As we approach the end of 2024, we reflect on a year of meaningful contributions to public safety and security. We have focused on developing innovative solutions through collaborative partnerships, addressing critical challenges from maritime trafficking to terrorism resilience, labour exploitation, inclusivity in youth work and more safe mobility. Besides contributing to practical tools, we have organised and hosted workshops, presented webinars, delivered key note speeches, delivered a podcast series, and had multiple research articles published. We are happy to drive innovation and excellence through our dynamic partnerships, setting new inclusive safety and security standards together. Wat is de impact van kunstmatige intelligentie (artificial intelligence of AI) op onze nationale veiligheid? Zeer waarschijnlijk versterkt de ontwikkeling van AI de diverse bestaande dreigingen. Dat is de conclusie van een gezamenlijke analyse van de Algemene Inlichtingen- en Veiligheidsdienst - AIVD, de MIVD en de NCTV. Doel van de publicatie is om met een genuanceerd en gedetailleerd beeld voor een breed publiek inzicht te geven in de mogelijke impact van AI. AI heeft de potentie om ons leven op veel manieren makkelijker te maken en kan helpen bij het oplossen van tal van maatschappelijke problemen. Maar de ontwikkeling heeft ook een keerzijde. “De samenleving moet zich voorbereiden op onverwachte situaties en weerbaarder worden”, zo stelt de NCTV - Nationaal Coördinator Terrorismebestrijding en Veiligheid. Een weerbare samenleving is niet alleen voorbereid op een conflict, maar ook op andere crises zoals een overstroming of uitval van vitale infrastructuur. Van het informeren over wat er in een noodpakket kan zitten, tot de NPO-uitzending “Black-out” afgelopen maand en onderzoek naar weerbaarheidsgedragingen: de afgelopen tijd zijn er meerdere interessante stukken rondom dit thema gepubliceerd. De internationale veiligheidssituatie is de afgelopen jaren in hoog tempo verslechterd. We zien nu al dat Nederland doelwit is van hybride aanvallen, zoals cyberoperaties, spionage en sabotage. Het kabinet heeft in kaart gebracht wat er extra nodig is om weerbaar te zijn tegen militaire of hybride dreigingen. Deze weerbaarheidsopgave bestaat uit het vergroten van zowel de maatschappelijke weerbaarheid als de militaire paraatheid. Want hoewel er al een solide basis ligt om de weerbaarheid te versterken, is het niet genoeg. Een weerbare samenleving helpt bovendien niet alleen tijdens een conflict, maar ook bij het bestrijden van andere crises, zoals grootschalige overstromingen, een pandemie of langdurige uitval van vitale processen zoals elektriciteit. De NCTV en het ministerie van Defensie coördineren samen de overheidsbrede inzet om de weerbaarheid te verhogen. Alle departementen werken in deze aanpak samen. De NCTV richt zich daarbij met name op de weerbaarheid van de overheid, economie en samenleving (maatschappelijke weerbaarheid). Hierbij staat de vraag centraal: hoe kan ieder bijdragen aan het realiseren van de weerbaarheidsopgave waar we als Nederland voor staan? Gisteren is de nieuwe Monitor Mensenhandel 2019-2023 gepubliceerd door de Dutch National Rapporteur on Trafficking in Human Beings and Sexual Violence against Children. Volgens de nieuwe Monitor Mensenhandel 2019-2023 steeg het aantal gemelde slachtoffers van mensenhandel van 814 in 2022 naar 868 in 2023. Slachtoffers van mensenhandel komen dus iets meer in beeld bij het Coördinatiecentrum tegen Mensenhandel. Ondanks deze stijging in het aantal meldingen blijven er structurele problemen bestaan in de aanpak ervan. De monitor toont aan dat het zicht op minderjarige slachtoffers en slachtoffers van binnenlandse seksuele uitbuiting is verslechterd, terwijl het aantal aangiften van mensenhandel tussen 2020 en 2023 met 34% is gedaald. Mensenhandel en arbeidsuitbuiting blijft een thema dat aandacht nodig heeft. De aanpak ervan vraagt om concrete oplossingen. Rondom dit thema heeft Stichting DISSS met partners de SENTINEL Monitor Slachtoffers Arbeidsuitbuiting ontwikkeld. De SENTINEL Monitor is een registratiesysteem dat assisteert bij het in kaart brengen en visualiseren van arbeidsuitbuiting. Zo biedt de SENTINEL Monitor niet alleen houvast aan handhaving, maar ook een concrete tool voor actie. Op dit moment is er een pilotversie van de SENTINEL Monitor Slachtoffers Arbeidsuitbuiting beschikbaar. Structurele problemen staan in de weg van een effectieve aanpak van mensenhandel, waardoor knelpunten niet worden opgelost. Dit blijkt uit onze nieuwe 𝗠𝗼𝗻𝗶𝘁𝗼𝗿 𝗠𝗲𝗻𝘀𝗲𝗻𝗵𝗮𝗻𝗱𝗲𝗹 𝟮𝟬𝟭𝟵 - 𝟮𝟬𝟮𝟯 die vandaag verschijnt. Zo is het zicht op minderjarige slachtoffers van mensenhandel verder verslechterd, en kwamen er in 2023 nog maar 52 minderjarige slachtoffers in beeld bij CoMensha | Coördinatiecentrum tegen Mensenhandel. Ook de strafrechtelijke aanpak van internationale seksuele uitbuiting en arbeidsuitbuiting blijven achter: zo is het aantal aangiften tussen 2020 en 2023 met 34% afgenomen, terwijl het aantal gesignaleerde incidenten stabiel blijft. 