooms, issue public notices, organize agendas, engage speakers, and keep records.
Assist with the maintenance of the C-TRAN website, including uploading files and updating contents.
Perform other duties as assigned.
*KNOWLEDGE, SKILLS, AND ABILITIES* Ability to speak comfortably and authoritatively with a range of audiences, and speak on behalf of C-TRAN.
Strong organizational skills.
Computer proficiency, particularly in Microsoft Office products.
Awareness of methods and techniques used in public communications, including rider alerts and real-time GTFS systems.
Ability to proactively track multiple events, tasks, and timelines simultaneously.
Ability to meet schedules and deadlines.
Ability to attend scheduled evening and weekend meetings or events as required.
Ability to provide excellent service to all customers both internally and externally.
Ability to effectively work with people from culturally diverse backgrounds, older adults, persons with disabilities, and/or other vulnerable populations.
Basic principles and procedures of transit planning; political and organizational networks influencing public policy decisions in the Portland/Vancouver metropolitan area; and principles of public relations and marketing.
Ability to: Work in high-pressure environment with multiple priorities, managing and/or performing several tasks simultaneously.
Work effectively with and make presentations to internal staff, representatives from other agencies/districts, and representatives of neighborhood, civic, business, and other diverse groups.
Work flexible hours, including evenings and weekends as required.
*EDUCATION AND EXPERIENCE* Bachelor’s degree in public administration, communications, marketing, or related field preferred.
Requires minimum of three (3) years of progressively responsible experience in communications or customer service, preferably related to transportation or within the public sector.
Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
*ADDITIONAL REQUIREMENTS* Regular, dependable attendance is required.
Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.
Must maintain a physical condition which, either with or without accommodation, allows completion of all essential duties.
Must promote and model safety within the department and agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.
