Nepal Airlines’ Airbus Deal: Corruption Allegations Surface After a five-year investigation, Nepal's anti-corruption body CIAA has filed charges against 32 individuals including former tourism minister, former secretaries, former managing director of Nepal Airlines and its executives as well as officials from foreign companies involved in the deal. They have been accused of potential wrongdoing in the 2017 purchase of two Airbus A330 jets. Allegations of bypassing regulations and hidden costs Investigators allege that Nepali officials collaborated with suppliers to circumvent procurement rules. Nepal Airlines reportedly paid for a higher capacity aircraft (242 tonnes) but received a lower capacity one (230 tonnes). Complex web of intermediaries Our investigation for CIJ Nepal, published in June 2023, revealed a network of shell companies in tax havens used in the $216 million deal, making it difficult to track the flow of money. Intermediaries with connections Nepal Airlines did not purchase the planes directly from Airbus. Instead, a consortium of three companies – AAR Corp, German Aviation Capital, and Hi Fly Transportes Aereos– acted as intermediaries. German Aviation Capital, which had prior contact with Nepal's ministry, had ties to a sanctioned Iranian airline. The role of key players In 2019, AAR Corp, the US company, self-reported to US authorities that its deal in South Africa and Nepal might have violated the Foreign Corrupt Practices Act. A key figure for AAR Corp was Deepak Sharma, a Nepali-origin British national who signed the sales agreement. Financial burden on Nepalis The deal has left Nepal Airlines with significant debt to pension funds, potentially impacting future dividends for about 1.4 million depositors who rely on them. In 2023-24, passengers cruising in Australia spent a remarkable A$1.94 billion during their visits, showcasing the immense contribution cruise tourism makes to local communities and businesses across the country. With 4.26 million passenger visit days recorded, these visitors are driving economic growth by supporting tourism operators, retailers, restaurants, and more. Passengers are making a real impact on the ground, spending more when they come ashore and delivering crucial economic activity to businesses in every region, with the hotel and accommodation sector benefiting the most, receiving A$593.1 million. Other key beneficiaries include food & beverages, shore excursions, transportation, and retail shopping. The flow-on effects of cruise passenger spending can be felt in communities large and small, helping to sustain jobs and provide a boost to local economies.
