Secret Solar PPA Tariff Hack That Only 1% of CEOs Know! “It’s not about choosing the Cheapest #Solar Tariff, but the Best One!” How do we know this? Having served over 42 customers across 15 states in India with power equivalent to 910 MW, facilitating more than 110 PPAs which has helped them achieve up to 50% in their cost savings and up to 100% of renewable power, uncovered this crucial insight. In June 2021, we advised the country's leading electronics manufacturer on procuring rooftop solutions for their plants in Uttar Pradesh, Uttarakhand, and Andhra Pradesh to help them achieve their cost savings and #renewableenergy goals. This was their first time exploring solar #PPA, and they had many apprehensions, with one of the biggest concerns being: "SASTA TARIFF DEDO, rest everything is okay!", highlighting their focus on immediate cost savings. Acknowledging their concerns, we noted that each location had a different variable grid tariff. For instance, Uttar Pradesh had a rate of ₹ 7.5 per unit, Uttarakhand was at ₹ 5.5 per unit, and Andhra Pradesh was around ₹ 7.0 per unit. A one-size-fits-all 'Sasta' solar tariff wouldn't maximize their savings. Multiple discussions were with the Vice President and CFO, explaining the three important tariff structures they should consider: 1)     Fixed Tariff 2)     Escalating Tariff 3)     Grid-Link Tariff In states like Andhra Pradesh and Uttar Pradesh, where the gap between the variable grid tariff and the solar tariff was significant, we advised opting for a fixed tariff. For example, in Andhra Pradesh, where the grid tariff was ₹ 7.0 per unit and the solar tariff was ₹ 4.0 per unit, the delta was large enough to generate substantial savings. In states like Uttarakhand, where the savings delta was minimal, we suggested an innovative grid-link tariff, ensuring consistent savings at every point throughout the long-term contract. After gaining clarity on the different tariff structures and running many financial models, they realised the importance of solar tariff structures over the Sasta tariff. Starting with just three plants, their journey has expanded to 13 plants across different states in India, availing a total of 15.5 MW of renewable power. This resulted in more than ₹100 crores in #savings and 40% replacement through solar sources across these 13 plants. One small secret helped them gain more than ₹100 crores of savings! The Gujarat Electricity Regulatory Commission (GERC) is actively aligning Gujarat's renewable energy targets with the national goals. Earlier, they set rules for solar net metering and mandated wind developers to share carbon credit benefits. And now, GERC has proposed new draft regulations for renewable energy procurement, outlining: - Renewable Power Purchase Obligation (RPPO) Targets - Energy Storage Obligation - Criteria for Obligated Entities - Compliance Requirements  Let’s get into the details. Here's what you should know: ➤ Renewable power purchase obligation (RPPO) Targets: RPPO targets will gradually increase each year from 2024-25 to 2029-30, encouraging firms to use more renewable energy on an annual basis. For example, in 2024-25, businesses need to get 29.91% of their energy from renewable sources, and by 2029-30, this target will increase to 43.33%. These targets are also divided into several categories, requiring businesses to use a balanced mix of renewable sources, rather than depending solely on one. ➤ Energy Storage Obligation: The Energy Storage Obligation mandates businesses to store a specific amount of their power usage as renewable energy. This proportion is calculated based on their total electricity consumption. In the year 2024-25, businesses must store 1% of their total electricity consumption as renewable energy. For instance, if a business consumes 1,000 units of electricity, it needs to store 10 units. Over time this requirement will gradually increase to 3.5% by 2029-30. However, it's important to note that to be fully compliant the Energy Storage is met only if 85% of the stored energy comes from renewable sources. ➤ Criteria for Obligated Entities: The draft regulations explicitly specify the criteria for entities required to meet the RPPO, which include: - Designated consumers under the Energy Conservation Act, 2001 - Open access consumers - Captive power plant owners with installed capacity above 100 KW using conventional technology - Distribution licensees. ➤ Compliance Requirements: Obligated entities can meet their RPPO criteria in many ways, including: - Direct purchase of renewable energy - Generating renewable energy from their own sources - Purchasing renewable energy certificates - Banking arrangements with renewable energy generators ➤ Consequences of default: If a business fails to reach its targets, penalties have been imposed, with fines of Rs. 3.72 per kWh for any unfulfilled RPPO duties. ➤ If there's a shortfall or surplus in one category, businesses can offset it with another. ➤ The Gujarat Energy Development Agency will set up an online portal where businesses must register, monitor, and report on their RPPO progress. ------------------- With Gujarat's continued efforts in renewable energy, these new regulations are expected to increase the market, opening up new potential for developers, manufacturers, and service providers.
