Resilience in Action: Supporting Families Amidst El Niño Challenges in Salima District 🌾 El Niño has left a significant mark on Malawi, with Salima District among the hardest hit. Prolonged dry spells, erratic rains, swelling of Lake Malawi, and fall armyworm infestations devastated crops, leading to reduced yields. This has left many families struggling to meet their dietary needs, with projections indicating a worsening situation during the lean season (October 2024 – March 2025). 💡 In response, between December 2nd and 5th, 2024, the GIZ Food and Nutrition Security Programme, in partnership with CARE Malawi and Salima District Council, and with funding from the German Development Cooperation, extended a lifeline to vulnerable families. A once-off unconditional cash assistance of 140,000 MWK was provided to support dietary diversity and food consumption scores. The assistance prioritized: 🌟 Households with under-5 children recovering from malnutrition through CMAM. 🌟 Malnourished pregnant and lactating women. 🌟 Vulnerable families in TAs Maganga, Pemba, and Ndindi. Hamida Pofera, a beneficiary from Nzwenene Village, shared her gratitude: “This support will allow me to feed my family meals from six food groups. My child, who was admitted to the CMAM program due to malnutrition and diarrhoea, will now have better nutrition.” ✨ Beyond Food and Nutrition Security: Beneficiaries are utilizing the cash innovatively: ✔️ Investing in agricultural inputs for the next farming season. ✔️ Thatching roofs to prepare for rains. ✔️ Spending more time on their farms instead of searching for piecework, as food is now available. Strengthening Contract Management for Better Public Service Delivery The Government Contracting Unit (GCU), whose office was lost to a fire in May 2023, celebrated the formal inauguration of its new office space, equipped with IT infrastructure provided by the GIZ PFEM programme with funding from the German Federal Ministry for Economic Cooperation and Development. Dr. Janet Banda, Deputy Secretary to the President and Cabinet, graced the event. At the event, Andreas Hartmann, the Head of Cooperation at the German Embassy Lilongwe highlighted the moment's significance, saying: “I am here to celebrate that you have overcome this major setback!” This reopening represents resilience and a renewed focus on strengthening governance. Effective contract management is vital for public finance management. In his remarks, George Dura, Head of Cooperation at the European Union in Malawi said “Contract management is a cornerstone of public finance management, and its importance cannot be overstated. Effective contract management ensures that public resources are used efficiently, transparently, and responsibly.” The GCU remains dedicated to protecting public investments by ensuring that contracts are financially robust and strategically aligned. Besides, the GCU plays a crucial role in safeguarding public investments through rigorous scrutiny, vetting, and certification. International Anti-Corruption Day: Promoting Transparency and Accountability in Malawi On 31 October 2003, the United Nations General Assembly adopted the UN Convention against Corruption (UNCAC), which entered into force in December 2005 (resolution 58/4). Since then, 190 parties, including Malawi, have committed to the Convention’s Anti-Corruption obligations, showing near-universal recognition of the importance of good governance, accountability, and political commitment. The Assembly also designated 9 December as International Anti-Corruption Day, to raise awareness of corruption and of the role of the Convention in combating and preventing it. In Malawi, GIZ implements, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), the Multi-Donor Action “Strengthening Public Financial and Economic Management (PFEM) - Tikuze Malawi”. Running from May 2024 to December 2027, the overall objective is to improve Malawi's economic governance and accountability of public resources, while improving the efficiency of anti-corruption and anti-fraud systems in Malawi. Thus, the Joint Action combines support for key public financial management (PFM) reforms with support for key anti-corruption and anti-fraud institutions. On such a special day, it is worth highlighting the anti-corruption work driven by BMZ/EU Joint Action “PFEM - Tikuze Malawi”, in collaboration with its implementing partners in Malawi: inter alia the Ministry of Finance and Economic Affairs (MoFEA), the Government Contracts Unit (GCU) at the Office of the President and Cabinet (OPC), the Malawi Revenue Authority (MRA), training institutions, the National Audit Office (NAO), the Central Internal Audit Unit (CIAU), the Anti-Corruption Bureau (ACB), the Financial Intelligence Authority (FIA), the Office of the Director of Public Officers Declarations (ODPOD), the Public Procurement and Disposal of Assets Authority (PPDA), the Director of Public Prosecutions (DPP) and the Judiciary. 🌾 Empowering Local Action: Shaping Malawi's Food Systems Together! 