Association News: ADFIAP and Development Bank of the Philippines (DBP) discuss strengthening the role of the membership subcommittee and advancing the development finance initiatives September 20, 2024, Makati City: In a move to bolster the membership of the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP), a high-level meeting was held with the Development Bank of the Philippines (DBP) President and CEO, Mr. Michael de Jesus, along with his strategic and corporate planning executive team. This meeting, which took place in Makati City, aimed to discuss strategies for strengthening ADFIAP membership and maintaining the developmental mindset among those working in development finance institutions. Key Discussions and Outcomes 1. Strengthening ADFIAP Membership: Mr. de Jesus, currently the Chairman of ADFIAP’s Subcommittee on Membership, discusses identifying ways to enhance the value proposition of ADFIAP membership. Mr. de Jesus and his team emphasized the importance of active participation and engagement from member institutions. They discussed various initiatives, including more frequent and targeted training programs, enhanced networking opportunities, and collaborative projects that address regional development challenges. 2. Maintaining a Developmental Mindset: A crucial part of the discussion was centered on how to sustain a developmental mindset among professionals in development finance institutions. It is acknowledged that these institutions’ core mission is to drive sustainable development and economic growth. To this end, they proposed continuous professional development programs and knowledge-sharing platforms to keep the workforce motivated and aligned with developmental goals. 4. Enhancing Communication and Engagement: Another critical topic was improving communication channels between ADFIAP and its members. The meeting between ADFIAP and DBP’s leadership was a productive step towards strengthening the association’s membership base and ensuring that development finance institutions remain committed to their developmental mandate. Public-private partnerships (PPPs) are essential to the Philippines' economic growth and development. As the first country in Asia to institutionalize private sector involvement in infrastructure projects, the Philippines has leveraged PPPs to achieve inclusive growth and advance its development agenda over the past three decades. The recent finalization of the PPP Code's implementing rules and regulations (IRR) aims to ensure a stable policy environment, boosting high-quality social and development projects. This is a key part of President Marcos’ Philippine Development Plan (PDP) 2023-2028, especially given the tight fiscal space. Successful PPPs rely on a balanced synergy between the government, which crafts policies, and the private sector, which drives innovation. Any disruption to this balance can burden the Filipino people. Protect VIP raised concern over the Memorandum of Understanding (MOU) signed by three of the country’s developers of fossil gas – Aboitiz Equity Ventures (AEV), the Metro Pacific Investments Corporation (MPIC), and San Miguel Corporation (SMC) with the Department of Energy (DOE) and Department of Environment and Natural Resources (DENR), reportedly to help conserve the critically biodiverse marine corridor. “If SMC, AEV, and MPIC are genuine in their “joint stewardship”, building a multibillion gas project that would only bring harm to the VIP shouldn’t push through in the first place. These three conglomerates can show their sincerity in protecting the VIP by stopping their fossil gas expansion plans, prioritizing instead the development of clean energy from renewables and helping contribute to building the resilience of marine and coastal biodiversity and communities,” said Gerry Arances, Executive Director of sustainability think-tank Center for Energy, Ecology, and Development (CEED), a co-convenor of Protect VIP. ADB's Private Sector Operations Double Climate Financing as Transactions Hit New High The Asian Development Bank (ADB) doubled to $1 billion the amount of climate financing from its private sector operations in 2023, with 75% of its projects including climate-related funding, according to the Development Effectiveness Report of Private Sector Operations 2023. Overall, ADB committed a record 40 private sector transactions worth $1.7 billion through its own capital resources, 54% higher than the previous year. Long-term cofinancing with the private sector reached $3.4 billion, reflecting ADB's focus on mobilizing private capital to address development priorities such as climate change. ADB realized $2.7 in long-term cofinancing for every $1 of its own private sector commitments, significantly more than the previous year's $1.8 cofinancing ratio. “Our results show that ADB is a trusted development partner of the private sector, which will play a crucial role in providing the resources this region needs to address its key development challenges,” said ADB Vice-President for Market Solutions Bhargav Dasgupta. “In 2023, ADB led the financing of major development projects, making them attractive to investors and helping developing member countries to achieve their climate and other development goals.” With the Japan International Cooperation Agency, ADB launched the Leading Asia's Private Infrastructure Fund 2 (LEAP 2), with capital up to $1.5 billion.
