On 29th April, Reviewed Assam State Level Flood Preparedness with various Stakeholders- State and Central agencies and District Commissioners of all 35 Districts. Also Civic Data Lab (CDL) made a presentation on Intelligent #Data solution for #DisasterRiskReduction (IDS-DRR) developed for Assam State Disaster Management Authority-ASDMA in response to #floodresilience in #Assam. In another innovative approach, Assam is partnering with UNICEF India in assessment of 1/3rd of the #modelreliefcamps to be set up in every revenue circle on minimum assured services. More importantly, these model relief camps will be monitored by #allwomengroups. UNICEF also will help developing a SoP and guidelines for the conduct of #PostDisasterNeedsAssessment (PDNA) for the State. In this presentation, he will discuss the strengths and weaknesses of climate models, methods for understanding model behavior, and strategies for extracting useful information at local scales.

We are pleased to announce the publication of our latest study in the Indian Economic Journal (Vol. 72, Issue 1, January 2024) titled "Ex-Post Analysis of Household Health Expenditure in Rural India under Climate Shocks" authored by Santosh Kumar Sahu, K Narayanan, and Holli A. Semetko. Key Highlights: This study focuses on household health expenditures in rural India, particularly in Odisha, following climate shocks. Using both primary data and insights from focus group discussions, we explored how households adapt and respond to health spending challenges in the face of climate change. Findings: Geography Matters: Villages near and far from the coast need different adaptation and mitigation strategies. Social Status Counts: Health spending behavior is influenced by social status, with backward castes or classes requiring special attention in policy design. Policy Implications: Tailored health policies and information dissemination are essential at the state and national levels to mitigate the impact of climate shocks. Tribal Seasonal Migration Atlas: Towards a Seasonal Migration Atlas of Gujarat: Happy to have contributed and been part of the research and study report “Towards a Seasonal Migration Atlas of Gujarat” conducted by CLRA (Centre for Labour and Action), the study captures the choices of Tribals, who migrate for work from the Tribal Areas of (Gujarat, Madhya Pradesh and Rajasthan) for destination, work and short duration of stay; The migrant workers always face many problems at destination such as exploitation, safety, access to health care, education for children, housing and shelter, social security and civic rights. The plight of migrant workers surfaced during COVID lockdown period, when the migrant workers were seen to be walking on foot to get back to their native.  The policymakers have several choices, adequate public finance (Tribal Sub Plan, Construction Workers Welfare Cess for construction workers, as a substantial number of tribals work in the construction sector at destination, budget for social security and welfare), and several social protection schemes, which can make migrant workers’ lives less painful and align with enhanced social protection coverage at both places of origin and destination.  The survey was conducted in four neighbouring districts of three states. These districts are located in hilly and forest areas and are socially and economically backwards, with low human development indicators.    The study captures the frequency of migration incidents, who migrate from the family (single male, couple with child/ren, family, or single female (Alirajpur reports 7.65% single female migration of the sample size, and Sajjangarh 6.01% and Chhota udepur 3.6%) to the destinations in Gujarat (which destinations in Gujarat) and which work the migrant engages in (Construction, Agriculture, Domestic work, self-employed or casual work) and the duration of stay (3 to 10 months).  The study captures various choices, made by the migrants for destination and preference of work and duration. The study also offers recommendations for organizing, mobilizing, registration at origin (Panchayat) and destination (Labour Dept, city administration), temporary stay homes, seasonal stays, portability of PDS for foodgrains, access to social welfare schemes at destination, access to ICDS (through ULB and mobile ICDS), RTE at destination at PRI (for those engaged in seasonal agriculture) and ULBs (Construction and others) etc. The state governments’ Tribal Welfare Department along with Urban Local Bodies (as the majority of migrant workers find work in the construction sector in urban areas), Panchayat PRIs, Labour, Skills and Employment Department, social welfare department and police in coordinated endeavour can ensure labour livelihood with social protection and dignity.   Detailed Report available at CLRA’s website www.clra.in
