It was a privilege for Plant Based Foods Industry Association's Executive Director, 𝐌𝐫.Praveer Srivastava and team, to meet 𝐃𝐫. 𝐒𝐮𝐛𝐫𝐚𝐭𝐚 𝐆𝐮𝐩𝐭𝐚 𝐉𝐢, the newly appointed 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 of the Ministry of Food Processing Industries to introduce him to the rapidly growing plant-based foods sector and discuss the challenges that are currently impacting its growth. The discussion focused on the immense potential that plant-based foods offer in advancing sustainable agriculture, addressing food security, and driving India's economic growth. We also took this opportunity to raise a few critical concerns that are hindering the growth of the plant-based industry in India. 👉 𝐇𝐢𝐠𝐡 𝐆𝐒𝐓 𝐑𝐚𝐭𝐞𝐬: Plant-based products are currently subject to GST rates ranging from 12% to 18%. In comparison, traditional dairy and meat products attract GST rates ranging from 0% to 12%. This disparity in tax rates puts plant-based foods at a significant disadvantage, especially when consumers are seeking affordable and sustainable alternatives. 👉 𝐇𝐢𝐠𝐡 𝐈𝐦𝐩𝐨𝐫𝐭 𝐃𝐮𝐭𝐢𝐞𝐬: Excessive import duties on essential ingredients are a significant barrier to the growth of domestic manufacturing and innovation within the plant-based sector. Dr. Subrata Gupta ji expressed a keen interest in the potential of the plant-based foods sector and acknowledged the importance of addressing these issues. He assured us that the Ministry would extend its support to the industry as it continues to grow. Additionally, 𝐒𝐡𝐫𝐢 𝐒𝐡𝐲𝐚𝐦 𝐒𝐢𝐧𝐠𝐡 𝐍𝐞𝐠𝐢 𝐉𝐢, 𝐒𝐞𝐧𝐢𝐨𝐫 𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐀𝐝𝐯𝐢𝐬𝐨𝐫, Ministry of Food Processing Industries expressed a willingness to escalate these concerns to the Ministry of Finance to explore possible solutions. We remain optimistic that, through the collaborative efforts of all stakeholders, the plant-based foods sector will receive the policy support it needs to thrive and contribute to a sustainable, inclusive food system. The discussion focused on India’s pressing need to bridge the protein gap and transition toward a more sustainable food system. PBFIA highlighted the transformative potential of the plant-based foods industry in supporting protein security, reducing environmental impact, and boosting economic growth. The sector’s ability to enhance farmer incomes through increased export opportunities for valorized agri-produce was also emphasized. During the meeting, the Honorable Finance Minister acknowledged the sector’s growth potential and recommended extending PBFIA’s proposals to State Finance Ministers for wider support. The meeting also referenced global benchmarks like China’s advancements in alternative proteins, Denmark’s agricultural emission taxation model, and Germany’s interest in PPPs to enhance processing capabilities in India. Key Recommendations Included:  👉 GST Reduction: Lower GST on plant-based foods from 18% to 5%, aligning it with animal-based products.   👉 Import Tariff Reduction: Lower import duties on key ingredients and machinery for domestic production.   👉 MSP and Incentives: Enhanced MSPs and crop-linked incentives for protein-rich crops like soybeans and pulses.   👉 PPP-driven Processing Clusters: Establishing plant protein clusters to reduce import dependency.   👉 Centre of Excellence for R&D: Investment in R&D hubs to foster innovation in plant-based foods. The sector is projected to grow substantially, reaching USD 2.5 billion by 2030 domestically, with USD 1.2 billion in export potential, and creating over 320,000 jobs. The film highlighted the environmental impact of food choices and the role plant-based diets can play in combating climate change. PBFIA also presented on plant-based food choices and its work in promoting sustainable diets that positively impact the climate, animal welfare, and human nutrition. The engaging Q&A session left students motivated to incorporate sustainability into their personal and professional lives. Today, we had an honour of meeting 𝐒𝐡𝐫𝐢 𝐂𝐡𝐢𝐫𝐚𝐠 𝐏𝐚𝐬𝐰𝐚𝐧 𝐣𝐢, the Honourable Union Minister of Food Processing Industries to discuss how the plant-based foods sector can position India as a global leader in sustainable nutrition and economic growth. During the meeting, Plant Based Foods Industry Association emphasized the industry’s immense promise to leverage the robust agricultural foundation and initiatives like the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐌𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐄𝐝𝐢𝐛𝐥𝐞 𝐎𝐢𝐥𝐬 – 𝐎𝐢𝐥𝐬𝐞𝐞𝐝𝐬 and 𝐒𝐡𝐫𝐞𝐞 𝐀𝐧𝐧.  Despite India’s surplus production of #soybeans and #peas, supported by MSPs, the 𝐥𝐚𝐜𝐤 𝐨𝐟 𝐝𝐨𝐦𝐞𝐬𝐭𝐢𝐜 𝐩𝐫𝐨𝐜𝐞𝐬𝐬𝐢𝐧𝐠 𝐮𝐧𝐢𝐭𝐬 for plant protein extraction hampers growth. The meeting highlighted concerns over higher GST rates on plant-based foods compared to animal-based counterparts and the lack of dedicated schemes for plant protein production. We emphasized that the current 18% GST on plant-based foods is a deterrent to consumer adoption and industry expansion where we submitted our request to reduce the GST rate from 18% to 5%. Shri Chirag Paswan Ji enthusiastically expressed strong support for the plant-based foods sector, recognizing it as a focus area for the ministry. He shared that MoFPI is already working to understand the sector and draft favorable support schemes. Even Prime Minister Shri Narendra Modi ji has identified the plant-based foods sector as pivotal for India’s sustainable future.  Minister also addressed support to take PBFIA’s GST representation to the Honourable Finance Minister.   Growing at approximately 14% CAGR, the plant-based foods industry is set to transform India's food ecosystem by: 🔸 Addressing protein deficiency and nutrition security. 🔸 Creating jobs, boosting farmer incomes, and driving economic growth. 🔸 Strengthening the local economy with affordable, accessible protein. 🔸 Reducing zoonotic risks and promoting animal welfare. PBFIA presented several key requests to the Ministry, including:  1️⃣ Create a Plant Protein Cluster with public investment to provide shared processing infrastructure and reduce import dependency. 2️⃣ Align GST rates for plant-based foods with those for dairy, meat, poultry, and fisheries.  3️⃣ Introduce clear and unified HSN codes for plant-based food products.  4️⃣ Allow plant-based beverages to use "milk" with their ingredient source (e.g., soy milk, almond milk). 5️⃣ Reduce import tariffs on critical machinery for protein processing facilities.  6️⃣ Fund R&D centers at institutes like NIFTEM. 7️⃣Establish a Centre of Excellence and accelerator program for plant-based entrepreneurs. 8️⃣ Establish a Joint Task Force with multiple ministries to strategize cluster development.
