In the early 1990s, Malaysia experienced spectacular economic growth, with GDP growth soaring above 9% per annum. An important driver of this was substantial capital investments from foreign firms, particularly Japanese firms in Malaysia's electronics industry. A key reason for this massive foreign investment from Japan was an agreement between the United States and Japan, among others, to ease trade tensions in 1985 called the Plaza Accord agreement. The agreement led to the appreciation of the Japanese Yen relative to the United States Dollar, making it more economical for Japanese manufacturing firms to off-shore their operations which, in time, made their way to Malaysia. Nearly forty years on from the Plaza Accord agreement, Malaysia may have another such once-in-a-generation opportunity. Global geopolitical tensions with regards to trade and technology have seen an increased desire for reshoring of critical industries, particularly semiconductors. Our existing vibrant semiconductor ecosystem gives us a great opportunity to seize on this megatrend. As such, in line with the Ekonomi Madani framework by Prime Minister YAB Dato’ Seri Anwar Ibrahim, the NIMP2030 and the National Semiconductor Strategy by Ministry of Investment, Trade and Industry (MITI) and Malaysian Investment Development Authority, Khazanah seeks to spearhead efforts to deepen investments into the semiconductor industry. Aligned with our Advancing Malaysia strategy, anchored by ‘A Nation That Creates’ framework and the GEAR-uP programme, announced by the Ministry of Finance Malaysia, Khazanah organised a two-day semiconductor working visit to Penang and Kulim alongside EPF Malaysia, Permodalan Nasional Berhad, KWAP Malaysia, LEMBAGA TABUNG ANGKATAN TENTERA, and PETRONAS, supported by REFSA. Over the two days, we paid visits to better understand the stories and ambitions of Malaysian champions such as ViTrox Corporation Berhad, Inari, SkyeChip, Penang Automation Cluster Sdn Bhd (PAC) and SilTerra Malaysia Sdn. Bhd. as well as long-time MNC partners in Malaysia such as OSRAM, ASE Electronics (M) Sdn Bhd and TF-AMD Penang. We also heard from companies such as AT&S, Lam Research, SJ Electronics Ltd, Intel Corporation, and Infineon Technologies, and ecosystem developers like InvestPenang, Malaysia Semiconductor Industry Association, and CREST TheGreatLab Talent Development. Furthermore, in addressing the issue of talent, we had productive meetings with Universiti Sains Malaysia, Universiti Teknologi MARA, Penang Skills Development Centre and Universiti Malaysia Perlis (UniMAP) exploring ways to better prepare Malaysians to ride on this once-in-a-generation opportunity.
