The Ministry of Environment, Forest and Climate Change in India has issued a draft notification proposing new Extended Producer Responsibility (EPR) rules for managing packaging waste made of paper, glass, and metal (excluding non-ferrous metal-based). The proposed rules aim to promote sustainable management of packaging waste and increase resource conservation. Producers, importers, and brand owners will be responsible for setting up a system for collecting and managing waste, meeting specific recycling targets, and using recycled materials in packaging. The draft rules also define key terms and set out the process for submitting objections and suggestions. COP 29: India Remains Among the Top Performers in the Climate Change Performance IndexIndia ranks 10th in the Climate Change Performance Index (CCPI 2025), despite dropping two spots. This ranking is largely attributed to its low per capita emissions and significant growth in renewable energy. The CCPI 2025 report, released at the annual UN climate conference, leaves the top three positions unfilled. Denmark occupies the fourth place, followed by the Netherlands, while the two largest emitters, China and the US, rank very low at 55th and 57th, respectively. Published by think tanks Germanwatch, New Climate Institute, and Climate Action Network International, the CCPI tracks the progress of the world's largest emitters in terms of emissions, renewable energy efforts, and climate policy. The 63 countries assessed in the CCPI, along with the European Union, are responsible for 90 percent of global emissions. India's per capita emissions are reported at 2.9 tons of CO2 equivalent (tCO2e), significantly lower than the global average of 6.6 tCO2e. As the third-largest greenhouse gas emitter and the fastest-growing major economy in the world, India has pledged to achieve net-zero emissions by 2070 and aims to reach 500 gigawatts of renewable energy capacity by 2030, according to Indian official data. CCPI experts note that India has made considerable progress in renewable energy policy over the past year, particularly with large-scale solar power projects and the launch of the Rooftop Solar Scheme. The report highlights that India has also introduced energy efficiency standards and advanced in electric vehicle deployment, especially concerning two-wheelers. The report leaves the top three spots vacant as no country has performed well enough across all index categories to receive a very high overall rating. Argentina ranks 59th and has faced significant setbacks after withdrawing from COP29 and possibly pulling out of the Paris Agreement of 2015. Its newly elected president denies the existence of human-made climate change, contrary to scientific consensus. Denmark ranks at the top (technically fourth place), followed by the Netherlands and the UK. The UK, noted as this year's biggest climber, has benefitted from phasing out coal and the government's commitment to halt new licenses for fossil fuel projects, according to the report. China, the world's largest emitter, ranks 55th, a significant drop. Despite promising plans and measures, the largest economy in Asia remains heavily dependent on coal and lacks adequate climate targets. The US, the second-largest emitter, is positioned in 57th place among the very low performers. Controversy Over Solar Pump Tariffs in Rajasthan: Kusum C Scheme Under Scrutiny The Kusum C scheme in Rajasthan, which aims to solarize agricultural pumps, is facing criticism over high power tariffs. Despite the potential for boosting clean energy in agriculture, the pricing model has drawn significant concern. Private players setting up solar projects under Kusum C are charging tariffs between Rs 3.20 - Rs 3.56 per unit, higher compared to Kusum A rates, which are around Rs 3.04 per unit. Critics argue that these high tariffs will lead to significant losses for power distribution companies (discoms), which may ultimately impact consumers. NGOs and energy experts question the rushed approvals for over 1,000 Kusum C projects, suggesting a lack of transparency and proper due diligence. Such discrepancies threaten to burden discoms already under financial stress. While the Kusum scheme holds promise for renewable energy adoption, stakeholders are urging a reevaluation of the tariff structures and increased transparency in awarding projects. Subject: A request for a debate whether the ‘smog-guns’ used for mitigating outdoor air pollution in Delhi, have any potential to reduce AQM or SPM levels [PM2.5 and PM10]; for sure To me, this is a completely false belief/statement. This is very strange to note that statutory authorities in Delhi are allowing a continuous use of ‘smog-guns’ in Delhi; with an argument that ‘smog-guns’ helps in reducing the AQM levels in Delhi; though they have no recorded data/study report [even for a period of 15 days] in their possession, to support their claim; and thus, are continuously indulged in allowing all public money to go into the drain. A high-level committee meeting held at CPCB Headquarter, Delhi dated 11 December, 2019 [third meeting] has clearly expressed that ‘at upwind location in Central Park Resort the PM10 was reduced by 14% from pre operation (Anti-Smog gun) to postoperative period. The reduction in PM2.5 was 19% during the same period. At the downward site the PM10 and PM2.5 was reduced by 18.4% and 13% respectively before and after operation of anti-smog guns. Therefore, it may be inferred that there is about 4.4% reduction in PM10. However, there is no reduction observed in case of PM.2.5’. Here, everyone will agree with: ·       That our exclusive concern is to clean the air which is to breathed by people; and not to the ambient air; ·       That majority of water droplets of size 50 µm, produce and pushed upward by smog-guns into the air [effective height of throwing water to cover 50 m radius would be maximum about 25 to 30m], gets evaporated in the air due to high ambient temperature [say more than 95%], and never return to touch the earth surface; and ·       That it is the rainfall only, that has potential to bring down all adsorbed SPMs to the earth surface due their weight & gravity influence, and to cause reduction in AQM levels, to a noticeable level; for sure. Therefore, a smog-gun installed on a vehicle or on rooftop of a building; has a potential to increase the humidity level of air [a rise in felt temperature by about 1.5-degree centigrade]; and absolutely have no potential, whatsoever, to mitigate the air pollution in the air to breathed by people of Delhi/India. Kindly, consider expressing agreement or disagreement from the above argument.

