Ministry of Heavy Industries Amends PLI Scheme for Automotive Industry The Ministry of Heavy Industries has announced significant changes to the Production Linked Incentive (PLI) Scheme for Automobile and Auto Component Industry in India. These amendments, effective from September 6, 2024, aim to further boost domestic manufacturing and technology adoption. Key highlights of the amendments include: - Increased Domestic Value Addition: Manufacturers will now be required to achieve a minimum of 50% domestic value addition for eligible products. - Phased Manufacturing Program: A phased approach similar to the FAME-II Scheme will be implemented, ensuring a gradual increase in domestic production capabilities. - Pre-Approval for Advanced Technologies: MHI's testing agencies will now pre-approve Advanced Automotive Technology vehicles and components before disbursement of incentives. The rapid growth of the Lithium-ion battery market in India has led to a surge of both organized and unorganized players entering the sector, often without substantial investment in R&D or robust quality processes.While this has brought certain benefits to consumers, it has also introduced a range of challenges that pose safety risks and impact product quality and after-sales service. R&D: Lack of know-how and financial resources needed for thorough R&D is a key challenge. This results in battery packs that may not be optimized for Indian conditions, such as high temperatures or varied usage patterns, leading to frequent malfunctions, reduced lifespan, and heightened safety risks. Quality Standards: To compete on price, sourcing substandard cells and materials that may not meet safety standards. Poor-quality BMS and cell balancing techniques can cause issues like thermal runaway, which increases the risk of fires or explosions in improperly designed or tested battery packs. Manufacturing: Lack of standardized production and testing processes often leading to inconsistencies across batches. This variability affects the performance and reliability of batteries, undermining consumer trust and increasing the likelihood of field failures. Regulatory: Regulatory frameworks for lithium-ion batteries in India are still evolving, and enforcement is inconsistent. While BIS has established standards, adherence is not yet widespread. This gap allows low-quality products to enter the market without adequate checks, exposing consumers to potential hazards. Safety- Poor-quality batteries with inadequate thermal management can be dangerous, particularly in a high-temperature country like India. The risk of overheating and fires is especially high in low-quality packs.This not only endangers consumers but also risks damaging the reputation of lithium-ion technology as well. Service: due to lack of dedicated after-sales service infrastructure, consumers are often left without effective support for battery repairs, replacements, or troubleshooting. In a market where reliability and performance are critical, inefficient after-sales service results in high consumer dissatisfaction and limits the longevity of lithium-ion solutions. Environmental Concerns: The lack of standardized recycling and disposal processes for lithium-ion batteries exacerbates environmental hazards and there is little accountability on manufacturers for the end-of-life management of their batteries, leading to increased pollution and safety risks associated with improper disposal. however all said and done, the influx of new players in the lithium-ion battery market has driven down prices, making battery-based technologies more accessible bringing the short term price benifits for cost-sensitive applications such as E2W, E-rick, and backup sol in particular. However, these cost benefits often come at the expense of quality, longevity, and safety.

Department Consumer Affairs (DoCA) recently met Automobile Associations and partner companies to Onboard them on Right to Repair Portal India. DoCA emphasized on the need to enhance efforts towards democratization of repair manuals/videos accessible to all, fostering a robust ecosystem for third-party repair services, and establishing standards for them. Stress was also laid on offering roadside assistance to consumers, esp. on highways and introducing a repairability index of the automotive that provide information on the life of the product, easy repair ecosystem, availability of spare parts, detailed manual on self-repair, warranty on different parts etc. These measures aim to empower consumers with informed choices regarding the post-sales service of their products, besides ease in enjoying their products fully. The meeting concluded with the consensus on to on board the Right to Repair Portal and adopting a greater collaborative approach in providing a vibrant post sale. In this regard, all companies were urged to on board on the unified Right to Repair Portal India which encompasses to facilitate and works as catalyst for providing relevant repair associated information between the consumers and companies. The information includes: 1. Access to product manuals/ repair videos (by linking the websites and youtube channels of the companies); 2. Address the concern on the price and warranty of spare parts; 3.Explicit mention on differences in liability covered guarantee, warranty and extended warranty; 4. Details of Companies Service Centre across India and Recognition third-parties repairers, if any, by the companies; 5. Information on country of origin to be explicitly mentioned

Is Union Budget 2024 in Favour of the EV industry? Let’s Discuss! This year’s Union Budget has garnered mixed reactions from major sectors and the general public. For the nascent EV industry, which could create 10 million direct and 50 million indirect jobs by 2030, the reaction to the announcement was more subdued than the interim budget. While the industry or its concerns were not directly addressed in this budget, several measures are expected to benefit the sector. For instance, the government’s decision to waive import duties on 25 critical minerals, which includes lithium-ion, could offer the required support to the battery manufacturing segment of the EV industry. Batteries make up a significant cost of EVs. This is why I believe the import duty relief can help lower battery costs and, in turn, make EVs more economical for fleet owners and customers. Similarly, the budget’s focus on supporting the nation’s manufacturing sector and promoting job creation through upskilling could enable EV manufacturers to access a skilled talent pool. Besides these, the focus on rooftop solar projects would drive EV adoption and support last-mile delivery and passenger segments. Lastly, eliminating the angel tax on all investor classes may encourage more investments in EV startups, supporting their growth. Tariff Design : The Haryana Govtt. (Not the Regulators) as evident from large hoardings put up at prominent places, has done away with MMC (Monthly Minimum Charges) for electricity consumers. MMC is a redundant tariff design (most state even for Domestic consumers have some sort of two part tariff) levied on the basis of Rs/kW/Month of the connected load in case electricity consumption of a consumer in a billing cycle, drops below a threshold limit. In such cases billing is not on the basis of units consumed but the MMC rates trigger in. In Haryana, removing MMC, would mean a revenue loss to the Discoms of about INR 600 Crore.
