Before the introduction of ASBA, applying for an Initial Public Offering (IPO) was a complex and time-consuming task. Investors had to fill out physical application forms and submit them, along with checks or demand drafts, to designated bank branches. This process required manual handling, from placing bids to allocating shares and processing refunds. As a result, it was prone to delays and inefficiencies, causing long wait times for investors. With ASBA, powered by National Payments Corporation Of India (NPCI) Unified Payments Interface (UPI), the IPO application process has been transformed into a streamlined and automated experience. Here's how ASBA has revolutionised IPO applications: 𝐒𝐞𝐚𝐦𝐥𝐞𝐬𝐬 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧: Investors can now apply for IPOs directly through their bank's online portals or mobile apps. ASBA allows investors to block funds in their bank accounts while applying for an IPO, eliminating the need to transfer funds upfront. 𝐈𝐧𝐭𝐞𝐫𝐞𝐬𝐭 𝐄𝐚𝐫𝐧𝐢𝐧𝐠𝐬: One of the significant benefits of ASBA is that investors continue to earn interest on the blocked amount until it is either utilized or released. This keeps the funds productive during the IPO process. 𝐑𝐞𝐝𝐮𝐜𝐞𝐝 𝐈𝐏𝐎 𝐋𝐢𝐬𝐭𝐢𝐧𝐠 𝐓𝐢𝐦𝐞: Thanks to ASBA, the time it takes for an IPO to list on the stock exchange has been dramatically reduced from six days to just three days, as directed by SEBI. This change accelerates the timeline for both companies and investors. 𝐒𝐢𝐦𝐩𝐥𝐢𝐟𝐢𝐞𝐝 𝐑𝐞𝐟𝐮𝐧𝐝𝐬: In cases where investors do not receive a full allocation of shares, the unblocked funds remain in their bank accounts. This simplifies the refund process, making it faster and more efficient. Transparency in Jammu and Kashmir After the Abrogation of Article 370: The Challenge of Filing RTI Applications The abrogation of Article 370 in August 2019 marked a significant constitutional shift for Jammu and Kashmir (J&K), bringing the region under the full purview of the Indian Constitution. Among the many legal changes that followed, the **Jammu and Kashmir Right to Information (RTI) Act, 2009** was replaced by the **Central RTI Act, 2005**. ### RTI Act and Transparency In Jammu and Kashmir, the pre-2019 **J&K RTI Act** was a relatively progressive law that empowered local citizens to seek information from the state government. However, after the abrogation of Article 370, this Act was repealed, and the **Central RTI Act** was introduced. While the Central RTI Act is more expansive and allows citizens to seek information from both state and central government departments, its implementation in J&K has been marred by logistical and administrative hurdles, particularly when it comes to filing RTI applications. ### Lack of Online Filing System One of the major concerns post-abrogation is the **lack of an online RTI filing system** for J&K. In most Indian states and union territories, citizens can easily file RTI applications online, either through state-specific portals or the **Central RTI Portal** (https://rtionline.gov.in/). However, this facility has not been extended to Jammu and Kashmir for state-related matters, forcing residents to rely on outdated and cumbersome methods such as physical submission of applications or postal services. This absence of an online filing mechanism severely limits the ease with which citizens can seek information, especially in a region that has seen frequent internet shutdowns, political instability, and restricted mobility. In an era of digital governance, the lack of such an essential facility not only adds to administrative delays but also deters many from filing RTI applications in the first place. This has resulted in a **perceived lack of transparency** in the functioning of public authorities in Jammu and Kashmir, as the process of accessing information becomes difficult and time-consuming. ### Impact on Transparency The inability to file RTI applications online in J&K raises several critical issues about transparency in governance. Before the abrogation of Article 370, the **J&K State Information Commission (SIC)** was a local body that provided relatively quicker responses to information requests. However, with its dissolution and the transfer of responsibility to the **Central Information Commission (CIC)**, the process has become centralized, and citizens now have to wait longer for responses. It seems the deal to save Reliance Capital might be hitting a roadblock. Let's break it down. The Hinduja Group’s IIHL was all set to swoop in and rescue Reliance Capital. The NCLT had even approved their resolution plan. But now, there's a delay. Why? * 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫𝐲 𝐇𝐮𝐫𝐝𝐥𝐞𝐬: The IIHL has sought approval from the DIPP, but it's taking longer than expected. The reason? Some of IIHL's investors are based in Hong Kong, and given India’s post-COVID stance on investments from neighboring countries, there's a need for extra scrutiny. * 𝐓𝐢𝐦𝐞 𝐢𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐄𝐬𝐬𝐞𝐧𝐜𝐞: The 90-day mark for approval has already passed. Every delay means more uncertainty for Reliance Capital's creditors and employees. * 𝐖𝐡𝐚𝐭'𝐬 𝐚𝐭 𝐒𝐭𝐚𝐤𝐞? The stakes are high.
