RFC 2774 is an Experimental RFC. As stated at the top of the document; This memo defines an Experimental Protocol for the Internet community. It does not specify an Internet standard of any kind. Discussion and suggestions for improvement are requested. Distribution of this memo is unlimited. Per RFC 2026 (Internet Standards Process), 4.2.1; The "Experimental" designation typically denotes a specification that is part of some research or development effort. Such a specification is published for the general information of the Internet technical community and as an archival record of the work, subject only to editorial considerations and to verification that there has been adequate coordination with the standards process (see below). An Experimental specification may be the output of an organized Internet research effort (e.g., a Research Group of the IRTF), an IETF Working Group, or it may be an individual contribution. I believe P3P's use of RFC 2774 sets a bad precedent of referencing untested, non-standards. The RFC is Experimental for good reason, and I would hate to see P3P suffer because of that. Given that an alternative exists in P3P (META) I would prefer that it be made the only means for associating P3P policies with documents retrieved over HTTP. MB
