Pittsburg State University is accepting applications for a Human Resource Specialist.
The primary function of Human Resource Specialist (HR Specialist) is developing, administering, and overseeing human resource programs for PSU employees that support the mission of the University – Making Lives Better Through Education.
This position is designed to be a junior level with the potential for growth.
The HR Specialist will work with an assigned group of departments (typically one-fourth of the University departments after 18-24 months under an Assistant Director) and provide a wide range of services and support to employees for HR programs.
Programs include, but are not limited to, new employee orientation and onboarding, benefits, compensation, training, recruiting, employment, performance management, disciplinary action, position classifications and retirement.
The HR Specialist must have a thorough understanding of federal and state laws and regulations, Kansas Board of Regents policies and procedures, University policies and procedures, and Memoranda of Agreements.
The HR Specialist is also responsible for functional support for the on-going maintenance, including improvements and enhancements of GUS HR.
The position also determines, designs and implements business processes as needed.
Duties and Responsibilities: HR Representative - 35% (Essential) Advises University employees, including supervisors, on HR policies and procedures, including but not limited to supervisory best practices, discipline and documentation, conflict resolution, leaves, FLSA, FMLA, etc.
Administer benefit programs, including signups for new participants, for all university support staff and unclassified employees.
Administer health insurance for graduate assistants, including determining eligibility and overseeing premium payments.
Monitor completion of benefits paperwork and ensures deadlines are met.
Counsels and works with employees on benefits planning and coordination.
Assist employees in solving problems with benefits providers.
Establish local policies to maintain compliance with rules and regulations.
Administer HR Programs – 35% (Essential) Administer and oversee human resource programs for PSU employees by interpreting applicable statutes, regulations, memoranda of agreements, GUS Recruit process, policies or procedures in order to establish defined set of procedures to maintain compliance with applicable statutes, regulations and guidelines.
Determine operational needs for University HR procedures and formulate policies and procedures needed to ensure timely preparation of each phases of the human resource operation.
Establish dates and deadlines to follow in order to ensure accurate and timely HR transaction processing.
Control and maintain all information on employees relating to their electronic and paper personnel files.
Direct the university support staff employment process and personnel actions, including performance reviews, position descriptions and classifications, promotions, transfers, separations and disciplinary actions.
Direct and assist with unclassified performance reviews and position descriptions.
Direct graduate assistant appointments.
Coordinate student employee appointments with Sr.
HR Specialist.
Coordinate HR functions and processes with other University departments, including the President and Provost’s offices, Payroll, Budget and Institutional Equity as well as other State of Kansas agencies.
Ensure accurate information regarding compensation, benefits, and personal information is maintained in GUS HR.
Use appropriate reporting functionality to pull information from GUS Cloud.
Update PPMs as necessary.
Miscellaneous/Employee Initiatives – 20% Participate and possibly lead a campus-wide Employee Initiatives Team subcommittee.
(Performance Management, Professional Development, Kudo and Recognition, Onboarding/Offboarding, Employee Wellness and Well-being are the five subcommittees.
) Plan and execute 2-3 employee activities per year, depending on the subcommittee assigned.
Assist other HR team members with their initiatives as requested.
Direct updates to the HRS web page.
Supervise and direct the work of student employees.
Participate in other campus committees as requested.
GUS HR Module Information – 5% Identify processing issues; evaluate for cause of problems; identify and test possible solutions in order to resolve such problems in an orderly, timely and accurate manner to allow for continuous and uninterrupted processing of GUS HR transactions.
Coordinate activities with the HR Reports and Analytics Specialist.
Coordinate with Oracle Support via Service Requests (SR’s) for possible solutions and/or assistance.
Determine additional data needed in the system and configure system/update system as needed.
Create and update Job Aids and other training materials for campus as needed.
Serves as the lead functional tester for assigned GUS HR modules prior to upgrades and patches.
Reviews pre-upgrade and patch information and determines impact.
Develops testing scenarios to ensure all affected business processes are tested prior to upgrade or patch.
Revises business processes and communicates with affected stakeholders as needed.
Ensures system testing is executed and user acceptance testing is coordinated with IT and Finance staff, the State of Kansas and KBOR Retirement Plan companies.
Other duties as assigned – 5% Perform other duties as assigned by the supervisor, Director of HR, VP, Division Head or President, including the formulation of University policies and procedures and interpretation of same based on the strategic plan.
