🌏 Bringing you the second installment of the three-part exploration of India's climate change policy and the latest global #climatenegotiations, authored by Montek Singh Ahluwalia and Utkarsh Patel. This paper, “Financing Climate Change Adaptation and Mitigation in Developing Countries," assesses the scale of financial assistance that may be needed to assist developing countries to meet their #NetZeroGoals. 📈 The authors argue that it is important for developing countries to recognise that they cannot expect the entire sum of the additional investment needed for #climateaction to be financed from external sources. At least half of the required investment, they suggest, would need to be mobilised domestically through increased public and private savings and redirection of domestic #investment, while the rest could come from external sources through a combination of private and official flows, including from #MDBs. How much do we think we could have preserved or mitigated from reaching worst threshold of #climatechange #environment boundaries if since 2014 Ministry Of Corporate Affairs mandated #csrindia #csrinitiatives forced about 20k per year big or small corporate to implement list of #SDG2030 interconnected activities? ( more than half implemented one or the other climate preservation activity, check it yourself on MCA CSR portal) A huge dent of progress right? And what’s the reason to doubt when every #corporate #social #responsibility report claims to have made big or small #environmentalpreservation? Unfortunately lack of #accountability #csrframework #measurability and #sustainability of efforts made makes #India stand on bottom nations by recently released Environmental Performance Index Why worry ? Atleast we should have something left to be able to reach turning point not beyond the threshold. How else we would continue to hold talks, webinars, if we have already reached a point where potential #interventions would be of no use and planning oppurtunity is already gone? This should atleast ring a bell if nothing for everyone of us not just #government #corporates #community but us together as it’s a no one person job. Where to begin? Accountability- Have systemic #policies in place so everyone sticks to the plan at individual, community, state, and national level ( how hard could this be?) Measurability- have a publicly released database of who is doing what so at bigger picture level one can certainly measure overall progress Transparency- Just like There are third independent parties making sure things are done as claimed, a dedicated department/ task force must exist ( who else would serve as contact point?) Small steps make big differences! If left business as usual now, India would end up loosing all its economic growth in dealing with other national costs like adverse #healthoutcomes #risingsealevels, messed up seasons affecting vegetation, widened #socialdisparity and more ( god forbid if situations like pandemic hit again, India won’t be prepared) If you realize you have a role to play contact your state or district municipality to let them know how can you contribute? Even writing an online application (for smart cities) would let the #policymakers acknowledge they have a support system to intervene! Why matter? Emphasizing that funding is a key issue to make cooperatives self-sustaining, a report by a consulting firm said India’s cooperative sector has the potential to generate up to 5.5 million direct jobs and 5.6 million independent opportunities by 2030. Releasing the report titled “Cooperatives could generate 56 million self-employment opportunities by 2030”, management consultancy Primus Partners on Thursday suggested that a national mission for cooperative development should be launched to integrate multiple strategies into a coherent framework and should be supported by a Special purpose vehicle ( SPV) to drive its implementation. Among the strategies, the report recommended integrating cooperatives on platforms like the Open Network for Digital Commerce (ONDC) to streamline logistics and expand market reach, establishing Centers of Excellence (CoEs) in partnership with institutions like Krishi Vigyan Kendras (KVKs) for to offer training in digital tools, entrepreneurship and modern agricultural practices. Primus said priority sector lending should be expanded and partnerships should be formed with international agencies to provide loans and grants on favorable terms. It also suggested that the visibility and reputation of cooperatives be enhanced by developing comprehensive branding strategies and defining long-term goals to raise their profile. However, its recommendation of the ‘One District One Cooperative’ model is at odds with the government’s policy of a primary cooperative in every other village. “To ensure autonomy, self-reliance and democratic governance of India’s vast network of approximately 8.5 lakh cooperative societies with a membership base of 29 crore, it is essential to meet their funding needs and enable them to become self-sustaining,” the report said. According to Primus Partners, the cooperative sector stands as a beacon of hope and potential as India moves towards the ambitious goal of becoming a $5 trillion economy by 2030. India’s cooperative network, the largest in the world, represents nearly 30 percent of the 30 lakh cooperative societies globally. It said that India is poised to harness the immense capabilities of the sector to drive economic growth, social equity and inclusive development. Citing the ‘Indian Cooperative Movement’ report, it said cooperatives were responsible for 13.3 per cent of total employment in the economy as of 2016-17, showing a remarkable increase from 12 lakh jobs in 2007-08 to 58 lakh in 2016 -17 , a staggering 18.9 percent annual growth. “Looking ahead, cooperatives have the potential to create up to 5.5 crore direct jobs and 5.6 crore self-employment opportunities by 2030,” it said. By maintaining a growth rate of 5-6 per cent, the sector can generate 5.6 crore self-employment opportunities by 2030 from 3 crore in 2018, the report said.
