For the first time in the history of our country we are hurtling towards a total shutdown of both Class 1 railways. This will not just disrupt the movement of canola and other grain and oilseed commodities but would also shut down or significantly disrupt commuter train traffic in major cities like Montreal, Toronto and Vancouver. Canadian farmers rely on rail transportation for their livelihoods. Not only is the livelihood of farmers on the line but also Canada's global reputation as a reliable and on time supplier of agriculture and agri-food products to markets around the world. A group of close to 20 agriculture organizations are calling on the federal government to use section 107 of the Canada Labour Code to direct the Canada Industrial Relations Board (CIRB) to help the parties reach an agreement under binding arbitration and suspend the ability for either lockouts or strikes pending an agreement. Important Update on LPG and CNG Retrofitting for Vehicles in India The Ministry of Road Transport and Highways (MoRTH) has just released a notification regarding the Central Motor Vehicles (Ninth Amendment) Rules, 2024. This amendment focuses on the regulations for vehicles retrofitted with Liquefied Petroleum Gas (LPG) and Compressed Natural Gas (CNG) kits. Key Changes: Validity of Type Approval: - The validity of type approval for both LPG and CNG retrofitted vehicles has been increased to **six years** from the date of issue. This extends the period before needing renewal. Renewals: - Type approval can now be renewed for every six years after the initial grant. Standardization for LPG Kits: - The amendment introduces a system for standardizing LPG kits based on engine capacity. This ensures compatibility and potentially simplifies the process. Revalidation Testing for Existing Approvals: - A new provision outlines the performance tests required for revalidating existing approvals for LPG kits. This includes mass emission, on-board diagnostics, in-service conformity, and CO2 emission testing. Overall Impact: These changes aim to streamline the process for LPG and CNG retrofits while maintaining safety and emission standards. The Right of Consumer Rules 2023 mandates the implementation of Time of Day Tariff starting from April 2024 for Commercial and Industrial (C&I) consumers, and from April 2025 for other consumers, excluding those in the Agriculture sector. Although the necessary smart meters have not yet been rolled out, an analysis has been conducted based on consumption estimates for various consumer categories across three distribution companies (DISCOMs) in Maharashtra: Tata Power, Adani, and MSEDCL. The Ministry of Electronics and Information Technology's push for sustainability in the INDIAai Mission graphics processing units (GPU) tender – requiring bidders to have power usage effectiveness (PUE) of less than 1.35 – has data centres worried because they will have to increase capital expenditure & consequently pass the cost to customers to achieve that. The government through the tender seeks to set up public AI cloud infrastructure with 10,000 or more GPU capacity in a PPP model. PUE is a metric that measures how efficiently a data centre uses energy. It is calculated by dividing the total amount of power used by a data centre by the amount of power used by its computing equipment. A lower PUE ratio indicates better energy efficiency. As per the new clause introduced by MeitY in a corrigendum to the bid issued in the last week of September, a bidder must confirm that the PUE for the data centres from which AI services on cloud would be delivered is not more than 1.35. Some industry executives said this criterion is difficult to achieve. “PUE criteria should be removed. There are multiple technologies, & each will come with its PUE,” a data centre executive told The Economic Times. “Anyway, GPU-as-a-service providers will do their best to reduce PUE as it’s a cost item for them. In the initial phase, people will use technologies with the fastest turnaround time,” the person said. “Also, 1.3 PUE is not possible in India with direct-to-chip liquid cooling due to technical reasons like high ambient temperature,” the executive said. “In our view, PUE criteria should be avoided.” The power density required by one GPU server is 10 kilowatts. And a 10-kilowatt server requires another 10 kilowatts to cool down in the traditional way, experts said. Data centres – which are the foundation for AI infrastructure – are cooled with water-based air conditioning units or dry coolers. Dry coolers consume more electricity, & the water-based ones require more water. In a hot tropical country like India where parts of the country have water scarcity, this solution is not sustainable. Dry coolers that consume more power are not sustainable either. “There are data centres across India & some of them are underutilised. By putting this clause, you’re not utilising them to the full capacity,” an executive at a cloud computing company said. “Old data centres will not be able to cope with this PUE. This is akin to applying western standards to India,” the person said. “The data centre cost will go up & we will pass on the cost to the customers,” the executive added. As per an industry report by Mordor Intelligence, leading companies in the India data centre market include Equinix, NTT DATA, Nxtra by Airtel, Sify Technologies Limited., & ST Telemedia Global Data Centres (India). Freshly infiltrated militants, around 20-25 are operating on two fronts in Jammu division-Poonch-Rajouri axis and Kathua-Doda areas. In the Kathua belt,they are active in a grid of 30-40 sq km. 🇮🇳🚀DRDO's landscape set for major overhaul 📈India is moving ahead with the implementation of suggestions to Defence Research and Development Organisation (DRDO) made by former Chief Scientific Advisor to the South Asian nation, Prof K. Vijay Raghavan, who recommended an overhaul of the country's premier defence research agency. The proposals include: ◾️ Reforming the mechanism to prevent delays in projects undertaken by the DRDO; ◾️ Formulating norms for evaluation of scientists; ◾️ Encouraging participation of the private sector, micro, small and medium enterprises (MSMEs) and academia in defence technologies; ◾️ Establish a financial framework for research; ◾️ Fully digitise processes in the organisation. The sweeping reforms of the Defence Research and Development Organisation (DRDO) will lead to cost-effective indigenous weapons production, told J.S. Sodhi, a military veteran and retired Lieutenant Colonel. 🗣"All these parameters complement each other which results in an efficient Military Industrial Complex. Thus, the Raghavan Committee has very deeply analyzed the issue and has made good recommendations," he summed up.
