NITI Aayog to release Report on ‘Electronics: Powering India’s Participation in Global Value Chains’ tomorrow NITI Aayog will unveil its report titled “Electronics: Powering India’s Participation in Global Value Chains” tomorrow on 18 July, 2024. This report is the outcome of extensive analysis of India’s electronics sector including its scopes and challenges. The report lays down the roadmap for the country to become a global manufacturing hub in electronics manufacturing. In the current scenario, 70% of international trade comprises Global Value Chain (GVC) items emphasizing the critical need for India to enhance its GVC participation. This can be achieved by prioritizing sectors such as electronics, semiconductors, automobiles, chemicals, and pharmaceuticals, which play a significant role in the GVC landscape. Within GVCs, the electronics sector holds a significant position as nearly 80% of electronics exports come from GVCs. In the financial year 2023, India’s electronics sector recorded a significant value of exports, contributing a considerable share of 5.32% to India’s total merchandise exports. The sector’s export performance highlights its competitiveness in the global market and its ability to capitalize on international demand. It has also enhanced India’s position in the global electronics landscape. The electronics sector is very high in terms of GVC participation. It is not confined to a particular country or economy and is spread across several geographies and firms. Presently, India’s electronics manufacturing primarily involves the final assembly of electronic goods. While brands and design firms have started increasingly outsourcing assembly, testing, and packaging tasks to Electronic Manufacturing Services (EMS) companies in India, the ecosystem for design and component manufacturing is at a nascent stage. The manufacturing sector will play a crucial role in India's journey towards becoming Viksit Bharat. It can be achieved by accelerating Make-in-India by engaging in Global Value Chains. With this perspective, NITI Aayog will release a comprehensive report on the subject suggesting a roadmap for country for becoming manufacturing powerhouse in the electronics sector. An interesting perspective is offered in this article. I have always argued for India focussing on #IoT including investing in #sensors research and sensors manufacturing. Soon, a national Sensor hub will be created in India. There is potential for multiple startups in the area of sensors and IoT. We need more National Mission mode programmes for sensors. To simplify the semiconductor industry’s lifecycle, the key stages 1. Chip Research and Design - India - can we see a innovation similar to space tech This is initial stage, where the concept & design the semiconductor chip, defining its architecture, logic, and functionality. It involves extensive simulations & testing before a physical prototype is created. Innovation and performance improvements occur here. This is where cutting-edge technology like AI, 5G, and data centers originate. This stage requires large investments in talent (engineers, architects), specialized design software (EDA tools), and IP licensing. A significant portion of R&D budgets is used here. Companies like NVIDIA, Intel, AMD, and Qualcomm excel in design. EDA tool providers Synopsys & Cadence play critical roles. AI and quantum computing chip design is an emerging field, with companies and startups rapidly growing in this space. 2. Fabrication - Only Tata (TEPL) and Adani This is where the designed chips are physically built on silicon wafers. This process involves complex equipment to etch, deposit, and ion implant materials onto the wafers to create billions of tiny transistors. Fabrication is where the magic happens at the atomic level. The ability to shrink transistor size (e.g., to 5nm, 3nm) defines performance and efficiency. Building and maintaining a fab costs billions of dollars (often $10B+ for advanced nodes). The equipment itself is highly specialized and expensive (EUV lithography machines from ASML). Major foundries include TSMC , Samsung, and Intel, GlobalFoundries is another key player. There is a huge push toward regionalizing fabs to avoid supply chain dependencies, especially in India , Europe and the U.S. 3. OSAT (Outsourced Semiconductor Assembly and Test) - In India Kaynes, Suchi semicon After fabrication, the silicon wafers are diced into individual chips. The chips then go through packaging and testing to ensure functionality before they can be integrated into electronic devices. Packaging is crucial for protecting the chip, managing heat, and connecting it to other components in devices. Testing ensures no defects, as faulty chips could disrupt entire systems. OSAT operations are capital-intensive but less so than fabs. They require advanced testing equipment and skilled technicians. ASE Group, Amkor Technology, and SPIL , Kaynes Semicon are among the leading OSAT companies. OSAT companies are innovating in advanced packaging technologies like 2.5D and 3D packaging 4. ATMP (Assembly, Test, Mark, Pack) -India Tata (TSAT), Micron, CG power ATMP encompasses all the stages after wafer fabrication, including assembling the chips into packages, marking them, and final testing. It's a final quality control step before chips are sent out to device manufacturers. ATMP involves significant investment in equipment and automation ASE, Amor , Powertech Tech, and Unisem are leaders. Advanced chiplet are driving growth in this stage.

Generative AI seems to have a paradoxical role in energy transitional journey. It can be used to optimize energy usage in various applications. However, gen AI expansion also means ever-increasing footprints of ubiquitous data centers. Being energy and water intensive, data centers will have huge implications on GHG emissions and decarbonization. As per IEA “Data centers are significant drivers of growth in electricity demand in many regions. After globally consuming an estimated 460 terawatt-hours (TWh) in 2022, data centers’ total electricity consumption could reach more than 1000 TWh in 2026. This demand is roughly equivalent to the electricity consumption of Japan.” Naturally, several innovations are underway to contain this seemingly unbridled energy demand primarily through efficiency improvements. These include, for instance efficient chip technology, direct-to-chip cooling, and the precision liquid cooling among others. The efficiency improvements, however, have not been able to keep pace with their energy demand. Cooling being the biggest energy guzzler in the data centers, more conducive locations e.g. in the cold climes like the Scandinavian locales where the lower temperatures or so-called `free cooling’ help cool the equipment more cost-effectively - are also being explored.  Several studies conclude a correlation between low ambient temperature and low operational energy demand. This begets a pertinent question: should not India’s data centers be set up in country’s colder regions than, say, around Delhi NCR? With the increasing ambient temperatures, cooling demand of data centers located here is bound to add to already burgeoning energy required to meet region’s air-conditioning load. If this, and the resultant GHG footprints, can be managed, even partially, through optimization of data centers’ locations then why not?   Going beyond voluntary green data centers rating, there is an urgent need for bringing about mandatory sustainability criteria for the upcoming data centers. Several countries including EU, Singapore, and the US have either introduced the relevant regulatory norms or are in the process. European Commission prescribes data center sustainability indicators, namely, Power Usage Effectiveness, Water Usage Effectiveness, Energy Reuse Factor, and Renewable Energy Factor.  Singapore Standard for Green Data Centers defines a set of performance metrics to measure their energy efficiency. China has designated national hubs for data centers besides specifying average power usage effectiveness of data centers. There is no reason for India to not formulate its own standards and regulations to make data centers sustainable and less energy intensive. This interview of Mr. C. Sivasankaran, one of India's finest thinkers and ace businessmen, by Mr. Raj Shamani, one of my favourite YouTubers, is a great learning resource for all of us. I am thankful to both of them for great interview. I was one of the beneficiaries/ user of Mr. Sivasankaran's Aircel telecom service provider's service. Aircel's very small denomination recharge voucher of Rs.14 for 3 days unlimited internet was poor man's cow to me as we didn't have today's cost effective mobile combo plans at that time. I used to recharge with Rs.14 voucher for unlimited internet, most importantly for downloading big softwares from official websites of Microsoft, Oracle, etc. But unfortunately, Mr. Sankaran's one mistake put my old man's cow to an end. He has discussed that issue here. Apart from that, there are many lessons we can learn from this interview. I am sure that Mr. Sivasankaran's new venture of bio hacking or wellness will make a road to his comeback. All the best to him. Ace thinkers never stop their journeys and they continue to benefit large masses. And this is happening with Mr. C. Sivasankaran too.
