Making Farmers More Accessible to Markets: The Backbone of Bihar's Economy In Bihar, agriculture isn't just a way of life; it's the heartbeat of our community and the backbone of our economy. Our farmers, who make up 60% of the workforce, work tirelessly day and night to nourish our state and the nation. Despite their immense contributions, they often face insurmountable challenges in accessing markets where they can sell their produce fairly. The Struggles Our Farmers Face: Imagine waking up before dawn, toiling under the blazing sun, and nurturing your crops with unwavering dedication, only to find that the fruits of your labor are undervalued. This is the harsh reality for many of our farmers. The lack of direct market access forces them to rely on middlemen who exploit their hard work, offering prices that barely cover their costs, let alone provide a sustainable income. These middlemen, while filling a necessary gap, often take a disproportionate share of the profits, leaving farmers with meager earnings. This exploitation perpetuates a cycle of poverty, making it nearly impossible for farmers to invest in better seeds, technology, or education for their children. It's heartbreaking to see the backbone of our economy struggling to stand tall. Beyond financial struggles, our farmers face logistical nightmares. Poor infrastructure, inadequate storage facilities, and unreliable transportation make it difficult to get their produce to market on time and in good condition. The result? Significant portions of their harvests are lost or sold at distress prices, further diminishing their already limited earnings. A Call to Acknowledge and Act: These challenges are not just numbers or abstract concepts; they are the lived experiences of real people—our neighbors, friends, and family members. They are the ones who ensure our plates are full, yet they often go to bed with uncertainty about their own livelihoods. A new rule about payments has stirred up some concerns. Jayanth Mutha, Director of the agri-electrical company Himlite Products, says that while the intention was correct, the scheme has failed sorely. “There is a big necessity to take away this ruling and bring in something better,” he says. 👉What is the 45-Day Payment Rule? Starting April 1, 2024, this rule requires buyers to pay small businesses within 45 days of receiving their goods or services. The goal is to help small businesses get their money faster. However, things haven’t gone as smoothly as hoped. 👉Problems for Small Businesses ✔Small businesses need quick payments to manage their daily operations, pay employees, and cover expenses. ✔Late payments cause financial stress and disrupt their cash flow. ✔Small businesses often face lots of paperwork and disputes. ✔These delays make it hard to follow the 45-day payment rule. ✔The pandemic has worsened financial problems for small businesses. ✔Many have struggled with lower demand, supply chain issues, and lack of cash. 👉Concerns and Solutions 1️⃣ The 45-Day Limit is Too Strict: Experts say the 45-day limit is too rigid. They suggest more flexibility to help businesses deal with real-life challenges. 2️⃣ Use Cheque Insurance: Encourage the use of post-dated cheques with insurance. This can reduce risks for small businesses and ensure they get paid on time. 3️⃣ Bill Discounting: Allow small businesses to get paid early by discounting their bills with banks. "After bestowing it with the status of ‘Shree Anna’ or divine food in 2023, this year’s Budget had no mention of the humble millet. Data show that the demand for niche value-added millet foodstuffs is not helping to tackle supply side challenges. Data from a recent MOSPI report on agricultural GVO (gross value of output) reveals that the production of millets has stagnated in the last decade despite rising MSP (minimum support price). Analysts attribute this to a decline in the area under cultivation for the crop, as farmers prioritise rice, wheat, and other cereals with better profit margins. The GVO (at current prices) of millet crop has been almost flat over the last 12 years with CAGR of low single digits. For instance, the GVO of ragi stood at ₹2,01,465 lakh as of 2011-12 and in 2022-23, this figure was at ₹3,94,753 lakh, clocking a CAGR of 4.4 per cent. The output value has also fluctuated during the 12 years, and is not linear. Similarly, jowar’s GVO in 2011-12 was ₹9,80,657 lakh, moving up to ₹10,82,852 lakh in 2022-23 with annual