Certain salient views expressed by me in the following article “Under Trump India-US Space Sector May Soar” By Venkatachari Jagannathan Comparing Modi and Trump's political outlook in brief, Tapan Misra, founding director and chief scientist, Sisir Radar Pvt Ltd, says both leaders are nationalistic and keen to revamp indigenous production of sophisticated technology products, including those in defence, space and mobile and satellite communication technologies to boost their economies. "So, the natural outcome will be greater thrust on exports and restrictions of imports. That is where there is a potential source of conflict, both politically and economically. This conflict may result in technology denials, restrictions and tech import delays," says Misra, who was earlier director, Space Applications Centre, ISRO, Ahmedabad. "I feel both countries will compete but also find common ground to together compete against other countries. Both of them will also find the gaps in each other's strengths and will cooperate to complement each other," adds Misra. "SpaceX achieves almost three launches per week whereas ISRO launches are barely six per year. Naturally per kg launch cost of ISRO is way ahead in comparison to SpaceX. I feel India will allow the US launch industry leeway as the technology gap is immense and market size is small," forecasts Misra. According to Misra, India will invest mostly in research and development to maintain strategic muscle and bargaining power in rocket technology. "Though today, the private satellite industry is just learning to walk, I will not be surprised India will emerge as a potential exporter in the satellite bus provided ISRO lends out helping hands to its private brethren," he says. "In remote sensing technology, India is at par with any other country in terms of system development and operationalisation. India is going to emerge as a strong player in remote sensing, both optical and radar-based. I am hopeful that in the next 5 to 10 years, the Indian private space industry will emerge as a strong global player in remote sensing," says Misra. India, Misra points out, was hitherto a strong player in space communication satellites. "Unfortunately, India could not envisage total reimagination of satellite communication by SpaceX Starlink and OneWeb, by integrating 5G with the LEO satellite constellation," explains Misra. The Ministry of Defence (MoD) in India has released the 5th Positive Indigenisation List (PIL) as part of its efforts to promote self-reliance in the defense sector and boost domestic manufacturing on 16 Jul 24. Here are the key points summarizing this development. Scope of the List: The 5th PIL comprises 346 items, These items include strategically important line replacement units, systems, sub-systems, assemblies, sub-assemblies, spares, components, and raw materials. Economic Impact: The import substitution value of the items on this list is estimated at ₹1,048 crore (approximately $126 million). Implementation: The items on this list will only be procured from Indian industries after the specified indigenisation timelines. Participating Organizations: Key DPSUs involved include Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Dynamics Limited (BDL), and several others. Context and Previous Lists: This is the fifth such list, following four previous PILs that comprised a total of 4,666 items. Of the items from previous lists, 2,972 have already been indigenised, with an import substitution value of ₹3,400 crore. Additional Measures: The government has set a goal of achieving a turnover of $25 billion (₹1.75 lakh crore) in defense manufacturing in the next five years. There's also an aim to increase defense exports to ₹50,000 crore by 2028-29 from the current ₹21,083 crore. India monitors the 2.37 million sq. km of ocean that makes up its Exclusive Economic Zone using only 220 sea vessels and 75 aircrafts, one asset for every 7900 sq. km. What can FM gift to SMEs? Today, MSMEs are smart and competing with large corporations across various sectors. A prime example is the F&B industry, with companies like Paperboat, Bira 91, Licious, and Yogabar. MSMEs are not seeking subsidies or Production Linked Incentives (PLIs). For every successful startup we hear about, many others disappear. As someone who serves on the boards of several startups, I see that their challenges are multifold: 1. Permits and Licenses: Obtaining basic permits and licenses can take an exorbitant amount of time, ranging from months to years, even for non-invasive medical devices, simple drones, GeM registration, and trademarks. The Finance Ministry could create a simple single-window system exclusively for startups. 2. Compliance Hurdles: Startups, like babies, need support from the system. Currently, these young companies must compete with well-resourced established companies. The Finance Ministry should simplify compliance regulations for startup private limited companies to be as simple and straightforward as those for proprietary companies. 3. Incubation Centers: When I started an operation in Gothenburg, Sweden, a few years ago, the Mayor’s office provided us with a free office in a world-class development center, free audit services from E&Y for a year, and free legal services for a year. They also introduced us to top companies there. Singapore offers similar facilities. While we have various organizations and industrial development corporations, they are often too confusing and operate like profit centers. 4. CGTMSE: This scheme is intended to help startups (MSMEs) secure credit facilities without collateral. However, 90% of startups do not benefit from it. The scheme excludes pre-money startups, non-profitable startups, and those without a two-year banking relationship, effectively excluding 90% of startups. The government should establish a mechanism for evaluating idea-level and pre-money startups. 5. Confusing Schemes: There are numerous schemes, but startups lack clarity on which ones to apply for and which ministries offer what. The Medium Multi-Role Combat Aircraft competition in India, also known as the #MRCA tender, is a competition to supply 126 multi-role combat aircraft to the Indian Air Force. keeping this aspect in mind we at Arya Defence Manufacturing & Services Pvt Ltd. strongly feel that one of the Top contenders should be the Sukhoi Su-34, also known by its #NATO reporting name "Fullback," a #Russian twin-engine, all-weather supersonic medium-range fighter-bomber. Developed by the Sukhoi Design Bureau, the Su-34 is derived from the Su-27 Flanker and is intended to replace the aging Su-24 "Fencer" in the Russian Air Force. Design and Development of the Su-34 project started in the 1980s as a variant of the Su-27. Initially, it was known as the Su-27IB, but it evolved into a distinct aircraft with significant design changes to fulfill its role as a tactical bomber. Key Features 1. Cockpit: The #Su34 features a side-by-side cockpit arrangement, which is rare for fighter aircraft. This design provides greater comfort and better communication between the pilot and navigator/weapons systems officer during long missions. 2. #Armament: The aircraft can carry a wide range of air-to-air and air-to-ground munitions, including guided and unguided bombs, air-to-surface missiles, anti-ship missiles, and air-to-air missiles. How do we ensure Indigenous Product capability. Key to this would be to first analyse what are we lacking ? In the entire chronology of building a product from requirement - design - supply chain procurement - integration - testing - protytping - certification - demonstration and procurement, how are our various govt agencies placed to identify and mitigate issues? Earlier this June 25, the Ministry's Department of Defence Production (DDP) issued a letter to key industry bodies, including FICCI, Assocham, and the Society of Indian Defence Manufacturers (SIDM), urging them to warn their members about the risks of using Chinese parts. (Source: Economic Times) Let's take the case for #DroneIndustry is it even viable for the procurement agencies to think that just by banning something they can really stop the usage ? Unless there is a complete overhaul in the procedure that was mentioned earlier about the chronology of building the product, all of this knee jerk reactions might not yield what we want to achieve.
