Very glad to have contributed to this latest TEPSA - Trans European Policy Studies Association EUCO debrief, alonside other seven experts, to provide my throughts on "the future of EU financing". You can read the contributions of all eight experts here:  https://lnkd.in/eYS5aAUs My contribution in a nutshell: - -No more 'ad hoc' borrowing capacities to address new spending needs, let´s fix the common budget.  At the minimum, a reformed EU budget should integrate a simpler procedure to set up temporary off-budget instruments in case of emergencies. In addition, we should seriously envisage the option of integrating debt-finance into the EU budget. This would give the European Parliament full oversight over the use of all EU funds and allow the Union to borrow on a quasi-permanent basis, lowering the costs of servicing EU debt. -We need to get serious on Own Resources. Whether inside or outside the EU budget, we cannot endlessly create new EU debt without equipping the Union with sufficient revenue-raising capacity -Today´s challenges require a new Delors-like budgetary deal. Calls to increase the level of EU-level spending will not succeed if not accompanied by changes in the revenue side and some commitment to increase the effectiveness and impact of EU spending. The Delors I budget package back in 1988 was a success because it linked the doubling of EU spending to changes in the revenue side (the creation of the GNI contribution) and other institutional and procedural reforms (the creation of long-term budgetary frameworks and the introduction of discipline rules for CAP spending).

Big announcement from the European Commission today starting Excessive Deficit Procedures against 7 Member States, a mere 4 months after agreement of the reforms to the Stability and Growth Pact (SGP). The ensuing negotiations between the Commission and Member States involved will be highly challenging, especially with far right governments in Italy and potentially France where election promises would only worsen fiscal positions. 🆕The #RegionalInnovationValleys (RIVs) initiative is an ambitious component of the #NewEuropeanInnovationAgenda (NEIA), aimed at enhancing innovation across the European Union by fostering stronger regional innovation ecosystems. This initiative is instrumental in addressing key EU challenges such as reducing dependence on fossil fuels, boosting global food security, advancing digital transformation, enhancing healthcare, and promoting circular economies.💯 With a substantial allocation of €116 million from both the #EuropeanInnovationEcosystems (EIE) programme under #HorizonEurope and the #InterregionalInnovationInvestments (I3) Instrument of the #EuropeanRegionalDevelopmentFund, the initiative underscores a strategic investment in innovation. This funding will support 72 regions in their journey to become RIVs, contingent upon the formalization of grant agreements. The engagement of these regions signifies a proactive effort to fortify their innovation policies and investments. This is not only a financial investment but also a structural one, aiming to bridge the innovation disparity across the EU by linking regions of varying development and innovation capabilities. Furthermore, the EU plans to extend its support through community-building activities, matchmaking events, and targeted communication actions, which are essential for nurturing interregional collaboration. This collaborative framework is expected to enhance the capacity of these regions to direct and coordinate innovation activities effectively. As the so-called “Finance COP” opens on Monday, all eyes are on #NCQG negotiations. At the European Economic and Social Committee (EESC), I co-drafted (as a Co-rapporteur) an opinion about it, together with the Rapporteur Madame Antje Gerstein, working in a group of several dedicated and hard-working EESC members. It was adopted as an official opinion of the EESC by a clear majority 🤩 of 141 votes at the Plenary, with 1 against and 5 abstentions. Previously, it was also voted in the smaller circle of EESC members, namely, in the NAT Section, under the leadership of @Peter Schmidt (50 for, no against, 3 abstentions). Main points re NCQG, in a keyword manner; in terms of what we need the goal to be and what we support: 🎯 Fit for purpose – including a link to #biodiversity; 📉 Impactful – meaning that the money should be made accessible and spent effectively, for #GHG emission reduction, adaptation, in concert with #SDG; 🤸‍♀️ Gender-responsive, obviously; 🌾 "Down to the ground": it should “accurately target the most vulnerable countries and #communities”. 💰 On #debt (breaking the vicious ‘indebtedness – no climate action – more indebtedness due to the unpreparedness and lack of adaptation action’ loop) we suggest a massive programme of refinancing via #SDG-linked bonds. …and much more. Much more than a market...During the last Council’s working group on Better Regulation under the 🇧🇪Belgian presidency, we delved into the Letta report report on the future of the Single Market—an intriguing topic that will soon be followed by a report from another Italian ex-Prime Minister, Draghi. As the European Union continues to expand and evolve, so does its administration and legislation.⚠️ A dedicated subchapter of the report addresses the pressing need for simplifying 🇪🇺EU regulations. The Better Regulation Policy plays a pivotal role in achieving this goal. It revolves around designing EU policies and laws in an open and transparent manner, informed by the best available evidence, and backed by comprehensive stakeholder involvement. The objective? CALL FOR ABSTRACTS: As part of the Social Situation Monitor, our ICF Team, in collaboration with HIVA-KU Leuven, is now organising our 12th research seminar on behalf of DG EMPL. This time, the theme is “Cost of Living Crisis: Purchasing Power and Social (Dis)Satisfaction in the EU”. The seminar, which will take place in person in Brussels and online on September 26, 2024, will tap into a number of key topics: (i) trends in purchasing power of different population groups; (ii) spatial patterns of economic and social dissatisfaction in the EU; (iii) the effects of economic pressures facing households on perceptions on fairness and social (dis)satisfaction; (iv) the impact of social dissatisfaction on trust in institutions (including governments); (v) the impacts