fluctuations. The GVO of small millets, which include foxtail millet and little millet, has grown from ₹41,345 lakh in 2011-12 to ₹76,958 lakh in 2022-23. In contrast, MSPs for the millet crops have been rising. In case of ragi, the MSPs were set at ₹3,150 per quintal in 2019-20; this is now at ₹4,290 per quintal after the recent revision in June 2024. MSPs of jowar and bajra too have increased. India is the largest producer of millets in the world, with Rajasthan, Karnataka, Maharashtra, Uttar Pradesh, Haryana, Gujarat, Madhya Pradesh, Tamil Nadu, Andhra Pradesh and Uttarakhand among the top millet-producing States. However State-wise analysis of millet production shows fluctuations in the shares of each State. Analysis by Indian Institute of Millets Research (IIMR) shared with businessline shows that in the case of ragi, Maharashtra, Gujarat, Uttarakhand, Andhra Pradesh and Tamil Nadu have reduced the cultivation area by almost 40 per cent in the last decade, and Karnataka has increased the area by 25 per cent. Soybean, cotton, paddy, and maize are among those that replaced the area under millets. “Crops like small millets need specialised processing machinery and that has impacted output to an extent,” B Dayakar Rao, Director and CEO, Nutrihub-TBI and Principal Scientist, IIMR, says. “Consumption is picking up and once this stabilises, we will also see a positive change in output,” he says, adding that millets must be brought into the ambit of PDS to mainstream the grain further. Kirana stores, across markets where quick-comm platforms have started operations, have pointed at a broad level that such platforms have impacted their business. In a survey of 551 retailers in May’24, conducted on Kirana Club, 64% said that they had been impacted marginally or very little. With the market for Q-comm expected to touch $6Bn GMV by FY25 - https://lnkd.in/gicBQxBX, there is a possibility that the impact to Kiranas may increase. With atleast 80% of most categories sales coming from general trade, Kirana stores are not going to go out of existence for sure. The majority of buyers continue to be value-seekers - be it through their purchase of smaller packs (hence lower priced), which the below article from Kirana Club highlights, or are looking for offers & discounts (and this will extend to the new age platforms too, if it hasn’t already started). Another aspect, which can be observed over the past couple of decades, is the way a lot of Kirana stores (and more so the bigger, as well as the progressive ones) have adapted themselves to become more relevant to their set of shoppers, thus offering them a better ‘value-experience’. When CBDCs were first introduced in the Indian market, there was a lot of talk about UPI being superior. However, that came from the naïveté of assuming that version 1.0 of the CBDC is its final version. As we can see from this step of the programmable CBDC, this is a journey that will last a 1000 miles. And it is just getting started. Once again leaving no doubt in my mind that Xaults is the most promising CBDC startup in India. Way to go Neeraj Singh and Shubham Sharma.

I was going through the Periodic Labour Force Survey for 2023-24 released by the India's Ministry of Statistics and Programme Implementation this week, and I found some interesting insights on agriculture: 💡 #Agriculture is employer #1. A whopping 46.1% of India's workforce (Rural + Urban) is engaged in agriculture. For context, the next big employer industries are trade, hotel and restaurant (12.2%) and constuction (12%). 💡In rural India, women are the boss on the fields with 76.9% engaged in agriculture. Overall, they still command 64.4% share in agriculture employment. 💡73.5% of rural women are self employed (men are at 59.4%). UN Women estimates that by 2050, climate change may push upto 158+ Mn women and girls into poverty. It's clear that going forward we have to make #WomenFarmers the focus of welfare programs and social initiatives. Technology has the potential to change the landscape for women farmers across the world. AI can play a transformative role in helping women farmers to improve their income. Loss making companies can make an IPO if the requirement changes to 10 % only for retail as compared to a profit making one . This is done with a perspective to protect retail shareholders . Think the old rule of only profitable cos going public is better . This will bring about rationalisation of the issue as well as pricing .
