Emphasizing that funding is a key issue to make cooperatives self-sustaining, a report by a consulting firm said India’s cooperative sector has the potential to generate up to 5.5 million direct jobs and 5.6 million independent opportunities by 2030. Releasing the report titled “Cooperatives could generate 56 million self-employment opportunities by 2030”, management consultancy Primus Partners on Thursday suggested that a national mission for cooperative development should be launched to integrate multiple strategies into a coherent framework and should be supported by a Special purpose vehicle ( SPV) to drive its implementation. Among the strategies, the report recommended integrating cooperatives on platforms like the Open Network for Digital Commerce (ONDC) to streamline logistics and expand market reach, establishing Centers of Excellence (CoEs) in partnership with institutions like Krishi Vigyan Kendras (KVKs) for to offer training in digital tools, entrepreneurship and modern agricultural practices. Primus said priority sector lending should be expanded and partnerships should be formed with international agencies to provide loans and grants on favorable terms. It also suggested that the visibility and reputation of cooperatives be enhanced by developing comprehensive branding strategies and defining long-term goals to raise their profile. However, its recommendation of the ‘One District One Cooperative’ model is at odds with the government’s policy of a primary cooperative in every other village. “To ensure autonomy, self-reliance and democratic governance of India’s vast network of approximately 8.5 lakh cooperative societies with a membership base of 29 crore, it is essential to meet their funding needs and enable them to become self-sustaining,” the report said. According to Primus Partners, the cooperative sector stands as a beacon of hope and potential as India moves towards the ambitious goal of becoming a $5 trillion economy by 2030. India’s cooperative network, the largest in the world, represents nearly 30 percent of the 30 lakh cooperative societies globally. It said that India is poised to harness the immense capabilities of the sector to drive economic growth, social equity and inclusive development. Citing the ‘Indian Cooperative Movement’ report, it said cooperatives were responsible for 13.3 per cent of total employment in the economy as of 2016-17, showing a remarkable increase from 12 lakh jobs in 2007-08 to 58 lakh in 2016 -17 , a staggering 18.9 percent annual growth. “Looking ahead, cooperatives have the potential to create up to 5.5 crore direct jobs and 5.6 crore self-employment opportunities by 2030,” it said. By maintaining a growth rate of 5-6 per cent, the sector can generate 5.6 crore self-employment opportunities by 2030 from 3 crore in 2018, the report said. Integrating India's Start-up Ecosystem with the MSME Sector for Agricultural Efficiency especially post-harvest losses Today is World SME Day, and hence quite incidental to recognize the role of Micro, Small and Medium Enterprises (MSMEs) and start-ups in driving economic growth and innovation, particularly in sectors fundamental to India's economy like agriculture. In a country characterized by its vast agricultural lands and significant post-harvest losses, there lies a golden opportunity for the combined ecosystem to collaborate with MSMEs to foster sustainability and enhance food security. India, one of the world's largest agricultural economies, faces severe post-harvest losses across various agricultural segments, including cereals, fruits, vegetables, dairy, meat, and fisheries. These losses are twofold: quantitative losses due to spillage and pest infestations and qualitative losses from moisture retention and mold growth. Such challenges not only reduce the quantity of produce but also degrade its quality, thus affecting the marketability and economic viability of agricultural outputs. The integration of India’s vibrant start-up ecosystem with the established MSME sector can lead to innovative solutions tailored to address these pressing issues. Start-ups, known for their agility and innovative approaches, can bring fresh perspectives and technologies to tackle the inefficiencies. They can develop cost-effective, scalable solutions for storage and handling that minimize physical damage and spoilage. Start-ups can create systems that optimize the supply chain from farm to table. Start-ups can leverage advanced materials science, supported by MSMEs' manufacturing capabilities, to innovate in packaging solutions that reduce spoilage and environmental impact. They can collaborate with MSMEs to deliver training programs for farmers and handlers on best practices for post-harvest processes. The synergy between India’s start-ups and MSMEs can result in impactful innovations. By collaborating with MSMEs, which often have deep roots in local communities and substantial domain knowledge, start-ups can deploy these solutions at scale.