of policy interventions to address the cost of living crisis on social (dis)satisfaction; (vi) policy responses and innovative solutions to mitigate the underlying challenges and enhance social cohesion. Through a discussion of these six key topics, the seminar aims to connect two critical areas of research, namely the impact of the cost-of-living crisis and purchasing power on social cohesion, and the impacts of social cohesion on social (dis)satisfaction in the EU and political discontent/trust in institutions. Findings on these topics are not always consistent, and hence the seminar promises to set the stage for discussions on the determinants and conditions for impacts of purchasing power on political trust and discontent, and to provide a platform for ongoing discovery and research into these areas. Parliament and Council signed the #AIAct this week, marking the Act’s 274th official adoption. Only one official adoption left: publication in the Official Journal (late July). Then the counter resets, and we start keeping track of the many times the AI Act enters into application. Yay! So, what’s next? First, the big scramble! In the Member States (What is this? Did we sign on to this? How do we implement it? Who’s in charge? Donde esta la biblioteca???), in the new Parliament (How can I also be in charge of AI? What is a written question? How do I get more instagram followers?), in the compliance market (Where can I take a CIPP/E for AI? Is my pyramid of risk powerpoint solid? When will the Commission explain what “deviations from prior decision-making patterns” is?), and among the big players (Should I buy another nuclear reactor to train my next model? How can I claim all the personal data ever produced is covered by “legitimate use”? How do I convince all the countries of the world to buy all the GPUs I can make?) The really significant scramble, though, will be in figuring out how to turn all this AI excitement into adoption, consistent productivity gains, and profit. By now, people have started to realize that (generative) AI will not run their business for them, even as some employees have recently and inexplicably started turning in higher-quality text deliverables. Having only had a chance now to look at the excellent #SRIP report, I recommend the chapter on #TechnologySovereignty It offers a blunt but honst state-of-play overview of where the #EU stands on this issue, and its relationship with #OpenStrategicAutonomy and #EconomicSecurity. Importantly, it also notes the trade-offs that Tech Sovereignty imply with the EU's #Cohesion objectives. This has barely been acknowledged in the current #FutureofCohesionPolicy debate yet certainly poses a range of challenges. The idea, however, that Cohesion can simply be pursued through 'other means' - as noted in #SRIP - is a signal of the EU's 'add-on' approach to policy-making, often failing to account for how interventions impact on existing policies and their performance. #EUCohesionPolicy is often caught in this cross-fire and invariably becomes a political scapegoat for the EU's long-standing inability to address in-country disparities related to economic convergence. I raised this point in my recent European Policy Centre paper on An Era of Heightened Security (see extract below). It is disingeuous and unjustified to vilify EU Cohesion Policy's performance in a context where many EU territories are negativley affected by issues beyond Cohesion's scope. A well deserved recognition of his work on the Green Deal Agenda during the last mandate. Now, back to work to address the numerous challenges at EU level (Implementation of the Green Deal, financing, competitivity, just transition…)

As #EuropeDay and the #Europeanelections approach, in a time that queries us and puts us under the scrutiny of our consciences, giving "substance" to the duty of #solidarity that permeates our European citizenship appears to be more crucial than ever. Fortunately enough, joint efforts at a supranational level are being made in order to implement the right-duty to serve our community, which sees us all as protagonists and beneficiaries, called upon to do what is within our capabilities in a philantropic spirit, with love and dedication. The #EuropeanSolidarityCorps constitute yet another attempt and opportunity for young Europeans aged 18-30 to build a more inclusive society, helping the most vulnerable people and responding to social problems through voluntary work and training for collective benefit throughout Europe. In this way, participants aim to undertake commitments of shared responsibility and mutual support. In this regard, on October 24, 2023 I took part in a conference organized at the #EuropeanParliament in #Brussels by some honorable MEPs in order to discuss and encourage youths' involvement in solidarity projects. The meeting was held in memory of late President David Maria Sassoli, Whom I had had the honor to interview. Here is an excerpt of my speech: "What better way to accomplish this mission of ours than through joint efforts at a supranational level? If not by facilitating constructive dialogue and safeguarding the core values of freedom, dignity and solidarity to which David Sassoli referred during His inaugural speech as President of the European Parliament? He believed, as I hope we all do, that Europe has still much to achieve, but that this can only be done together, with ambition and compassion. While grief, affliction and atrocities are rampant in the world, it is up to us to choose whether to remain inert in the face of the pain of others, turning our gaze elsewhere, with indifference and selfishness, or rather to side with the Latin playwright Terence, in affirming with conviction: "I am a human being, and there is nothing human that is alien to me", thus recognising the humanity of our neighbour, that same humanity that makes us rediscover ourselves as fragile and vulnerable and at the same time strong and resilient together. ... It is by doing this in my own small way that I have discovered the inherent value that lies in being able to dedicate oneself to others. I have experienced first-hand that one truly receives by giving oneself, by bringing hope where despair reigns. I ask You: is this not the point? In this our strength lies: in the desire to make a difference in the days of others, leaving a legacy of Love and fraternity".
