ESTA - the European association of abnormal road transport and mobile cranes - was founded in 1976 and since then has grown steadily. Today, we have active members in eighteen countries and have established very close ties to the equipment manufacturers who supply the heavy transport and mobile crane industry, giving ESTA members the opportunity to voice ideas on future developments and technical issues. ESTA works to: - Continually improve equipment to create a safer working environment, alongside the manufacturers - Harmonise equipment travel rules, general conditions of work and reduce permit delays throughout Europe - Continuously improve the image of the sector - Enhance the quality of service provided to clients - Promote safer ways of working - Create the opportunity for ESTA's members to exchange information, allowing them to work together all over Europe. In addition, when there is a new issue of particular importance, ESTA creates a working group to investigate and produce recommendations. Spanish heavy lift and abnormal transport expert Miguel Florez de la Colina is to join the ESTA administration in the newly created position of Policy Officer. He is due to start work in March next year. Currently the head of Madrid-based Siladen Solutions, Miguel previously worked for Mammoet for over 15 years. Siladen Solutions has worked in Spain for Wagenborg Towage, Roll-Lift and Hareket. A fluent English and French speaker, Miguel also teaches part-time in the construction department of the Universidad Politécnica de Madrid, a position he has held since 2007. He said: "I am absolutely delighted to be joining ESTA, an organisation whose aims and philosophies I wholeheartedly support, and I look forward to doing all I can to support the needs of the membership." ESTA Director Ton Klijn added: "Miguel's knowledge and commitment will be a huge boost to ESTA and to our capacity to support our growing number of members and projects." Action on German heavy transport reforms: Important changes to the regulations governing heavy and abnormal transport in Germany - and moves to speed up permit approvals - have been approved by the country's Federal Cabinet. The changes have been long called for by German industry leaders through the lobby group Verbändeinitiative Großraum- und Schwertransporte (VI GST) whose founding members include ESTA and German association BSK Bundesverband Schwertransporte und Kranarbeiten e.V.. They include: • Introduction of a guideline of two weeks for permit application processing by responsible federal and state authorities. • More flexible regulations for falling below approved dimensions and weights of the transport • Bringing forward the start of night driving to 20:00 hours from 22:00 hours to increase flexibility • Enabling the transport of divisible loads up to a maximum weight of 40 tons on oversized and heavy transport (Großraum und SchwerTransport -GST) empty runs to make better use of existing truck capacities. • Relaxation of the language requirement for GSTs to accept English as well as German The Federal Council still has to approve the changes but if finally agreed, they are due to come into force in Spring 2025. Important new power lines guidance from ICSA: New guidance on the safe operation of cranes near power lines has been published by the International Crane Stakeholders Assembly (ICSA), the organisation that brings together global crane manufacturers and users, including ESTA. Called Safe Crane Operation in the Vicinity of Power Lines, the detailed 30-page document - freely available from the ICSA or ESTA - provides guidance for operations near energized power lines and is intended to assist regulatory authorities “when evaluating requirements to prevent power line contact”. Concern has been growing in some countries at the number of fatal and avoidable power-line related accidents. The guidance says that the risks must be mitigated through the detailed and appropriate site planning and operation of such projects, but it warns that the only way to completely eliminate the hazards associated with such crane operations is to de-energize and ground the power lines prior to crane operations starting. #ESTAmeetings What valuable meetings we have had over the past two days here in #Istanbul! The Transport Section meeting looked at the challenges faced by the heavy transport sector in #Turkey. And the ESTA Modular Hydraulicly Suspended Trailer Working Group added an important chapter on trailer/surface interaction to the new Best Practice Guide. A presentation by Sebastian Wagner of HeavyGoods.net showed how smart IT solutions can improve the way heavy transport companies work. At the Cranes Section meeting, there was a strong focus on #safety. Marcel Schets, member of the ESTA #HSE Committee, presented a practical solution to prevent injuries caused by handling outrigger pads. And the Risk Management Working Group presented the new Risk Management Guide for Lifting Operations. In the joint session, the results of ESTA's #AdBlue study were discussed and Sven Krause showed us the amazing opportunities of AI. The ESTA General Assembly approved the appointment of Alessio Scollo as Vice President of the Transport Section. And Alexandre Ferrus was appointed to the ESTA Board. In addition, Miguel Florez de la Colina was appointed as ESTA Policy Officer on the ESTA staff. Congratulations to you all! Thank you to all participants for their constructive contributions to take the European heavy transport and crane rental industry further. It is great to see how joint efforts move us forward! New EU vote backs European heavy transport reforms: Crucial Europe-wide revisions of the rules and regulations governing the heavy transport sector - strongly supported by ESTA - moved a step closer on Monday (October 7) when the European Parliament's newly installed Transport and Tourism (TRAN) Committee voted to back them. The measures include: • a ‘one stop shop’ per country for permits • standardised permit application forms • use of electronic permits • harmonisation of escorting rules and vehicle markings • a ban on language requirements for drivers • permitting systems to be available in all EU language They also include the long-awaited Europe-wide adoption of the standard SERT documentation for abnormal load vehicle registration – a move that ESTA has supported for many years. SERT, the Special European Registration for Trucks and Trailers, is intended to reduce the paperwork and bureaucracy faced by the industry. The measures are all contained in the revisions to the EU's Weights and Dimensions Directive (96/53) that are currently under discussion. Monday's meeting took place at unexpectedly short notice and the vote saw 30 of the TRAN Committee's 46 members back the measures which now move to the next stage - negotiations with the Council - before possible implementation.
