With Shanxi's renewable installed capacity hitting 47.2%, it's clear that the province is leading the charge toward a greener future. But that’s not all. As Francesco La Camera, Director-General of IRENA, and Lu Junling, Chief Economist at the National Energy Administration, noted, China is not only advancing its domestic energy transition but also influencing the global clean energy landscape through innovation and international partnerships. Singapore and the United States are strengthening their collaboration on regional energy connectivity in Southeast Asia. Recently, Ministry of Trade and Industry (Singapore) announced the establishment of a joint workgroup with the US Department of Energy (DOE) to explore and advance energy cooperation across the region. This workgroup brings together experts, policymakers, and researchers from multiple countries and organisations to study the potential for enhanced energy connectivity. It follows the initial feasibility study launched during the US-Southeast Asia Clean Energy Roundtable in Singapore in 2022. Both countries will begin a follow-up study focused on legal and financing frameworks for regional energy initiatives. This phase will include more partner countries and deepen collaboration across Southeast Asia. Additionally, Singapore International Energy Week (SIEW) 2024 saw the launch of the International International Energy Agency (IEA)'s first-ever Regional Cooperation Centre, located in Singapore. This centre aims to accelerate clean energy transitions and enhance regional and global energy security. Enclosed is Notification No. 387/TB-VPCP dated August 16, 2024 on the conclusions of Deputy Prime Minister Tran Hong Ha regarding the development and issuance of a decree to encourage the growth of self-produced, self-consumed rooftop solar power (RTS). Deputy Prime Minister Tran Hong Ha has directed the Ministry of Industry and Trade (#MOIT) to take the following actions: (i) Finalize the definition of "self-produced, self-consumed" RTS, including a provision that limits the sale of excess electricity to the grid to no more than 20% of total capacity. (ii) Streamline procedures by: - Replacing pre-audit requirements with post-audit measures and informing authorities of the amount of electricity fed into the grid; - Requiring that self-produced, self-consumed RTS with an installed capacity between 100 kW and under 1 MW that choose to connect and sell excess electricity to the National Grid register with the local Power Company; - Those with an installed capacity of 1 MW or more connecting to and selling excess electricity to the National Grid must register as business entities; (iii) Regarding energy storage batteries:  RTS equipped with energy storage may sell 100% of their excess electricity and may be considered for application of time-of-use pricing schemes. Taiwan Prepares for 2024 Carbon Border Adjustment Mechanism (CBAM) Rollout Taiwan’s Carbon Border Adjustment Mechanism (CBAM) is set for a 2025 launch, marking a significant step towards regulating carbon emissions within Taiwan’s industries. The Legislature’s Economics Committee recently convened a session with leaders from the Environment and Economic Ministries to discuss how Taiwan’s carbon fee system will impact local businesses and how the government can best support this transition. This dialogue aims to provide clarity for enterprises on compliance requirements and prepare them for the upcoming changes under the new mechanism. The Environment Ministry explained that the CBAM allows high-emission companies to reduce their carbon footprint by investing in carbon offsets through partnerships with lower-emission firms. Taiwan’s approach to carbon pricing aligns it with global trends, where 75 countries and regions have adopted similar mechanisms. Among Asian countries, Taiwan joins others actively engaging with carbon pricing policies, while nations like China, South Korea, and Singapore have not yet signaled immediate plans to implement these measures. Meanwhile, the EU’s CBAM remains in a transitional phase, with a complete rollout anticipated by 2027. Deputy Environment Minister Shih Wen-chen emphasized Taiwan’s goal of establishing a trusted and transparent mechanism to prevent trade friction. Taiwan’s CBAM will initially focus on sectors with high carbon leakage risks, such as steel and cement, offering preferential rates to these industries during an adjustment period. <Japan Decarbonization Information> Osaka Gas Co., Ltd. announced that it will raise 30 billion yen through a “transition-linked loan” whose interest rate will fluctuate according to the degree of achievement of its low-carbon initiatives. The company signed a co-financing agreement with Mitsubishi UFJ Bank and a loan agreement with six companies, including Sumitomo Life Insurance Company, to receive relative financing. The funds will be used for renewable energy and the “e-methane” project, a city gas that emits virtually no CO2. The loan period and interest rate have not been disclosed. Transition-linked loans are characterized by the ability to set targets for the transition to decarbonization and to raise funds without limiting the specific use of the funds. This is the first time a city gas utility has signed up for this loan.
