FACILITATING ADOPTION OF ENVIRONMENT-FRIENDLY TECHNOLOGIES IN RICE MILLS OF DINAJPUR MUNICIPALITY

About PRABRIDDHI

PRABRIDDHI is a Local Economic Development (LED) project, funded by the Governments of Bangladesh and Switzerland, co-implemented by the Local Government Division (LGD) and Swisscontact. The current phase of the project (September 2020 – August 2025) focuses on further developing the LED approach in participating municipalities of Bangladesh, capacity building of stakeholders and facilitators of LED and anchoring of the approach on national level.  The project is being implemented in seven municipalities - Shibganj, Jashore, Bogura, Bhairab, Dinajpur, Kushtia and Cox’s Bazar respectively.

Objectives

The specific objectives of this intervention are:

  • Exposure and Learning: Organize an exposure visit for rice mill owners to a country that has successfully implemented eco-friendly rice milling technologies. This visit will provide insights into best practices and technology adoption strategies.
  • Technology Adoption: Facilitate the identification and adoption of modern rice milling technologies that are suitable for the local context, financially viable, and capable of reducing environmental pollution.
  • Capacity Building: Equip rice mill operators with the necessary skills and knowledge to operate and maintain modern, environmentally friendly machinery, ensuring sustainable and effective use.

Scope of Work

PRABRIDDHI seeks a consultancy firm or relevant organization to execute the following scope of work:

  • Conduct a brief needs assessment to evaluate the current technological capabilities and investment willingness of rice millers in Dinajpur Municipality.
  • Develop a matrix to shortlist rice millers who are most suitable for receiving technical assistance and modern machinery upgrades.
  • Identify, analyze and provide recommendations on the modern rice milling technologies available internationally that align with the financial capacities of the selected rice millers.
  • Organize and manage exposure visit for shortlisted rice mill owners to a country with successful implementation of eco-friendly rice milling practices.
  • Ensure that participants gain practical insights and establish connections with international technology providers.
  • Provide post-visit technical support to assist rice mill owners in adopting modern machinery, including sourcing, networking with suppliers, installation, and training on the use and maintenance of new technologies.
  • Support the rice mill owners in developing a sustainability plan that includes a timeline for technology adoption, and potential scaling-up of environmentally friendly practices.

The timeline for this intervention will be no more than 6 (six) months from the date of contract signing.

Reports to

The organisation will report to the Team leader and work closely with the implementation team members.

Technical and financial proposal parameters

The technical proposal should include:

  • Brief profile of the organisation, highlighting relevant experience and expertise in similar initiatives. The profile should include:
    • Details of technical capabilities and resources available for the assignment.
    • Examples of past projects or case studies demonstrating success in similar initiatives.
    • Any additional relevant information or qualifications
  • Detailed activity plan under the intervention timeline (Template is provided as annex to this document)
  • Detailed plan for ensuring sustainable and systemic change in the rice mill sector of Dinajpur through the assignment.

Along with the technical proposal, the bidder is required to submit a financial proposal, in a separate file. The financial proposal will be opened only for organisations scoring 50% and above in the technical proposal.
