Why are traffic engineers, urban designers and placemakers so afraid of conflict? I stood with the late Hans Monderman (father of Shared Space) at a major intersection in Oosterwolde that he had been converted into a town square. All the traffic control devices had been removed, including the traffic lights. There were not even any white lines to tell people where to park. Hans told me, ‘When I first showed the plans to the community, people asked, ‘But where will the cars park?’ I replied, ‘I don’t care, that is not my problem’. So they said, ‘What if people park inappropriately’? And I replied: ‘Well if the village has a problem with where people are parking, let the village sort it out. It is not my job to try and forecast every potential problem the village may have in the future and try to pre-empt what may or may not be a problem through design’’. Hans continued, ‘Why are planners and engineers so frightened of conflict? Conflict is a normal part of the democratic process in the social world. When we try to eliminate conflict by over-regulating physical design we actually weaken the evolution of a robust and vibrant social world’. For Hans, the design of space can either weaken or strengthen the democratic process. Over-regulated spaces takes away the need for people to negotiate directly with their neighbours. This partly explains what Hans means when he says his job is not solving traffic problems but rather helping to create a village out of the village. The physical design of space has an immediate impact on the way people relate to each other. By forcing eye contact, Hans was putting people in direct communication with each other. Since standing at that intersection with Hans, we at Creative Communities have been working on another tool for the 're-democratisation of public spaces' - PERMISSION AGREEMENTS which boil regulations down into their original intent and open up a greater field-of-play for residents and retailers to reengage with the look and feel of the places in which they live and do business. Here are a few great examples of how different cities are leveraging data and available tools to improve their urban planning and housing approach. Urban planning is often undervalued, yet planners play a crucial role in shaping tomorrow's cities and sustainable communities. They’re the ones navigating constantly changing environments, policies, and rules, while working under pressure from the private sector, and addressing the housing challenges we face. It’s great to see more cities adapting new technology to optimize the planning process. New TomTom data published this weekend shows a year after the 20mph introduction speeds are down, but are creeping back up. Here’s a summary of their conclusions courtesy of Copilot: Initial Impact: The change in traffic speeds on urban roads in Wales has been notable, with long-term effects aligning with results seen elsewhere. Speed Changes: Although speeds have increased over the last year, they remain significantly lower than before the implementation of the 20mph limits. Critical Insight: A reduction of 1.8mph, while seemingly small, is significant given that average speeds were already below the 30mph limit. This reduction is considered a measure of success, though compliance varies across different roads. Review and Interventions: As the first anniversary of the speed limit change approaches, it’s an ideal time to review individual road performance and consider further interventions. 𝗗𝗲𝘀𝗶𝗴𝗻 𝗳𝗼𝗿 𝗖𝗼𝗹𝗹𝗲𝗰𝘁𝗶𝘃𝗲 𝗗𝗲𝗰𝗶𝘀𝗶𝗼𝗻-𝗺𝗮𝗸𝗶𝗻𝗴 Over the past two decades, urban commons such as energy cooperatives, community gardens, and collective housing have emerged as sustainable alternatives to market-driven or state-led models. However, creating and managing these commons is complex, involving diverse stakeholders and professionals to align values, governance, and regulatory frameworks — a process we term 𝗯𝗲-𝗰𝗼𝗺𝗺𝗼𝗻𝗶𝗻𝗴. In our research project 𝗖𝗵𝗮𝗿𝗴𝗶𝗻𝗴 𝘁𝗵𝗲 𝗖𝗼𝗺𝗺𝗼𝗻𝘀 we explored tools that commons professionals and communities could use in this process. We took a situated design approach while working in collaboration with the House of Hope housing cooperative and observed that traditional decision-making tools often fall short in handling complex issues and diverse perspectives. The communities and commons professionals we interviewed also expressed a need for more effective methods to streamline deliberation and foster collective well-being. 🌍 How can the private sector reshape urban mobility in Smart Cities? In our latest webinar on the 28th of May, Edwin Mermans and Janneke Brouwer highlighted the crucial role of private-sector innovation in transforming urban mobility. Edwin, Senior Advisor for International National Affairs at North Brabant, emphasized the importance of European-scale initiatives and the transition to smart, sustainable, and inclusive mobility systems. He explained the bottom-up governance approach of the Civitas New Mobility Services (NMS) partnership, making it accessible to various stakeholders. Janneke Brauer, the Practice Lead Co-Create of Tekko and CIVITAS in Rotterdam, focused on the need for strong connections and understanding the root causes of unsuccessful collaborations. She stressed the importance of innovative solutions and robust partnerships between scale-ups and cities. Janneke proposed hosting events to address specific obstacles and barriers, aiming for practical solutions through collective efforts. Finally, Mackenzie Banker, our Global Private Sector Lead, showcased how BABLE Smart Cities bridges public and private sector needs, having completed over 150 projects across Europe. The Civitas New Mobility Services initiative is deploying large-scale solutions to enhance accessibility, air quality, and inclusive mobility. 🌍 Policy Brief: Inclusive Urban Planning in Rotterdam's Tarwewijk Back in March, an academic exploration was undertaken to address the question: "What are the barriers and enablers to effective stakeholder engagement in achieving social sustainability in Tarwewijk, and how can participatory approaches overcome them?" This policy brief presents key findings on participatory planning and social sustainability, offering strategies to tackle socio-economic disparities and foster intercultural exchange in one of Rotterdam’s most diverse neighborhoods.
