Die (annullierten) Präsidentschaftswahlen in Rumänien 🇷🇴 Die Präsidentschaftswahlen in Rumänien haben letzte Woche für Schlagzeilen gesorgt – und das nicht nur wegen des überraschenden Wahlausgangs, sondern auch aufgrund potenzieller Wahlmanipulation. Der Kandidat Călin Georgescu, ein weitgehend unbekannter, pro-russischer Politiker, gelangte durch eine virale TikTok-Kampagne in der ersten Runde in die Spitzenposition (fast 50 % der Rumänen nutzen TikTok). Die Kampagne, die mutmaßlich von Russland unterstützt wurde, wirft Fragen über die Integrität demokratischer Wahlen in Europa auf. Besonders pikant: Georgescu behauptete, die Kampagne habe "nichts gekostet", doch Berichte deuten auf ein Budget von über 1 Million Euro hin, das mit zweifelhaften Mitteln finanziert worden sein könnte. Die Auswirkungen dieser Wahl gehen über Rumänien hinaus. Am Freitag hat der rumänische Verfassungsgerichtshof die Wahl aufgrund von Indizien für Manipulation annulliert. Gleichzeitig hat die European Commission hat eine 'freezing order' erlassen, um zu prüfen, ob TikTok seiner Verpflichtung zur Bekämpfung von Desinformation und Wahlmanipulation, unter dem Digital Services Act (DSA), nachgekommen ist. Der DSA, der 2022 verabschiedet wurde, erlaubt der EU erstmals gegen Wahlbeeinflussung auf digitalen Plattformen vorzugehen. Dies ist der erste große Test für die Effektivität des DSA. Welche Folgen wird die Untersuchung haben? Theoretisch könnte es zu hohen Strafen für TikTok oder sogar zur Blockierung von Plattformen führen. Was lernen wir daraus? Ich sage: KI und soziale Medien schaffen nicht zwingend neue Probleme, aber sie verschärfen bestehende, wie z. B. Wahlmanipulation erheblich. Der DSA war nötig – nun liegt es an der European Commission, diese neuen Regeln entschlossen umzusetzen. Was meint ihr? Ist der DSA robust genug, um mit solchen Herausforderungen umzugehen? In this piece, we critically analyse the latest European Commission's annual Rule of Law Report 2024 and discuss how it tries to spotlight both progress and persistent rule of law challenges within Member States.
