Sugar industry seeks policy interventions to meet 20 per cent ethanol blending target New Delhi: Amid reports of likely sugar production deficit in the 2023-24 sugar season, the Centre on 7 December had directed sugar mills to refrain from using sugarcane juice for ethanol production in the current ethanol supply year. However, later government revised its directive and allowed the use of both sugarcane juice and B-heavy molasses but capped sugar diversion towards ethanol production. Also, last month, government allowed sugar mills to convert their existing stocks of 670,000 tonnes of B-heavy molasses into ethanol. As per Indian Sugar & Bio-Energy Manufacturers Association (ISMA), only 20 lakh tonnes of sugar was diverted towards the production of around 200 Cr ltrs of ethanol. According to the release from ISMA, based on the sugar production figures, India could have afforded to produce around 250 crore ltrs of ethanol more by diverting a further quantity of around 25 lakh tonnes sugar even after meeting full requirements of 285 lakh tonnes of sugar for domestic demand after leaving more than adequate 66 lakh tonnes of closing stock at the end of the season. Subsequently, the sugar industry could have supplied 450 crore litres of ethanol which could have been almost adequate for the current ethanol year requirement from the sugar industry. Looking at the statistical figures, ISMA stressed on the challenges faced by the sugar sector in meeting the 20% ethanol blending target in future and explore the policy interventions necessary to facilitate compliance. By examining the economic and environmental benefits of ethanol blending, ISMA aims to provide a comprehensive overview of the road ahead in achieving this critical milestone for the Nation. India’s 20% ethanol blending requirement India started blending ethanol in petrol on a pilot basis in 2001 before launching the dedicated Ethanol Blended Petrol (EBP) programme in 2003. Since then, India has come a long way to set a 20% ethanol blending target. This measure is designed to lower carbon emissions, enhance air quality, and promote the use of biofuels derived from renewable sources such as sugarcane, corn, or other biomass. It also aims to create a more sustainable energy mix and reduce the reliance on fossil fuels. As per release, Mr. Prabhakar Rao, President of the ISMA, said, “The Indian sugar industry is well-positioned to meet the government’s ambitious 20% ethanol blending target till 2030. Policy Round Table on Crop Protection 🌱 ICFA as part of its policy agenda, hosted CEOs Round Table on Crop Protection yesterday in New Delhi. Joined by 55 industry leaders from all three major industry associations, CropLife India ACFI, BASAI and CCFI, it threadbare discussed all issues concerning pesticides registrations, quality enforcement, sampling, MRL, data protection, exports and import, safety issues, PLI for R&D, farmers education, role of the states and public private partnerships in expanding the crop protection coverage. ICFA is constituting a Working Group on Crop Protection, bringing all key stakeholders on board to closely work with the Government on all issues concerning the farmers and the agrochemical industry. The meeting was chaired by the Additional Secretary, PP, Govt of India, Mr. Faiz A Kidwai, IAS, and co-chaired by the Plant Protection Advisor, Dr JP Singh, and Dr. Archana Sinha, Secretary, CIB. #Maharashtra state government has confirmed milk subsidy and #SMP #exportsubsidy for #dairyfarmers and processors respectively on July 2nd 2024. They did the same on July 19th 2018 also. India's Ethanol Initiative Transforms It into a Net Corn Importer India's recent drive to increase corn-based ethanol production has turned the country from a major corn exporter into a net importer for the first time in decades. This shift has significant implications for local industries and global markets: - India usually exports 2-4 million tons of corn annually, but in 2024 exports are expected to plummet to just 450,000 tons - Meanwhile, India is set to import a record 1 million tons of corn, primarily from Myanmar and Ukraine - Corn prices in India have surged far above global benchmarks, crushing the poultry industry which faces skyrocketing feed costs - Traditional importers of Indian corn like Vietnam, Bangladesh, Nepal and Malaysia are now forced to source supplies from South America and the U.S. The ethanol push is driven by India's aim to reduce carbon emissions by increasing the share of ethanol in gasoline to 20% by 2025-26, up from 13% currently. However, unlike Brazil which is a major corn exporter, India does not have surplus corn production and will likely need to rely on imports to meet rising ethanol demand. This evolving landscape underscores the complex interplay between energy policies and agricultural markets, highlighting the need for innovative solutions to balance domestic demand and global supply chains. Fuel competing with Animal feed market for key raw materials also threatens the 20+ million dependent livelihoods in the sector. India needs to look at other approaches to reducing carbon emissions and play to its strengths. ChiniMandi’s Roundtable session: Sugar traders meet in Goa to discuss proposed Sugar (Control) Order 2024 On September 15, sugar traders from across India gathered at the DoubleTree by Hilton Hotel in Goa for a roundtable session organised by ChiniMandi. The session focused on an in-depth discussion and brainstorming of the proposed Sugar (Control) Order 2024. The event, attended by Indian traders and ChiniMandi’s legal team, provided a platform for an in-depth discussion on various aspects of the new order. Participants emphasised their concerns and shared suggestions regarding the impact of the order. A detailed analysis of the proposed order was presented during the session. The session committee includes Rahil Shaikh from MEIR Commodities, Mohan Narang from KS Commodities, Janeesh Patel from Samparpan Sugar, Uppal Shah and Hemant Shah from ChiniMandi, Jitu Shah from JK Group, Husain Gangardiwala from Najmuddin Trading, and Adv. Rahoul Desae from the legal team. During this session, special discussions focused on strengthening the trade of sugar and by-products. ChiniMandi had organised a roundtable session for millers in Kolhapur on September 6, 2024, and a separate session for traders took