Meghalaya government takes steps to act against sugar-smuggling activities; asks districts to coordinate with BSF In response to the increasing incidents of illegal sugar smuggling along the Indo-Bangladesh border in Meghalaya, the state government has instructed all districts and subdivisions to collaborate with the Border Security Force (BSF) and other relevant departments to curb such activities and control sugar prices. As per media report, the directive was issued by the Department of Food Civil Supplies & Consumer Affairs after a discussion during a meeting of the State Consumer Protection Council on Friday. The meeting, chaired by Food Civil Supplies & Consumer Affairs Minister Comingone Ymbon, addressed issues including the promotion of fortified rice and its awareness. It also recommended regular inspections of petrol pumps in response to complaints about fuel adulteration. Minister Ymbon, who also serves as the chairman of the State Consumer Protection Council, urged officials to establish a robust system for conducting consumer awareness programs and educating consumers about their rights at both district and state levels. He further suggested involving self-help groups (SHGs) to spread awareness among grassroots communities. Commissioner & Secretary of the Food Civil Supplies & Consumer Affairs Department, Pravin Bakshi, stated that the meeting aimed to evaluate various departmental initiatives such as the Price Monitoring System (PMS), which tracks the prices of 22 essential commodities to provide advance feedback for policy interventions, ensuring the availability of essential commodities, and keeping prices stable at district and subdivision levels. On 29th April, Reviewed Assam State Level Flood Preparedness with various Stakeholders- State and Central agencies and District Commissioners of all 35 Districts. Also Civic Data Lab (CDL) made a presentation on Intelligent #Data solution for #DisasterRiskReduction (IDS-DRR) developed for Assam State Disaster Management Authority-ASDMA in response to #floodresilience in #Assam. In another innovative approach, Assam is partnering with UNICEF India in assessment of 1/3rd of the #modelreliefcamps to be set up in every revenue circle on minimum assured services. More importantly, these model relief camps will be monitored by #allwomengroups. UNICEF also will help developing a SoP and guidelines for the conduct of #PostDisasterNeedsAssessment (PDNA) for the State. Dr Sasmit Patra is an interesting parliamentarian to watch, bringing to the fore issues of an institutional nature. It may be the more reasoned deliberations at the back-end, of MPs like Dr Patra, that produces real work, in the absence of maturity and substantive depth in those leading the poor quality of the opposition's grouse mining narrative spins. Building congruency, needs a reasonable nod to reality, and that is compromised by the poor quality of legislative deliberations descending purely to exacerbating issues in the pursuit of vote-banks, rather than act as a check on government excesses. Even our institutional structures like courts, in many cases, appear to prefer moral posturing rather than building a bridge to better policy implementation, the decontextualized nature of their abstractions, and a procedural morass. where the fealty to procedural means have overtaken substantive and practical ends (tareek pe tareek!) - leads any resolution into an endless procedural maze. The tough task of "performing" in governance, making a careerist bureaucracy with its deep vested interests work, is difficult even for the strong willed, and may not even be in the agenda as the primary focus of those slanted by their electoral bargains.

In pursuance of our efforts for building the capacities of SRLMs on various livelihood activities, we organized a webinar on Seaweed cultivation in collaboration with GIZ. We have esteemed speakers like Dr.C.R.K Reddy, Mohamd Koye and Jaljeevika team as panelists. Following are key takeaways: 1. Seaweeds are important for carbon sequestration and reducing acidification in the seas. 2. Seaweeds have numerous uses like bio fertilisers, blending in animal feeds, bio alternatives to plastics, source of proteins, bio stimulants, pet foods, seaweeds can be used as food supplements, salad supplements 3. Seaweeds market around the globe is approximately 14 billion Dollars. 56% of the global seaweed production comes from Chaina.  India produced about 35 MT per year 4. India is blessed with 840 sps but only one sps is being cultivated 5. CMFRI identified 240 locations which are suitable for seaweed cultivation. Although seaweed cultivation has potential to create livelihoods and bring huge foreign exchange, there are few challenges which need to be addressed to harness the potential: 1. Indian seas are often turbulent while seaweed cultivation needs calm waters. Salinity is also important factor, since heavy rains are common in monsoons it is difficult for seaweeds to survive. Offshore trails were done need to be examined further 2. Grazing by sea Turtles is another problem, of late certain technologies were developed to prevent Turtle grazing. 3. Lack of standards for seaweed cultivation need to be developed 4. Model demonstration plots to be developed for transferring technologies 5. Very few scientists are working on seaweed cultivation, hence less trails and limited knowledge is generated and technologies developed At DAY – NRLM we will take up few pilots in Karnataka and Lakshadweep to have a first-hand experience.
