Yet another incident related to Under Ground Tunnel at Patna by L&T on 28-10-2024(approximately 10.30PM). Three workers died (Operator, Assistant and a helper) and 6 to 8 other workers were injured. The DMRC and others indicated that the accident occurred due to a excavator and some other story was.... A pickup van engaged for work, was rammed in killing those workers. ACTUAL REASON: The loco train/Pilot which was engaged to transport the debris was in process. At one location where the turning existed and the operator tried to control the brake but it was not working/failed causing the Loco Pilot was moved at a speed of 50km/Hr approximately and hit the TBM causing the incident/ fatalities. According to the witness statements the following deviations were identified primarily as... 1. The loco pilot was overloaded beyond its permissible limits. 2. Gross negligence of the particular Loco Pilot maintenance was not taken up as per schedule.

Rail Vikas Nigam Ltd. (RVNL) – Rithwik Projects JV on Tuesday was declared as the lowest bidder to construct 9 stations (Package C4A) of the 149.35 km Bengaluru Suburban Rail project (BSRP). Package C4A on 46.88 km Corridor 4 (known as Kanaka Line) connecting Heelalige – Rajanukunte includes the construction of a total of 1 elevated and 8 at-grade stations in south-eastern Bengaluru at Heelalige, Singena Agrahara, Huskur, Ambedkar Nagar, Carmelaram, Bellandur, Marathahalli, Doddanakundi, Kaggadasapura. The scope also includes systems installation work such as electrical & mechanical (E&M), pre-engineered building (PEB) roof, and architectural finishing. Karnataka’s Rail Infrastructure Development Company (K-RIDE) had invited tenders for its contract in July 2024 with a 2 year deadline and Rs. 504.11 crore estimate. Technical bids were opened in September to reveal NCC and RVNL – Rithwik JV were the only two bidders. Financial Bid Values Firm Bid (Rs. Back in December 2023, Larsen & Toubro (L&T) was awarded Rs. 1040.51 crore contract to construct the viaduct and at-grade embankments connecting all 18 stations on packages C4A and C4B. *Sunday with Sanjay CHITNIS* Dear friends, Good morning, This Sunday we are going to discuss wind speed which is appeared in news frequently. Generally buildings are designed to withstand combined effect of a) Dead load b) live load c) Wind load d) seismic load e) snow load Buildings shall be designed with due attention to the effects of wind on the comfort of people inside and outside the buildings. Wind speeds vary randomly both in time and space. The wind speeds are assessed with the aid of anemometers or anemographs which are installed at meteorological observatories at heights generally varying from 10 to 30 m above ground. The liability of a building to high wind pressures depends on 1) The geographical location –Coastal, plains, hilly area 2) Proximity of other obstructions to air flow such as other building & their height, distance between them. 3) Characteristics of the structure itself such as length, width, height, shape, material, self-weight, with cladding, roof slope etc Wind speed in the atmospheric boundary layer increases with height from zero at ground level to maximum at a height called the gradient height. Indian standard 875 has made 6 zones on the basis of basic wind speed at 10 Meter height above mean ground level for different zones of the India. Basic wind speed is based on peak gust velocity averaged over a short time interval of about 3 s and corresponds to mean heights above ground level in an open terrain. Minimum basic wind speed is 33 m/s ( 119 km/hr) e.g Bengaluru & highest wind speed is 55m/s (198 km/hr) e.g. Darbhanga Pune ,Nashik, Ahmedabad ,Trivandrum—39 m/s (140 km/hr) Mumbai, Nagpur, Surat--44m/s (158 km/hr) Delhi, Jaipur, Chandigarh —47 m/s ( 169 km/hr ) Vishakapatnam, Guwahati – 50 m/s ( 180km.hr ) Wind speed may be taken as constant up to a height of 10 m. However, pressures for buildings less than 10 m high may be reduced by 20 percent for evaluating stability and design of the framing. The effect of wind on the structure as a whole is determined by the combined action of external and internal pressures acting upon it. Very strong winds (more than 80 kmph) are generally associated with cyclonic storms, thunderstorms, dust storms or vigorous monsoons. The Indian Railway's Unified Standard Schedule of Rates (IRUSSOR) is a document that contains specifications for works and materials. It is the right step moving forward (Not aware of its implementation though) to avoid project delays and complete job within time and budget. Likewise, for major infrastructure projects across the country , a unified standard of practise with updated makelist and industry standard specifications is necessary to bring all the major government agencies under one roof to accelerate the procurement cycle process. The pre tender stage should be under special guidance as project is also hampered due to inaccurate estimations in quantity and planning of scope.