place yesterday. The concerns and suggestions of millers and traders regarding the proposed Sugar (Control) Order and how to make the industry healthier will be submitted by ChiniMandi before the government’s deadline of September 23. This initiative by ChiniMandi is being highly appreciated by both the miller and trader communities. In a move to revamp the regulatory framework of the sugar industry, the government released the draft Sugar (Control) Order 2024. According to an office memorandum issued on August 22, technological advancements in the production process have led to multiple changes in the sugar sector, necessitating a revamp of the existing Sugar (Control) Order, 1966. In this regard, a copy of the draft Sugar (Control) Order 2024 was issued. The Sugar (Control) Order addresses various aspects of the sugar industry, including the regulation of production, sale, packaging, and international trade of sugar, as well as release quotas for sale, movement, and export/import of sugar. Well articulated sir Kuldeep Sharma. The mystery around milk production to be lower by around 80 million ton, would mean milk yield lowered from 1800 litres per animal per year to 1200 litres . That could be plausible figure, as animal census shows 130 million dairy animals and authenticated. Now of the 150 million ton, if marketed surplus is 80 million ton, and about 56 million ton already entering the organised supply chain, not much milk left for increasing base for the cooperatives and pvt sector. The 24 million ton with the unorganised sector holds the catch in the future, on what type of farming system in terms of herd size, feeding system and future sustainable yield. I hope, it is the family farms with 20-100 animals, indigenous breed progeny selected, and feeding base of homegrown nutritive fodder and homemade feed that will sustain the future growth in India dairy sector and environment friendly. 🌱 #unorganized #familyfarms #sustainability

🚨 Public OMC Allocations Are Out! 🚨 Of the 9.7 billion liters of ethanol offered, public OMCs have allocated 8.37 billion liters – a bit less than what was anticipated by distillers. This translates to about 15% ethanol blending, assuming gasoline consumption at 55 billion liters across India. With a total requirement of 9.16 billion liters for blending, more tenders are expected to close the gap, especially if the government aims to increase blending to 20%. Talking about sugar diversion, Given that Q1 and Q2 are fully allocated, there’s limited scope for further diversions. If we estimate that the balance of 800 million liters will be partly met by BH molasses, the ethanol to public OMCs could divert close to 4 million MTs of sugar, and private OMCs about 250k MTs, bringing the total sugar diversion for the year to around 4.25 million MTs. Grain diversion has also taken a small cut from the offers made but yet the Maize balance sheet look tight if the full demand hits the market. Here as well, the 2.3 mn MTs allocated by FCI for Ethanol which was suppose to be used in Sept - Oct 24 can be made available in 24-25 ESY and that shall release a lot of pressure from the maize market. This makes the sugar balance sheet look surplus. We now wait for the government accepts a crop figure of 33 million MTs and considers the fact that the 2025-26 sugar season is shaping up to be huge, possibly reaching 40 million MTs (similar to the 2021-22 season). This could lead to major challenges, as infrastructure limitations mean a maximum of 7 million MTs can be diverted to ethanol. 25-26 season shall see sugar mills starting from 1st of Oct to ensure all cane is crushed in time. Whatever needs to be done, It’s crucial that the government quickly and seriously considers to take necessary steps like allowing sugar exports to maintain domestic sugar prices during crushing, ensuring timely cane payments to farmers. India: Weekly Kharif Sowing Update – 9th September 2024 The Department of Agriculture & Farmers' Welfare has released the latest progress report on Kharif crop sowing as of 9th September 2024, indicating robust planting activity across the country. The total area sown for Kharif crops has reached 1092.33 lakh hectares, marking a 2% increase over the 1069.29 lakh hectares recorded during the same period last year. Key Highlights: Paddy: The sown area for paddy has risen to 409.50 lakh hectares, reflecting a 4% growth from the 393.57 lakh hectares sown last year. This area also surpasses the normal paddy sowing area of 401.55 lakh hectares, showing a 2% increase compared to the normal average. Pulses: The total sowing area for pulses stands at 126.20 lakh hectares, up 7% from 117.39 lakh hectares in 2023. However, it remains 8% below the normal area coverage for pulses (136.02 lakh hectares). A standout performer in this segment is Moongbean, with a 35.06 lakh hectare sowing area, reflecting an 11% increase from last year. Coarse Cereals: Sowing in the coarse cereals category has reached 188.72 lakh hectares, a 4% increase over the 181.74 lakh hectares last year, and 4% higher than the normal sowing area. Notably, Maize sowing has surged by 5% year-on-year, with 87.27 lakh hectares sown as compared to 82.86 lakh hectares in 2023, and 12% above the normal area. Oilseeds: The sown area for oilseeds has reached 192.40 lakh hectares, showing a 2% growth from last year’s 189.44 lakh hectares. Groundnut sowing, in particular, increased by 9% to 47.49 lakh hectares, which is 5% higher than the normal average. Sugarcane: Sugarcane sowing continues its positive momentum, reaching 57.68 lakh hectares, a 1% increase over the 57.11 lakh hectares last year, and 11% higher than the normal sowing area. Challenges: Urdbean sowing has experienced a 6% decline compared to last year, with the sown area dropping to 30.02 lakh hectares. This is a significant 22% below the normal area coverage of 36.76 lakh hectares. Cotton sowing has also registered a decline, down 10% compared to last year, with the sown area falling to 112.13 lakh hectares, 15% below the normal area. Impact of Rainfall and Outlook for September: The India Meteorological Department (IMD) has forecasted above-normal rainfall for September 2024, predicting precipitation at 109% of the Long Period Average (LPA). This favorable rainfall pattern is expected to boost crop yields, especially for paddy, sugarcane, and oilseeds.