The Bureau of Energy Efficiency and the Ministry of Environment, Forests & Climate Change, Government of India (MOEFCC) have unveiled the Carbon Credit Trading Scheme (#CCTS) Compliance Mechanism Guideline. The report establishes a framework for the Indian Carbon Market (ICM) to reduce greenhouse gas (GHG) emissions through the Carbon Credit Trading Scheme (CCTS) 2023. The compliance mechanism includes the Central Government determining ‘obligated entities’ based on recommendations from the National Steering Committee for the Indian Carbon Market. It further outlines critical steps and requirements for obligated entities to monitor, report, and effectively reduce their greenhouse gas (GHG) emissions. 📌 GHG Emission Intensity Trajectory and Targets: - Targets are based on sector-specific reduction trajectories and historical data. - The technical committee calculates baseline GHG emission intensity and sets targets for each cycle, covering direct and indirect energy-related emissions. - Entities receive annual targets over a three-year trajectory period and must meet these targets each year. 📌 Verification and Assessment of Performance: - Obligated entities must appoint accredited carbon verification agencies to verify GHG emissions reports and intensity targets. - Verification includes assessing the correctness of data, calculation methods, and compliance with emission intensity targets. - Performance Assessment to be submitted within three months of the compliance cycle. 📌 Monitoring and Reporting Process: - Obligated entities must develop a monitoring plan for GHG emissions and submit it to the bureau within three months from the commencement of the first trajectory period. - Annual updates to the monitoring plan are required. - The monitoring plan should include details of activities, emission sources, monitoring methodologies, data flow procedures, and responsibilities assigned for monitoring and reporting emissions. 📌 Issuance and Surrender of Carbon Credit Certificates: - Entities exceeding their emission reduction targets receive Carbon Credit Certificates (CCC). - Entities failing to meet targets must surrender CCCs or purchase additional CCCs to comply. - Central Government approval is required before issuance of CCC. 📌 Trading and Banking of Carbon Credit Certificates: - CCCs can be traded on the trading platform, and entities may bank CCCs for future use. - CCC can be traded on approved Power Exchanges. Unused CCC can be banked for future use or sold in the Indian Carbon Market. 📌 Compliance Obligations: - Obligated entities must comply with annual GHG emission intensity targets and report their emissions accurately. - Submit compliance assessment reports within two weeks after the trading session and report compliance status within nine months of the compliance cycle. Presented during the stakeholder consultation on Indian Carbon Market organised by BEE at Mumbai and spoke on the aspects relating project standard and got inputs from stakeholder. The discussions were focused on offset mechanism. Not an expert but discussion with stakeholders provides more clarity and confidence to move forward. Learning and implementing 😅 But few observations: Traditionally carbon market in india is viewed from lens of project developer, but buyers play a critical role in carbon market and integrity and transparency will have to be given more importance. Second lot of awanress and knowledge building in required among different stakeholders to explain the real purpose of carbon market. FAQs etc is must. Not all actions will qualify for carbon market is the key message need to be delivered. Double counting of mitigation outcomes can happen inadvertently and safeguards are required to ensure such aspects do not occur. As the awareness of climate change's ill effects is being witnessed worldwide, the public has started to wonder how things will turn out in the future. And also, some complacency is being observed. We can provide relevant solutions to the problem of climate change by enacting this act. It will serve to help create awareness about the mentioned topic and also provide solutions to the challenges that may appear because of the same problem. I did my post-graduation in environment management from Forest Research Institute, Dehradun and would like to share my thoughts and insights for the solutions to the Govt. The Act should clearly explain the reasons for the enactment of such a law and as sustainable development is being considered as the solution for the availability of resources for the future generation, it should clearly explain the practices a citizen can adopt for the achievement of the same.  Sustainable development essentially means a reduction in the exploitation of non-renewable resources because of their availability for a limited time and also because they are exhaustible sources of energy. And to develop technologies for the correct use of renewable sources of energy i.e. sunlight, air and water. As the main concern of climate change mitigation is to control the temperature of the earth to go beyond permissible limits therefore all the measures concerned to control it mainly include carbon sequestration, reducing carbon footprint, reduction in the emission of greenhouse gasses, increasing forest cover, to create awareness for the reliance of citizens on natural products, etc. Therefore, it would be suitable to explain these terms in easy language for the purpose of creating awareness and also how a common citizen can help. To encourage the development of technologies and products that would help in the mitigation of climate change. To create a list of sustainable practices to be adopted by the citizens in the concerned matter though not enforced but suggested. To create awareness through social media for some of the relevant practices they can adopt and also to inform them. Ans also to suggest some relevant solutions in light of the compliance of SDGs as suggested by UNO. Please ensure the participation of aware, informed and educated citizens in the enactment of the mentioned law so that citizens feel involved and also realise that it is their duty to protect the environment for future generations.
