Devolution of funds by the Finance Commission has evolved into a routine of constitutional propriety, primarily meeting the Central government's needs over the states. Since 1991, the growth priorities of the country and states have significantly shifted, necessitating alignment in fund distribution. To achieve faster, quality, and inclusive growth unaffected by political uncertainties, adjustments in the Constitution and Central Laws may be crucial. Sixteenth Finance Commission Invites Public Input on Fiscal Matters The Sixteenth Finance Commission (SFC) of India is seeking suggestions and views from the public on issues related to its mandate. This is an opportunity for individuals, institutions, and organizations to contribute to shaping India's fiscal policy for the next five years. About the Sixteenth Finance Commission: - Established in December 2023 under Article 280 of the Indian Constitution. - Chaired by Dr. Arvind Panagariya, former Vice-Chairman of NITI Aayog. - Tasked with making recommendations for the period from April 1, 2026 to March 31, 2031. Key Areas of Focus: - Distribution of Tax Revenue: The SFC will determine how to divide the net proceeds of centrally collected taxes between the central government and the states. - Grants-in-Aid: The commission will recommend principles for providing financial assistance from the central government to states (grants-in-aid). - Resource Augmentation for Panchayats and Municipalities: The SFC will suggest ways to strengthen the financial resources of local governments (Panchayats and Municipalities) within states. - Disaster Management Funding: The commission will review the current system of financing disaster management initiatives and suggest improvements. The SFC welcomes suggestions and views on the above-mentioned topics, as well as the overall approach the commission should take. Empowering FPO Shareholders to seek information under RTI Our Constitution has empowered the common citizen to ask questions and seek information from the Government and it is to the credit of the Union Government that they have developed an excellent pathway for the citizens to approach it. An online portal https://rti.gov.in/ has been developed by DOPT, Government of India, which is a platform for filing RTI requests with all Central Government Departments and undertakings including Banks. This portal is very user-friendly, simple and fast and it takes hardly 2-3 minutes to file an RTI, if the RTI questions are ready. The RTI fees is Rs10/ which can be paid through UPI which can be scanned on the RTI Portal. We have used this RTI portal to seek information on the current state of FPOs from NABARD and SFAC. In this context we have filed more than 1250 RTIs with NABARD & SFAC seeking information of various FPOs promoted by these agencies. We have analysed the tasks allotted by these agencies to CBBOs (as given in the guidelines) and have prepared a set of 16 RTI per FPO covering all the tasks that were to be fulfilled by CBBOs and monitored by NABARD/SFAC. We want to encourage FPO shareholders/ stakeholders and other individuals to seek information of FPOs from NABARD/ SFAC. For this we have developed a tutorial with screen shots on how to file an RTI. Along with that we have prepared the 16 RTI set, with bilingual questions for the ease of the user. The RTI files are in MSWORD, and the User just needs to fill in the Name of the FPO, along with CIN & Place and attach this RTI file in PDF format on the RTI portal. The User does not need to send his/ her name with the RTI and can remain anonymous if they chose so. The RTI tutorial, RTI Sample Files (Word Format) and an XL list of !0K FPO scheme FPOs can be downloaded from this link. An investment of Rs10/- and five minutes to file an RTI can change the way the SFAC & NABARD treats the 10K FPO scheme. Why Does Local Context Matter in Understanding the Civil Servant-Population Ratio? 1. Public Sector Dependency: Bhutan's socio-economic development relies heavily on the public sector, making the nation dependent on the efficient functioning of public servants. 2. Role of Public Sectors: In Bhutan, public sectors act as primary implementers rather than facilitators, resulting in a heavy reliance on public servants. Consequently, the system tends to be more bureaucratic and regulatory. 3. Private Sector Engagement: The engagement of the private sector in economic and social development in Bhutan is significantly lower than regional and global standards. 4. Geographical Challenges: Bhutan is a mountainous country, with some settlements requiring days of travel to reach the nearest road, which makes population density a crucial factor in planning and implementation. 5. Partnership and Collaboration: Partnerships among public, private, civil society, and academic institutions are limited and require considerable attention. 6. Fiscal and Monetary Policies: Bhutan's fiscal and monetary policies are largely skewed towards a public sector-driven approach. 8. The digital infrastructure and literacy are limited. We have long way to go. Given these pressing reasons, it is essential to approach the civil servant-population ratio with caution, ensuring that the local context and unique challenges are adequately addressed.

Education, Healthcare, Livelihood, Environment Sustainability, Poverty Eradication, Rural Development, Vocational Skills are top 7 thematic area where CSR funds is being spent (more than Rs.1,000 cr in FY 2022-23) 2. Additionally, thematic areas Conservation of Natural resource, "Animal Welfare, Senior Citizen Welfare are getting good increase in CSR funds (in terms of % from what was spent in FY 2014-15) 3. There is reduction in CSR fund in thematic areas Technology Incubators, Slum Area Development.