🌍 The Transformative Initiative (TI) for Food Systems in Malawi recently joined forces with the National Planning Commission and the Ministry of Agriculture to bring the National Food Systems Transformation Synthesis Report directly to the districts. Four dynamic meetings in Blantyre, Zomba, Mzuzu, and Salima united key players from all 28 districts to craft actionable solutions for Malawi’s food system challenges. 🚀 Exciting News from the MUSCCO Conference! 🚀 The 15th of November marks a significant milestone as we proudly launched the Tilime Loan, a financial service meticulously developed through the collaborative efforts of Malawi Union of Savings and Credit Cooperatives Limited (MUSCCO) and the GIZ Global Programme “Promotion of Agricultural Finance for Agri-based Enterprises in Malawi.” The Tilime Loan, co-created with selected SACCOs, MUSCCO, and farmers, focuses on the groundnut and soybean value chains. This innovative product has been piloted with selected SACCOs within MUSCCO, demonstrating a successful collaboration between the financial sector and development partners in achieving mutually beneficial objectives. We are thrilled to announce that, based on the success achieved so far, the Tilime Loan was officially launched. Fumbani Nyangulu, MUSCCO CEO, emphasized the importance of reaching rural areas where most farming takes place, stating, “Most people in Malawi stay in rural areas where farming takes place. Therefore, all SACCOs will establish a strategy on how the Tilime Loan should reach many rural areas.” Designed specifically to address the financial needs of smallholder farmers within the soybean and groundnut value chains, the Tilime Loan recognizes the critical role these farmers play in Malawi’s agricultural sector. This service provides them with the necessary financial support to enhance their productivity and sustainability. This joint initiative aims to empower farmers, especially women and youth, enabling them to access the resources they need to grow their businesses and improve their livelihoods. 🌍✨ Same-same, but different: A Vibrant Exchange in Zambia between FNSP and FANSER! From November 4th to 9th, the GIZ Food and Nutrition Security Programme (FNSP) team from Malawi embarked on a memorable exchange with Zambia’s Food and Nutrition Security Enhanced Resilience (FANSER) project, sharing knowledge and insights as both projects prepare for their last chapter! 🌱 Field visits stole the show—highlighting impactful interventions like keyhole gardens and vegetable preservation techniques. A Chichewa-speaking community welcomed the FNSP team with joyful songs that made both teams feel at home while discussing innovative practices and local adaptations. The exchange included lively discussions on coordination and nutrition governance, with Zambia’s Katete District Nutrition Coordination Committee (DNCC) and the National Food and Nutrition Commission (NFNC) in Lusaka. Another standout moment was Zambia’s interest in the FNSP-supported web-based Nutrition Coordination Tool that showcases how tech-driven solutions can boost nutrition efforts across districts. The team also dove into key topics like emergency response strategies, monitoring and evaluation challenges and plans for sustainability, with both projects set to phase out early next year. The FNSP team returned to Malawi with new ideas and a renewed vision for resilient, sustainable food and nutrition security initiatives. 🌱 Empowering Micro Businesses in Agriculture in Malawi! 🌱 💰Access to finance is crucial for the growth of micro businesses in agriculture, but many often struggle to meet the requirements of financial institutions. To bridge this gap, the Global Project Promotion of Agricultural Finance for agri-based Enterprises in Rural Areas (GP AgFin) has introduced the Micro Agri-Enterprise Training (MAT) package. 🌎Over the past week, GP AgFin conducted a validation workshop with representatives from the Ministry of Trade and Industry, Department of Fisheries, The Reserve Bank of Malawi, SMEDI, Malawi Microfinance Network (MAMN), MicroLoan Foundation, CUMO, MUSCCO, Mudi SACCO, and MCHINJI CIVIL SERVICE SACCO. During these sessions, a pilot training was held with selected micro businesses, including agripreneur Mphatso Kulemeka, who trades in groundnuts, maize, and legumes. She gained valuable insights and appreciated the exchanges with other farmers and financial institutions, especially the Reserve Bank of Malawi. 💡Dennis, another participant, shared that the training covered the entire spectrum of skills needed to run a successful MSME—from personal financing to business finances. The most rewarding part was interacting with other MSMEs, trainers, and institutions. The program enlightened participants on available opportunities and how to position themselves to take advantage of them. 💪 The trainers, including Nani Kumange from the The Reserve Bank of Malawi, highlighted the technical expertise covered in the MAT training. MSMEs learned how to pitch their businesses and secure loans, significantly enhancing the agricultural sector. Rodney Chisembe from SMEDI particularly appreciated the gender-inclusion module, which focused on incorporating young women into entrepreneurship and business ventures.