💬 "Structurele veranderingen zijn nodig én mogelijk, daar ben ik van overtuigd. Bijvoorbeeld door meer duidelijkheid te scheppen in de rollen en verantwoordelijkheden van alle verschillende professionals en organisaties die zich inzetten voor de aanpak van mensenhandel", stelt de Nationaal Rapporteur Conny Rijken. 10 December 2024: Our Rights, Our Future, Right Now. Today marks Human Rights Day, commemorating the Universal Declaration of Human Rights. At the Dutch Institute for Safe & Secure Spaces, we recognise that safe and secure spaces are fundamental to protecting human rights and fostering inclusive, resilient societies. Through our research and collaborations, we develop strategies and tools to ensure public spaces remain publicly accessible, private spaces remain private, and personal spaces remain personal, whilst protecting individual freedoms and rights. We secure human rights and ethics in our works in different ways. For example through the themes we focus on. Tools and projects we contribute to address a wide range of issues that threaten human rights, such as labour exploitation, human trafficking and criminal exploitation. We have also established policy on equality, equity and inclusion, for example through our Equality Plan. All of this is due to our drive to create and support environments where human rights flourish. Nu beschikbaar: Het "Nieuw Handboek Veilig Ontwerp en Beheer". Dit handboek, met terechte trots gepresenteerd door Stichting Veilig Ontwerp en Beheer SVOB, is onmisbaar voor iedereen die streeft naar het vormgegeven van veilige, inclusieve en dynamische stedelijke omgevingen. In de uitgebreide gids staat Crime Prevention Through Environmental Design (CPTED) centraal. Daarbij worden praktische handreikingen gegeven om de simpele maar effectieve CPTED principes te implementeren. Het Nieuw Handboek Veilig Ontwerp en Beheer is geschreven door hoofdauteurs Manuel López en DISSS-expert Paul Van Soomeren, met bijdragen van onder andere Vivian Gravenberch en Sara Houweling. De officiële lancering van het boek zal op 21 februari 2025 plaatsvinden bij Inholland University of Applied Sciences in Rotterdam. CPTED experts will know the five CPTED dimensions. But, what happens when we add a 6th dimension? This week, Vivian Gravenberch was invited as a key note speaker to discuss technology in urban safety and crime prevention at the Crime Prevention Practitioner Network. The meeting focused on positive change with regard to Urban Safety & Crime prevention. Vivian took the opportunity to introduce hybrid space as a 6th CPTED dimension and discussed the latest tech trends in protecting hybrid public space. Inzichten in (digitale) maatschappelijke onrust in Nederland. 🔍 In een tijd waarin berichten over polarisatie en maatschappelijke onrust dagelijks het nieuws bereiken heeft Stichting DISSS onderzoek uitgevoerd naar de wisselwerking tussen het fysieke en digitale discours in de context van maatschappelijke onrust. Het onderzoeksrapport hierover is afgelopen zomer gepubliceerd en vandaag niet minder relevant. Dit onderzoek is onderdeel van een drieluik van verkennende studies naar maatschappelijke onrust dat, naast door Stichting DISSS, is uitgevoerd door de DSP-groep en het Verwey-Jonker Instituut in opdracht van het Ministerie van Binnenlandse Zaken en Koninkrijksrelaties. Last week, Paul Van Soomeren, Bram Van Dijk and Vivian Gravenberch from Dutch Institute for Safe and Secure Spaces (DISSS) visited Mechelen on behalf of European Forum for Urban Security (Efus) to organise the TRANSCEND Fighting Crime & Terrorism Toolbox evaluation workshop. 📢 TRANSCEND Horizon Europe Workshop: Fighting Crime & Terrorism Pilot Evaluation Last week, Efus organised in Mechelen the final TRANSCEND evaluation workshop on Fighting Crime and Terrorism, with youth workers. Following the first workshop focused on youngsters, this session aimed to assess the TRANSCEND Toolbox’s impact, methods, and practical approaches with our experienced youth workers. 🌍 Through a World Café setup, participants discussed security, innovative technologies, and practices tested in Mechelen, potentially adaptable to other cities and European projects. We are looking forward to the next steps of the project! 🚀
