Where: Office of State Courts Administrator, Jefferson City, MO
Full-time: 40 hours

We are recruiting to fill a Principal Programmer position to develop applications to ensure process integration or program interoperability, create performance reports and metrics and recommend process improvement options to management.
This position also writes software and ensures that existing applications are functional and adequate involving the flow charting, coding, debugging and documentation of application programs.
This position involves new development which is modernizing legacy applications with web browser based technologies such as Spring MVC, HTML5, JSF, JavaScript, JSON and CSS.
Programmer will write, modify, test, debug and document Java JEE application code using detailed specifications and documented standards.
This position will receive formal training and on-the-job instruction in conjunction with a progression of increasingly more difficult work assignments involving flow charting, coding, debugging and documenting application programs.

An understanding of relational databases, object oriented technologies and client-server application development, utilizing Java technologies, in a Windows environment is preferred.
A desire to learn new skills is a must.
While this division uses technologies such as Java utilizing Eclipse IDE, XML WebSphere Application Server, JMS and Oracle PL/SQL, experience with other programming languages and development tools will also be considered.
Other key responsibilities include: Serves as lead programmer for complex projects and highly sensitive assignments Conducts unit testing of all programs they write and/or modify in order to minimize the number of times programs are returned to the programmer for rewrites; programs that follow specifications should rarely be returned for rewrites Creates, designs and modifies data entry and display screens, and various output, through the use of existing system hardware and software including programming, testing and debugging Provides clearly written, concise easy to understand documentation which thoroughly explains complex issues, processes, procedures, changes, and proposed solutions Desired skills and knowledge: Demonstrates proficiency using programming languages identified by the ITS Division, to develop efficient, well-structured programs and procedures to accomplish tasks assigned to them Demonstrates a strong ability to troubleshoot the work of other programmers Extensive knowledge of object-oriented programming languages Ability to explore, interpret, and summarize user requirements to develop well written, concise programming specifications, procedures, and functions designed to implement requested changes and/or new development.
Minimum qualifications: (The following statement represents the minimum education and experience which will be used to determine qualifications of applicants.
Additional experience above the minimum stated may be substituted on a year for year basis for the required education.
Equivalent combination of relevant education and experience may be substituted on a year for year basis.
